MEMORANDUM FOR: OFFEROR

SUBJECT: Notice of Corrective Action on Request for Proposal (RFP), FA8771-08-R-0016, Network
Centric Solutions-2 (NETCENTS-2) Netcentric Products
1. The purpose of this letter is to notify you of the corrective action being taken in regards to subject solicitation.
2. The Air Force (AF) awarded nine multiple-award ID/IQ contracts on 16 Apr 2012. During debriefings and the subsequent protests, it became apparent that offerors may have inconsistently interpreted the requirements of the RFP as it related to completing contractual documentation and - in some aspects - the technical and price requirements. While the Air Force did not respond on the merits to any allegations nor agreed any allegations had merit, it provided notification to the GAO that the following corrective action is being taken as it relates to subject solicitation to ensure fairness to all offerors and to ensure the best products for the Air Force will be obtained at fair and reasonable prices.
(a) Discussions are being opened with all offerors in the competitive range;
(b) All offerors in the competitive range will be allowed an opportunity to submit another round of final proposal revisions;
(c) New award decision will be made, if necessary and
(d) The AF will take any additional actions deemed necessary to ensure that the procurement complies with the solicitation and procurement laws and regulations.
3. Implementation of corrective action commences with the release of Amendment 0012 to the RFP which will be issued and posted to Federal Business Opportunities (FedBizOps). Amendment 0012 will require submission of DFARS 252.225-7020, Trade Agreements Certificate and a signed SF30, from all
Offerors by 6 Jun 2012, 12 Noon (CDT). In preparing the Trade Agreements Certificate, offerors must take into consideration all of the products being proposed in response to this solicitation, and offerors cannot wait to submit the Certificate or provide product sourcing information in response to future orders.
After release of Amendment 0012, the Air Force may then issue individual or group evaluation notices
(ENs), as deemed necessary, and give offerors an opportunity to submit second final proposal revisions.
A detailed second FPR letter will be issued setting forth instructions and further guidance.
