SECTION 010000 – GENERAL REQUIREMENTS
1.0 n/a – THIS SECTION IS SPECFIC TO EACH PROJECT
2.0 WORKING HOURS
A. The regular hours of work at the Information Directorate are 0700 to 1600 hours, Monday through Friday, excluding Federal holidays. The Government may restrict access to work sites to these hours and days. The Contractor shall consider all other hours as non- regular time and use the appropriate unit prices for tasks performed during those hours. In the technical/cost proposal submitted for each delivery order, the contractor shall clearly identify those items of work scheduled for accomplishment during non-standard time and include justification for the request. The contractor shall notify the Contracting Officer (CO) at least 48 hours in advance of any work performed during non-regular hours that requires inspection during accomplishment or that prevents inspection of previous work after accomplishment.
2.1. LEGAL HOLIDAYS
The Rome Research Site recognizes the following legal holidays:

3.0 SECURITY REQUIREMENTS
A. The work to be done on this project is located in and around areas that are under the scrutiny of the Department of Defense Police assigned to the RRS Information Directorate. To gain access to the area(s) to examine the work to be done for job estimation purposes, arrangements must be made through the Contracting Office. Contractor personnel will be escorted into the area(s) for the purpose of project estimation.
B. When it has been determined which Contractor will accomplish the project, a Request for Visit Authorization Form (RRS Form 31) from the company, will be necessary prior to initial work commencement. The form needs to be signed by the Company President or Director of Human Resources. The form will also be used as the Entry Authority List. The Contractor will supply the form to Security (AFRL/RIOF) as instructed on the form. This information will be used to do a Local Files Check. This check will provide Drivers License Info, Wants & Warrants and Protection Orders and will also provide information on Illegal Immigration and suspected terrorist affiliations.
The Local Files Check will also be accomplished prior to work commencing. If the individual is not a US Citizen they will not be allowed within the complex or facilities. There will be no foreign national workers allowed on the Information Directore site. For work at DFAS (adjacent to RI), an additional Form SF 85 must be submitted for each contractor working in the facility.

(a) Contractor employees requiring access to U.S. Air Force bases, AFRL facilities, and/or ac-cess to U.S. Government Information Technology (IT) networks in connection with the work on this contract/order must be U.S. citizens. For the purpose of base and network access, posses-sion of a permanent resident card (“Green Card”) does not equate to U.S. citizenship. This re-quirement does not apply to foreign nationals approved by the U.S. Department of Defense or U.S. State Department under international personnel exchange agreements with foreign govern-ments. Any waivers to this requirement must be granted in writing by the Contracting Officer prior to providing access. The above requirements are in addition to any other contract requirements related to obtaining a Common Access Card (CAC). .
(b) If an IT network/system does not require AFRL to endorse a Contractor’s application to said network/system in order to gain access, the organization operating the IT network/system is re-sponsible for controlling access to its system. If an IT network/system requires a U.S. Govern-ment sponsor to endorse the application in order to gain access to the IT network/system, AFRL will only endorse the following types of applications, consistent with the requirements above: (1) Contractor employees who are U.S. citizens performing work under this contract/order; or (2) Contractor employees who are non-U.S. citizens and who have been granted a waiver. Any addi-tional access restrictions established by the IT network/system owner apply.
C. Provide the Company’s phone number and a Project Leaders or Supervisor/Foremen cell-phone number is necessary for the Law Enforcement Desk Sergeant.
D. All facilities are entered using a magnetic media entry badge. Any personnel such as Supervisor/Foreman or Project Leader who may need building access for meetings etc. during the contract period can acquire a Local Contractor Entry Badge through the Division/Branch with oversight of the work. This will be accomplished with the RRS Form 110 (Unescorted Visitor Badge). The Security Visitation Office is located in the lobby of Bldg 3, West Wing. This badge will be worn at all times within the facility. These badges will be returned to the Contracting Officer’s Representative (COR) upon completion of the final inspection and Acceptance of Work.
Any badges lost during the period of work will be reported to Security as soon as possible.
E. Access to the Information Directorate complex is controlled by a Main Gate on Brooks Rd, located just west of the Otis & Brooks intersection. Identification for the contractor to enter with a vehicle will be an access list supported by the electronic badge issued. All commercial vehicles entering the gate will be searched. One-time deliveries can be escorted from the gate to delivery point by project personnel.
F. All commercial vehicles are searched prior to entry into the Information Directorate complex. Vehi-cle operators will be aware of the vehicle search pull-off area prior to approaching the Main Gate. A search of the vehicle will be conducted prior to its entry. All vehicles not needed for delivery of equipment or tools will be parked in the visitor parking area unless cleared through Security. There are no vehicles allowed within 25 meters (80 ft.) of the Information Directorate facilities.
G. All personnel should be aware that the Information Directorate site is property of the United States
Air Force. All personnel will follow all posted signage.
H. Contractor personnel will be notified by Information Directorate Police of any emergencies which would require an evacuation or work stoppage, such as an increase in the Force Protection Condi-tion.
I. Building/Room Keys: If the contractor needs access to area(s) that are locked (i.e. mechanical rooms, janitor’s closet, etc.), a request for entry of at least 2 working days prior to the need for ac-cess will be submitted to AFRL/RIOC construction representative. The area(s) will be provided on a daily basis. The area(s) will be locked down at the end of the day’s work.

