H047 TRAVEL (FEB 2003)
(a) The Contractor may be required to travel within the contiguous United States and overseas.
The Contractor may be required to travel by Government-provided transportation. Travel requirements will be reimbursed by separate voucher and must be approved in advance by the Contracting Officer.
Travel requirements will be identified, proposed, and negotiated in individual task orders on a cost-reimbursement basis. Billable travel costs are air fare, ground transportation, and per diem costs, not labor hours. The Contractor shall be responsible for obtaining any passports or visas and making travel arrangements to and from any CONUS location.
(1) Per diem, air fare, and all other allowable travel costs shall be reimbursed in accordance with the Federal Acquisition Regulation. All travel within overseas areas shall be approved in advance by the Contracting Officer.
(2) The Government may provide travel to and from overseas work sites via Air Mobility Command (AMC) flights, if available. AMC travel fees may be Contractor-paid and invoiced to the Government. The Government will be responsible for obtaining travel clearances and issuance of any required special orders.
(b) Use of AMC transportation shall be approved in advance by the Contracting Officer or designee. Orders authorizing AMC travel will specify the Contractor's Customer Identification Code (CIC). If the Contractor does not have CIC number, the orders will state "special account handling: billing for AMC transportation will be forwarded to _____ (insert Contractor's address)." Use of AMC transportation is subject to availability.
(c) The travel CLIN is intended to pay for travel occurring at the direction of the Government, performed in conjunction with a specific trip authorized in a task order. Travel by clerical support personnel shall be approved in advance by the Contracting Officer.

Medical Readiness Decision Support System (MRDSS)

1 Introduction
The Air Force Life Cycle Management Center, Business Systems Division, Decision Support
Systems Branch, Medical Information Systems Program Office (AFLCMC/HIBD) supports the Air Force Surgeon General’s strategic initiatives by providing the Air Force Medical
Service support and solutions for medical Information Management/Information Technology
(IM/IT). The HIBD office provides life cycle management for standard medical management information systems located at over 370 active duty Air Force, Guard, and
Reserve locations worldwide. The mission of the Medical Information Systems Program
Management Office (PMO) is to direct and coordinate the acquisition, software sustainment, testing, and sustainment of information management systems in support of medical business practices for the Air Force Surgeon General Organization. Activities include needs analysis, requirements definition, develop/coordination of software design, code and unit testing, functional testing, system integration, configuration management, implementation, and follow-on customer support. The HIBD office develops and assures compliance with policies, directives, plans, and procedures for the control of all system procurement, sustainment, and maintenance activities.
2 Scope
The objective of this Performance Work Statement (PWS) is to obtain functional and technical solutions to sustain, maintain, and provide life cycle services to the PMO of the
Medical Readiness Decision Support System (MRDSS). Services shall include all the requirements specified in this PWS and comply with the Air Force Program Executive Office
(AFPEO) Business Enterprise Systems (BES) Process Directory (BPD). The contractor shall maintain and sustain the operational MRDSS and all software applications associated with the sustainment of the MRDSS and its interfaces.
Contractor sustainment of MRDSS shall include complying with Department of Defense
(DoD) Information Assurance Certification and Accreditation Process (DIACAP)/Risk
Management Framework (RMF), AF Service Oriented Architecture (SOA), AF Systems
Engineering Assessment Model (SEAM), Internet Protocol version 6 (IPv6), AF Computer
Emergency Response Team (AFCERT) advisories requirements, development of interfaces/agreements, project planning, system analysis, software maintenance, security certification and accreditation services, Authority to Connect (ATC)/Authority to Operate
(ATO) services, software sustainment and modification, customer assistance/support, user training, testing, Air Force Instruction (AFI) 41-106, Medical Readiness Program
Management compliance, documentation development, server migration services, configuration management, system and database administration services, maintain hardware and software architecture compatibility and software release services.
2.1 Period of performance
The period of performance for this effort shall be, if all options are exercised:

