About this file
This is a Sources Sought/Request for Information (RFI) issued by the Enterprise Logistics Readiness Portfolio (AFLCMC/GBS) at Wright-Patterson Air Force Base seeking vendor interest for future development of the Foundational Logistics Information Technology Enterprise System (FLITES). FLITES is a government-developed, web-based software application that provides item cataloging and provisioning capabilities for the Air Force logistics enterprise.
The RFI requires vendors to have experience with One Network's COTS products (specifically NEO and DoD Core) and Cloud One environment. Key requirements include providing software licensing, technical support, and Agile development using DevSecOps pipeline. Vendors must demonstrate capabilities in system integration, automated testing, help desk support, and training development. The anticipated period of performance is up to 5 years. Responses are due by January 3, 2025 to Contracting Officer Gene Eastman, with a 20-page limit. The NAICS code is 541511 with a $34M size standard, and both large and small businesses are encouraged to respond. The government has not committed to a specific contract type or competition approach (full and open vs. set-aside) at this stage.

SOURCES SOUGHT (SS)/ REQUEST FOR INFORMATION (RFI)
Foundational Logistics Information Technology Enterprise System (FLITES)
25 November 2024
1. SYNOPSIS
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THERE IS NO SOLICITATION
AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A
RESPONSE.
The Enterprise Logistics Readiness Portfolio (AFLCMC/GBS), under the Business and Enterprise Systems (BES) Directorate, Wright-Patterson Air Force Base (WPAFB), Ohio is conducting market research seeking vendor interest for future development of the FLITES system.
This RFI is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal (RFP), or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort.
The information provided is considered market research and may be used by the Air Force in developing its acquisition strategy, Statement of Objectives (SOO) or Performance Work Statement (PWS), and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government reserves the right to contact the submitting parties, on an as-required basis, for further clarification on material provided. The Government reserves the right to contact additional customers to obtain information that will be used to evaluate the offeror’s interest.
2. BACKGROUND AND DESCRIPTION
FLITES is a Government developed, web-based, software application providing a foundational baseline to satisfy complex item cataloging and provisioning requirements and position the Air Force to generate and manage comprehensive, accurate and reliable item specific data within the USAF logistics enterprise. It will provide enterprise users with the breadth and depth of accurate item data necessary to support and enable dependent processes, initiatives, programs and transformational concepts. The integration and implementation of existing Air Force Item Management Systems capability builds upon the current FLITES baseline and will provide a holistic solution for integrated item management.
3. REQUIREMENTS OVERVIEW
The Government’s intent is to continue to develop and integrate new FLITES requirements. The FLITES system is built on top of the Commercial of the Shelf (COTS) software from One Network, NEO and DoD Core. Agile principles shall be used to develop, configure, integrate, and deploy FLITES with a final product that is fully integrated, deployed, and operational within FLITE’s Cloud One environment utilizing a DevSecOps pipeline. FLITES will mandate a data-driven approach to ensure FLITES satisfies applicable DoD and DAF policies.
Any interested parties must have experience with One Network’s COTS products and the Cloud One environment and no other solutions will be considered
4. PURPOSE
The purpose of this RFI is for the AFLCMC Enterprise Logistic Systems (GB4) Program Management Offices (PMOs) to gather information about industry interest and capability to provide software licensing and technical support for FLITES.
In responding to the Contractor Capability Statements detailed in Section 8, contractors must take into account all the experience and competencies as identified by the Government below:
• Must be able to provide One Network NEO, DoD Core, and SDK licenses
• Must be able to make modifications/enhancements to One Network’s core product.
• Must have Cloud One experience.
• Must have experience working with One Network COTS products NEO and DoD Core.
• Must have experience following Agile development principles and experience in
DevSecOps pipelines.
• Experience and ability transitioning from an existing technical services contractor, if required, and continuing Agile development support while utilizing the existing directed solution without impeding schedule or cost.
• Must have a qualifying certification under DoD 8140 IAT Level II or ability to obtain required certification.
• Experience in performing automated testing.
• Experience integrating Item Management modules in an existing One Network environment that already has Item Management modules active, including configurations and enhancements.
• Experience sustaining One Network solutions including help desk support and implementation support at multiple locations.
• Experience creating training materials across the software development lifecycle.
• Ability to mitigate schedule and risks identified in the Contractor Capability Statements below (Section 9).

5. PERIOD OF PERFORMANCE
The anticipated Period of Performance (PoP) will be up to five (5) years should a contract be awarded.
6. CONTRACT TYPE
The contract type has yet to be determined but will account for Agile methodologies. Contractors are encouraged to submit recommended contract strategies for Agile software development. (See Section 12)
7. COMPETITION TYPE
The competition type has not yet been determined. Based on the responses to this market research survey and other market research results, the Government will decide to utilize existing resources and capabilities, issue a Full and Open Competition (open to Large and Small Businesses), or a Small Business or Socio-economic Set-Aside, as deemed appropriate through market research.
Both large and small businesses are encouraged to participate in this market research.

10. ORGANIZATIONAL CONFLICT OF INTEREST
Organizational Conflict of Interest (OCI), as defined and discussed in FAR 9.5, Organizational and Consultant Conflicts of Interest, is a concern in all acquisitions across the Department of Defense. Early involvement with our industry partners is a key element of the OCI process, and it is critical for the Government to be able to identify any potential OCI issues as early as possible for an acquisition. This would allow ample time to address and evaluate any potential OCI issues, if required, prior to contract award with minimal impact to critical acquisition schedules.
Interested vendors are requested to evaluate your potential OCI issues with regard to this requirement for capability support services for MRO and MRO-S, and the contractor is encouraged to identify any OCI issues, as stated in FAR 9.5 to the Contracting Officer (CO). This will assist the CO in determining if the contractor will need to submit an OCI Mitigation Plan for any solicitation that might result from this notice.