J. Dumpsters: Per UFC 04-010-02, all construction dumpsters shall be located no less than 25 meters (80 feet) from any facility, unless otherwise approved by Information Directorate Security. All dump-ster locations will be reviewed and evaluated on a case by case basis.

4.0 SAFETY
A. The Contractor is responsible for compliance with all Federal, Air Force, and State safety and health regulations and is subject to Air Force safety, OSHA inspections, and conformance to Section 01 35 29 of this SOW, Safety, Fire Protection and Health while working at the Information Directorate Site
5.0 EXCAVATION PERMITS
A. The Contractor shall obtain excavation permits (Air Force form 103) prior to any excavation. The CO or COR shall assist the Contractor in obtaining the excavation permits. The Contractor shall provide drawings and details showing exact location and description of the type of excavation to be accomplished. Should any one of the coordination points indicate an additional underground utility or structure over and above those shown on the contract drawing either by sketch on the Contractor's drawing by field pointing or by flagging, the Contractor shall be responsible for protection of each of the items indicated. Should damage occur to any of the items indicated by the Contractor, contract drawings or coordinating agency to the permit, the Contractor shall be responsible for prompt repair of the damage to return the item to its original workable condition.
6.0 UTILITIES AND INTERRUPTION OF UTILITIES OR BUILDING SYSTEMS
A. Available water and electrical services may be used in this work at no cost to the Contractor.
The Contractor shall make arrangements for such services with the CO or COR. The Government will identify service tie-in points. Connections to these tie-in points shall be the responsibility of the Contractor.
B. The Government may not be held responsible for interruptions of utility service and will not be liable for Contractor delays, damages, or increased costs occasioned by any such interruption of service.
C. No utility services or building systems shall be interrupted to make connections, to relocate, or for any purpose without approval of the CO. Request for permission to shut down services or building systems shall be submitted in writing to the COR fourteen (14) days prior to date of proposed interruption. The request shall give the following information:
1. Location of shut-off.
2. Services affected.
3. Hour, date, and duration of shut-off.
D. Services shall not be interrupted until receipt of approval of the proposed hours and date from the CO. If utility services or building systems are damaged by the Contractor, the Contractor shall restore them within 24-hours.
7.0 EXISTING FACILITIES

A. The existing dimensions and locations shown on the applicable drawings are for approximation purposes only. Failure to verify the dimensions and locations will be at the Contractor’s risk and shall not relieve the Contractor from accomplishing the work required by the contract at the price awarded by the government.
8.0 SUBMITTALS
A. Submittals will be required on materials used under each proposal. Each submittal shall include information as described in the technical specifications or as shown on the drawings.
Submittals will accompany the contractor’s proposal on each project. All submittals shall include a Material Approval Submittal AF3000 cover sheet. Once an item of material or equipment has been approved, the Contractor will not be required to resubmit with the following exception: If, at any time during the duration of this contract, the Contractor desires to change materials from those originally approved, the new materials shall be resubmitted to and approved by the CO prior to incorporation into the project.
9.0 SCHEDULING WORK
A. Before any of the work is initiated the Contractor shall confer with the CO or COR and agree on a sequence of procedures; means of access to premises and buildings; space for storage of materials and equipment; delivery of materials and use of approaches; use of corridors, stairways, elevators, and similar means of communications; the location of partitions.
B. Delivery of materials and equipment shall be made with a minimal interference to Government op-erations and personnel.
C. The work shall, so far as practicable, be done in definite sections or divisions and confined to limited areas which shall be completed before work in other sections or divisions is begun.