3 System Background
The Headquarters Air Force Surgeon General (HQ USAF/SG) is responsible for medical war readiness of all personnel, equipment, and materiel under its medical requirement to train, equip, and maintain for wartime support. This responsibility extends to Major Commands
(MAJCOMs) and other support organizations within and outside the continental United
States. This role spans from peacetime readiness maintenance to real-world deployments of medical personnel and equipment. Medical readiness personnel collect, process, and distribute medical training data; command authorities use medical readiness information to support medical deployments. Additionally, the HQ USAF/SG is responsible for the Self Aid
Buddy Care (SABC) training program provided to all U.S Air Force personnel. A requirement exists to establish a multi-command, remotely-available medical readiness decision support system using collaborative office features for medical personnel and War
Readiness Materiel (WRM) assemblage management.
The system developed to satisfy this requirement, the MRDSS, incorporates all aspects of decision support required for management and deployment of people and equipment from
MAJCOM and United States Air Force (USAF) medical views. MRDSS enables the USAF medical community to quickly and effectively monitor a unit’s personnel, training, and equipment readiness status in peacetime and wartime environments. Medical readiness and logistics planners assess unit readiness and manage their assigned resources from a Unit
Type Code (UTC) perspective. MAJCOM planners determine deployment and employment requirements from operation plans or operation orders, and then determine the readiness of the appropriate UTC for assigned or gained units. Planners use the detailed unit readiness data to make more accurate readiness decisions. The Air Force Medical Service (AFMS) uses the Medical Resource Letter (MRL) function to manage current and future AFMS UTC requirements. From these UTC requirements, manpower resources, and materiel costs can be projected for current and fiscal out-years. Unit level users monitor and update personnel
UTC specific, Air Force Specialty Code (AFSC) specific, and Readiness Skills Verification
Program (RSVP) training; assign individuals to UTCs; track deployed personnel and materiel; maintain Disaster Team assignments; and maintain unit recall rosters. Users at all levels can immediately assess materiel shortfalls (both War Reserve stocks and Homeland
Defense) down to the line-item detail and determine costs associated with improving readiness. AFMS AFSC Consultants use MRDSS to track and assess availability of Low
Density-High Demand medical specialists to fill critical deployment positions. MRDSS provides a method to manage currency of SABC instructors; allows scheduling of SABC
Instructor and/or hands on training; and identifies personnel requiring training.
MRDSS is essential to proper USAF medical readiness operations and assists HQ USAF and the MAJCOMs in managing and deploying medical personnel and materiel. In accordance with Department of Defense Instruction (DODI) 8500.2, Information Assurance
Implementation, MRDSS is a Mission Assurance Category II, Sensitive system.
4 Requirements
The contractor shall complete the tasks specified in this PWS. The contractor shall meet the objective of each task.
4.1 BPD
The contractor shall utilize the BPD (https://acc.dau.mil/BES) for all software development/modification activities associated with MRDSS. The contractor needs to be able to identify new/updated/emerging technologies when they become available and notify the PMO so they can be evaluated for possible inclusion into the program.

4.1.2 Knowledge

4.2 Project Communication
The contractor shall maintain communications with the program office’s Contracting Officer
Representative (COR) and Program Manager (PM). The contractor shall keep the respective
Government PM/COR informed of the current status of service projects and tasks and inform the PM/COR of any programmatic or logistics problems and/or resolutions of problems [Contract Data Requirements List (CDRL) A007, Monthly Status Report (MSR)].
The contractor shall review and assess technical problems and technical solutions in order to develop and discuss alternative strategies and recommend suggestions on how to best develop, document, present, and deliver quality solutions to the customer (CDRL A002, BPD Project Documentation). At the request of the Government, the contractor shall attend
MRDSS, AFLCMC/HIBD, and/or Air Force meetings, seminars, training, or conferences to support the system or emerging technology and provide a trip report from the meetings, training, seminars and/or conferences (CDRL A008, Trip Report).
4.3 Risk Handling (MRDSS)
The contractor shall continually identify and document program/project risks associated with services provided throughout this PWS. The contractor shall provide technical recommendations to the Government on the formation and implementation of plans to manage/mitigate or reduce program/project risks (CDRL A002 BPD Project
Documentation).
4.4 Integrated Master Schedule (IMS)
The contractor shall develop an IMS as stated in Service Delivery Summary-1 (SDS-1). The contractor shall incorporate the work packages and activities in the IMS, (CDRL A001, IMS), identify the activities, roles and responsibilities, and time allotment to design, develop, test and implement the required software modification In Accordance With (IAW) the BPD. The contractor shall provide the PMO a copy of the IMS with updates of the actual dates and status as requested by the Government.

Release schedules are created by the PMO and the customer with input from all stakeholders to include the contractor. Release shall be delivered IAW SDS-10.
Specific contractor responsibility is to provide the PMO an estimate of the time needed to develop, test, and document the proposed release requirements with rationale. Once all schedule elements are agreed to, the schedule will be baselined by the PMO.
4.5 System Documentation
The contractor shall provide technical and functional documentation to develop and/or modify application software, as requested by the Government, to incorporate system requirements identified in Deficiency Reports (DRs), Engineering Change Proposals (ECP), Software Problem Report (SPR) documents, Computer, Communication, Command and
Control Requirements Documents (C4RD), Information Technology/National Security
System (IT/NSS) and any other required documents IAW BPD Documentation (CDRL
A002, BPD Project Documentation). These documents shall be developed IAW SDS-2 and procedures followed as documented in the Configuration Management Plan (CMP). These documents include but are not limited to:

4.6 Test and Evaluation
The contractor shall prepare and execute the Software Test Plan (STP), Software Test
Descriptions (STD), test scripts and Software Test Reports (STR) to ensure software units produce the desired results. Component Validation and Integration (CV&I) Testing may include Individual Component Validation (ICV), Component Integration Test (CIT), Data
Management (DM) activities, Requirements Operability Test (ROT), Performance
Evaluation Test (PET), System Integration Test (SIT), and shall be conducted in a non-operational environment. The Government may elect to observe these test events. The contractor shall deliver the documents associated with the project for review as they are completed. An incremental delivery of the documentation shall be used as an approach in reducing potential recycles at the end of the project release (CDRL A002, BPD Project
Documentation). All documents required for release in accordance with the BPD shall be accurate and complete.
4.6.1 The Government will verify customer requirements during Qualification Test and Evaluation (QT&E) utilizing test scripts and documents developed in
CDRL A002. Any problem report(s) generated during the QT&E will be sent back to the contractor for remediation of the finding(s). Passing criteria will be evaluated using SDS-3.
4.7 User Training
The contractor shall maintain an MRDSS user training plan for release services and perform
MRDSS training for end users. Before training is conducted, the Government will provide guidance to include place and type of training to be conducted. All materials developed, purchased, or used for training under this PWS shall become the property of the U.S.
Government. The contractor shall develop and/or update a comprehensive, interactive, self-paced, web-based training program to provide users with an understanding of the functionality of MRDSS. They shall conduct classroom or virtual training courses for each of the 10 modules of MRDSS. These training materials shall be living documents and updated with each release as necessary. Note: Historical information for the previous two years averaged 211 virtual classes scheduled with 366 participants. Classes were generally held twice a week and were scheduled for one (1) hour sessions.
4.8 Operational Services
The contractor shall maintain, and sustain the operational MRDSS and all software applications associated with the sustainment of the MRDSS system and its interfaces. These capabilities include all current documented MRDSS functionality. The interfaces that shall be sustained as described in SDS-7 are Advanced Distributed Learning Service (ADLS), Joint Medical Asset Repository (JMAR [Logistics]), Air Force Corporate Health
Information Processing System (AFCHIPS) (Military Personnel Data), Defense Readiness
Reporting System (DRRS), and Defense Medical Human Resources System internet
(DMHRSi). Cybersecurity requirements continuously change so the contractor shall be familiar with DIACAP/RMF requirements/controls to facilitate attaining a full ATO/ATC.
4.9 Functional Applications/ Business Processes
The contractor shall provide functional services that address knowledge and skills of the medical applications and business processes of the medical information systems components and shall provide MRDSS functional services with knowledge and analysis of the applications in the deployed operational environments. The contractor shall provide functional services including:
a. Functional systems analysis support to the Government with requirements development, application interfacing/file transfers, integration concerns, testing, implementation issues, training, and help desk functions in support of the Air Force medical readiness community.
b. Functional knowledge to support the Government in developing proposed system changes and enhancements.
c. Address requirements needs from both the functional and end-user points of view in order to support the most effective and efficient changes to the software.
d. Assist or resolve issues passed into the PMO from the Help Desk.
e. Identifying and resolving reported problem(s) providing either an immediate resolution or a temporary workaround until appropriate corrections can be made.
4.10 System Maintenance/Sustainment
The contractor shall perform all tasks necessary to sustain and maintain MRDSS as an operational system. System availability shall meet SDS-4. Outages shall be documented in the MRS identifying the cause and corrective action taken to resolve the problem. The contractor shall provide services for the activities described in SDS-6.
4.10.1 The server configuration must be able to support the production environment and the test and development environments. The test and development environment must be able to maintain a baseline and two future releases to sustain the system.
4.11 Software Sustainment and Modification
The contractor shall implement ECP and DRs as directed by the PMO. Specific release content is determined by the PMO and the customer. This work is subject to change in the event of emergency patches, real world events, AFI/policy changes, customer changes, business process changes, etc. The contractor shall not release, nor implement, any changes to the MRDSS applications software that have not been approved by the Government. The contractor shall provide software/application sustainment services including, but not limited to the following:
a. Design and modify software to address field problems, minor modification and deploy software into the operational environment.
b. Troubleshoot production problems related to software applications.
c. Research, test, build, and coordinate the conversion and/or integration of products based on client requirements.
d. Design and modify software products to improve existing software.
e. Review updates to the MRDSS databases, identify and report missing, incomplete, and/or inaccurate data.
f. Address problems of systems integration, compatibility, and multiple platforms.
g. Consult with project teams and end users to identify application requirements.
h. Perform feasibility analysis on potential future releases coming into the PMO.
i. Assist in the evaluation and recommendation of application software packages, application integration and testing tools.
j. Resolve problems with software and respond to suggestions for improvements and enhancements.
