About this file
This document contains responses to questions from potential offerors regarding a solicitation for converting the steam heating system to a hot water heating system in Building 101 at Wright-Patterson Air Force Base. The government requires removing the existing wood ceiling and fireproofing the exposed deck in the new boiler room. Exposed walls with peeling paint throughout the building are also to be scraped and painted. One window is to remain unchanged. Offerors must contact the local gas utility and alarm contractor to coordinate gas line relocation and fire alarm integration. Bids are due as specified in the attached SF1442 and must acknowledge any amendments. The government desires project completion by November 1st and requests notification of any supply chain delays that could impact this schedule due to COVID-19.

REQUEST FOR INFORMATION #1
10 JULY 2020
Q1. Please advise where you would like HVP-3 placed, It is not shown on the documents so we can determine the length of pipe and wire runs.
A1. New panel HVP-3 should be located in Dock 4 29R adjacent to panel DVP-8 (refer to sheet 19) with the exact location to be adjusted to accommodate field conditions. The panel is not shown on sheet 19. This notation should be included in an addendum.
Q2. Contract drawings depict Three alternates for work and No alternates are listed on the bid forms.
A2. All 3 alternates should be in the base bid.
Q3.Area intended to become the new boiler room calls out to Remove wood ceiling, framing, fire spray existing wood deck.
A3. We specified removal of the ceiling and installing the fire stopping because of the significant amounts of piping that have to be installed in this area. The government believes that removing the ceiling and applying the fire stopping provides the best overall, long term, end result for the government.
Q4. The existing exposed walls have excessive paint peeling. Does the owner want these areas scraped and painted, plans do not indicate to do so.
A4. The government wants to have it executed in this contract. A supplement to the specifications is attached that should provide proper direction. This addition to the specifications should be added to section 010120 – Execution Q6. Old window opening is scheduled to Receive Drywall and metal furring and metal panel. Existing metal panel on exterior already exists.
A6. Leave window as is. It can be removed/replaced in a future project if needed.
Q7. Drawing 1 of 22 Equipment Schedule Item 9 MUAU#1 indicated A fire alarm detection system interface. Please advise where this device is wired to in the building. It is not noted elsewhere on the documents.
A7. The existing fire alarm system in Bldg. 101 is Gamewell/FCI system . The contractor will need to contact Syracuse Time and Alarm (ST&A) to connect into the existing fire alarm system to be compatible with our system and to do the programming necessary. They are in possession of the as-built documentation from the project under which it was installed and should have a pretty good idea where to connect. To bid the project the general contractor should contact ST&A for a price to include in the final bid.
Q8-The drawings don’t appear to contain anything pertaining to duct material.
A8. The sheet metal specifications necessary for this project are included in the advertised specifications.
ADDITIONAL STATEMENT BY THE GOVERNMENT:
AFRL has been notified by the Gas Service Provider that the Natural gas entrance to the proposed mechanical room shall be moved from the location shown on sheet 7 of the mechanical room detail. The natural gas piping shall enter on the southwest corner of the room instead of the southeast corner of the room at it is currently shown”
Also note that AFRL is looking for project completion by Nov 1st. It is imperative that the submitting Contractor ascertain any equipment supply delays prior to submission of their bid. If there will be supply chain delays due to COVID that will make this feat unattainable, please inform the Government, however if the supply chain is not interrupted, please include pricing in your bid for whatever means necessary, i.e. overtime and additional manning, to accomplish this project by the start of the new heating season by Nov 1st.