10.0 CONTRACTOR STORAGE
A. If agreed, a suitable outside storage area may be provided to the Contractor by the CO. Security shall be the responsibility of the Contractor. The Contractor shall keep the storage area neat, order-ly and clear of all debris. The Contractor shall not allow trash or other debris to be scattered from this area by wind or other means.
11.0 INSPECTION
A. Inspection of work by the Government will normally be accomplished along with the work as it pro-gresses. At the discretion of the CO, inspection may be directed at the completion of various phas-es of the work prior to initiation of any further work. The Contractor shall notify the COR that a phase will be complete at least 3 days in advance of the completion of each phase to be inspected.

SECTION 011100 SUMMARY OF WORK
PART 1 - GENERAL
1.1 LOCATION
A. The work to be accomplished under this project is at the Rome Research Site, Rome, NY.
1.2 DESCRIPTION
A. The project consists of furnishing all labor, materials and equipment required for a broad range of maintenance, repair, and minor construction work on various real property facilities at any or all of the above mentioned sites.
B. All construction must comply with IAW UFC 3-600-01 and applicable NFPA Standards.
PART 2 - PRODUCTS
2.1 SUBMITTAL REQUIREMENTS
A. Submittal Requirements: Reproducible Shop drawings, manufacturer’s data, dated certifications and test reports, and samples constitute the project submittals. All submittals shall have an AF Form 3000 attached.
PART 3 - EXECUTION
A. Safety Requirements: It shall be the responsibility of the contractor to initiate and maintain such programs as to comply with the provisions of the Air Force Occupational Safety and Health Stand-ards. These programs shall include the education and training of employees and subcontractors' personnel in the recognition, avoidance and prevention of unsafe conditions. See Section 01 35 29 for further instructions.
B. Disposal of Materials: Unless designated as salvageable, all waste materials generated by any work under this contract shall be handled, transported, stored and disposed of off Government property by the contractor at the end of each days work. Such materials shall be disposed of in ac-cordance with applicable federal, state or local laws, ordinance or regulations. Spoils from excava-tion for marker bases may be spread evenly around the work area, but at no time will piles of soil be allowed in the work area. Coordination with the Environmental and Occupational Health office (EOH) is required before the generation and disposal of any Resource Conservation and Recovery Act (RCRA) ( http://www.access.gpo.gov/uscode/title42/chapter82_.html ) hazardous wastes.
a) Lead: The Contractor is responsible for ensuring surfaces coated with lead paint are properly remediated and disposed of IAW EPA protocols.
C. Fire Protection: The contractor shall be responsible for furnishing adequate and proper fire protec-tion for all phases of the contract work.

D. Reference Standards and Publications: The standards and publications listed in each section of these specifications form part of these specifications to the extent referenced. The contractor shall conform with the provision of the dated issue of the listed standard or publication.
E. Clean-up: The contractor shall at all times, keep the construction area, including storage areas used by him, free from accumulation of waste materials or rubbish. Prior to completion of the work each day, remove from the construction site all waste materials or rubbish. Upon completion of the construction, the contractor shall leave the work premises in a clean, neat condition.
F. Pollution Control/Hazardous Substances: The contractor shall report any spill of oil or hazardous material to the EOH Office.and to take every reasonable precaution to prevent the spillage of oil or other hazardous substances. The Contractor will perform all work consistent with the requirements of all Federal, State and Local laws, rules and regulations pertaining to pollution control. Additional-ly, Contractors using HAZMAT on this installation must comply with the procedures outlined in the RRS Hazardous Materials Management Plan (HMMP), section 2.4.4 (see below). Any clarification of these procedures can be provided by the EOH Office.

