About this file

This is a draft Performance Work Statement (PWS) for the Foundational Logistics Information Technology Enterprise System (FLITES) issued by the Air Force Lifecycle Management Center at Wright-Patterson Air Force Base. The PWS outlines requirements for obtaining contractor software licenses, software maintenance, and technical support services to enable the government to develop, configure, integrate, deploy and sustain FLITES in a government-approved cloud environment.

The contractor must provide software licenses for use across the government, product training and documentation, cybersecurity compliance support, hosting support for IL-4 environments, and comprehensive technical services including configuration, development, integration, and testing support. Key requirements include implementing agile development methodologies, supporting CI/CD pipeline processes, providing regression testing, ensuring RMF/ATO compliance, delivering training materials and user manuals, and supporting audit readiness. The contractor must also provide project coordination support for tracking labor hours, managing deliverables, and coordinating with stakeholders. The PWS specifies that no foreign nationals may be involved in the work, and all travel must be approved by the IPO and comply with DoD Joint Travel Regulations.