Pertaining to Contractor Usage
For the purposes of this contract, the “HMMP Team” and the “HAZMART” are the EOH Office.
2.4.4 HAZMAT Determination and Authorization Procedures for Contractors
2.4.4.1 Contractors using HAZMAT on Air Force installations must comply with the authorization proce-dures below.
2.4.4.1.1 If a contract is expected to require a contractor to bring or to use HAZMAT on an installation, the Contracting Office shall include both Federal Acquisition Regulation (FAR) Clause 52.223-3, Hazardous Material Identification and Material Safety Data, current edition, AFFARS Clause 5352.223-9003, and instal-lation-specific contract requirements.
2.4.4.1.2 HMMP team representatives will provide the contracting office with installation-specific contract requirements (for inclusion in the contract) regarding how contractors must request AF Form 3952 authori-zation and report the required HAZMAT usage data to the HAZMART.
2.4.4.1.3 IAW FAR Clause 52.223-3, each offeror must provide the Contracting Office with a list of pro-posed HAZMAT that it plans to use on the installation during the performance of the contract. Contractors must obtain Air Force authorization prior to using HAZMAT on an Air Force installation, and must report us-age data to the HAZMART.
2.4.4.1.4 Contractors must submit to the Contracting Office the information and supporting documenta-tion (including MSDS) necessary to obtain HAZMAT usage authorization. The Contracting Office will transmit the contractor submittal to the HAZMART for processing. No Class I ODS’s can be used.
2.4.4.1.5 For each contractor-identified HAZMAT that the HMMP team determines does not meet the Air Force definition of a HAZMAT, the RRS HMP requirements do not apply. The HMMP team will notify the Contracting Office that the contractor has authorization to bring and use that material on the installation without reporting usage.
2.4.4.1.6 For each contractor-identified HAZMAT that the HMMP team determines does meet the Air Force definition of a HAZMAT, the Air Force will require CE authorization and SE review of the AF Form 3952 information. The CE authorization is for environmental, fire protection concerns, and emergency re-sponse purposes. The SE review is “for information purposes only” (see AF Form 3952), and does not in-

The purpose of the SE review is to identify potential risks to government personnel and resources and advise CE and the Contracting Of-fice on how to mitigate identified hazards from planned contractor HAZMAT usage.
2.4.4.1.7 The HAZMART ensures entry of the contractor supplied information into HMMS. This action includes the addition of the contractor to the AUL.
2.4.4.1.8 Report data on the HAZMAT used during the performance of the contract at intervals and in the format specified by the HMMP team. For the purposes of this contract, total gallons of each HAZMAT used must be reported.
2.4.4.1.9 If the contractor needs to bring a material on the installation that was not included in the original HAZMAT listing, the contractor must first notify the Contracting Office and then obtain prior authorization, if the HMMP team determines the material to be a HAZMAT.

1.4 WORK COVERED BY CONTRACT DOCUMENTS
A. The Work of Project is defined by the Contract Documents and consists, but not necessarily be limited to, the following:
a. Upgrade men’s and women’s restrooms by demolishing existing fixtures, parti-tions, finishes (including floor and wall tile), ceiling tiles and grid, lighting, counter-tops, and doors.

1. Project will be constructed under a single prime contract.
1.5 PHASED CONSTRUCTION
A. The Work shall be conducted in one phase.
B. Before commencing Work, submit an updated copy of Contractor's construction schedule showing the sequence, commencement and completion dates, and move-out and -in dates of Owner's personnel for the Work.
1.6 WORK BY OWNER
A. General: Cooperate fully with Owner so work may be carried out smoothly, without interfering with or delaying work under this Contract or work by Owner. Coordinate the Work of this Contract with work performed by Owner.
1.7 OWNER-FURNISHED PRODUCTS
A. Owner will furnish products indicated. The Work includes receiving, unloading, handling, storing, protecting, and installing Owner-furnished products and making building services connections.
B. Owner-Furnished Products: As noted on the Drawings
1.8 CONTRACTOR-FURNISHED, OWNER-INSTALLED PRODUCTS
A. Contractor shall furnish products indicated. The Work includes unloading, handling, storing, and protecting Contractor-furnished products as directed and turning them over to Owner at Project closeout.
1.9 ACCESS TO SITE
A. General: Contractor shall have full use of Project site for construction operations during construction period. Contractor's use of Project site is limited only by Owner's right to perform work or to retain other contractors on portions of Project.
B. General: Contractor shall have limited use of Project site for construction operations as indicated on Drawings by the Contract limits and as indicated by requirements of this Section.
C. Use of Site: Limit use of Project site to areas within the Contract limits indicated. Do not disturb portions of Project site beyond areas in which the Work is indicated.
1. Limits: Confine construction operations to areas where work is permitted.
2. Driveways, Walkways and Entrances: Keep driveways and entrances serving premises clear and available to Owner, Owner's employees, and emergency vehicles at all times.
Do not use these areas for parking or storage of materials.
a. Schedule deliveries to minimize use of driveways and entrances by construction operations.
b. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.

D. Condition of Existing Building: Maintain portions of existing building affected by construction operations in a weathertight condition throughout construction period. Repair damage caused by construction operations.
1.10 COORDINATION WITH OCCUPANTS
A. Full Owner Occupancy: Owner will occupy building during the entire construction period.
Cooperate with Owner during construction operations to minimize conflicts and facilitate Owner usage. Perform the Work so as not to interfere with Owner's day-to-day operations. Maintain existing exits unless otherwise indicated.
1. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from Owner and approval of authorities having jurisdiction.
2. Notify Owner not less than fourteen (14) days in advance of activities that will affect Owner's operations.
1.11 WORK RESTRICTIONS
A. Work Restrictions, General: Comply with restrictions on construction operations.
1. Comply with limitations on use of public streets and with other requirements of authorities having jurisdiction.
B. On-Site Work Hours: Limit work in the existing building to normal business working hours of 07:00 a.m. to 4:00 p.m. (0700 – 1600), Monday through Friday, unless otherwise indicated.
1. If the Contractor desires to work during periods other than above, additional government inspection forces may be required:
2. The Contractor must make his/her request to the Contracting Officer three (3) days in advance of his/her intention to work during other periods to allow assignment of additional inspection forces.
3. If such force is reasonably available, the Contracting Officer may authorize the Contractor to perform work during periods other than normal duty hours/days.
4. However, if inspectors are required to perform in excess of their normal duty hours/days solely for the benefit of the Contractor, the actual cost of inspection at overtime rates will be charged to the Contractor. These adjustments to the Contract Price may be made periodically as directed by the Contracting Officer.
C. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Owner or others unless permitted under the following conditions and then only after providing temporary utility services according to requirements indicated:
1. Notify Owner not less than fourteen (14) days in advance of proposed utility interruptions.
2. Obtain Owner's written permission before proceeding with utility interruptions.
D. Noise, Vibration, and Odors: Coordinate operations that may result in high levels of noise and vibration, odors, or other disruption to Owner occupancy with Owner.
1. Notify Owner not less than fourteen (14) days in advance of proposed disruptive operations.
2. Obtain Owner's written permission before proceeding with disruptive operations.

E. Nonsmoking Building: Smoking is not permitted within the building or within 25 feet of entrances, operable windows, or outdoor-air intakes.
F. Controlled Substances: Use of tobacco products and other controlled substances on Project site is not permitted.
G. Employee Identification: Owner will provide identification tags for Contractor personnel working on Project site. Require personnel to use identification tags at all times.
H. Employee Screening: Comply with Owner's requirements for drug and background screening of Contractor personnel working on Project site. Maintain list of approved screened personnel with Owner's representative.
1.12 SPECIFICATION AND DRAWING CONVENTIONS
A. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations.
These conventions are as follows:
1. Imperative mood and streamlined language are generally used in the Specifications. The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.
2. Specification requirements are to be performed by Contractor unless specifically stated otherwise.
B. Division 01 General Requirements: Requirements of Sections in Division 01 apply to the Work of all Sections in the Specifications.
C. Drawing Coordination: Requirements for materials and products identified on Drawings are described in detail in the Specifications. One or more of the following are used on Drawings to identify materials and products:
1. Terminology: Materials and products are identified by the typical generic terms used in the individual Specifications Sections.
2. Abbreviations: Materials and products are identified by abbreviations published as part of the U.S. National CAD Standard and scheduled on Drawings.
3. Keynoting: Materials and products are identified by reference keynotes referencing Specification Section numbers found in this Project Manual.
1.13 MISCELLANEOUS PROVISIONS – CUTTING & PATCHING
A. Cutting and Patching Proposal: Submit a proposal describing procedures at least 14 days before the time cutting and patching will be performed, requesting approval to proceed. Include the following information:
1. Extent: Describe cutting and patching, show how they will be performed, and indicate why they cannot be avoided.
2. Changes to In-Place Construction: Describe anticipated results. Include changes to structural elements and operating components as well as changes in building's appearance and other significant visual elements.
3. Products: List products to be used and firms or entities that will perform the Work.
4. Dates: Indicate when cutting and patching will be performed.

5. Utility Services and Mechanical/Electrical Systems: List services/systems that cutting and patching procedures will disturb or affect. List services/systems that will be relocated and those that will be temporarily out of service. Indicate how long services/systems will be disrupted.
6. Structural Elements: Where cutting and patching involve adding reinforcement to structural elements, submit details and engineering calculations showing integration of reinforcement with original structure.
B. Owner’s Approval: Obtain approval of cutting and patching proposal before cutting and patching. Approval does not waive right to later require removal and replacement of unsatisfactory work.
A. Structural Elements: Do not cut and patch structural elements in a manner that could change their load-carrying capacity or load-deflection ratio.
B. Operational Elements: Do not cut and patch operating elements and related components in a manner that results in reducing their capacity to perform as intended or that result in increased maintenance or decreased operational life or safety. Operating elements include the following:
1. Primary operational systems and equipment.
2. Air or smoke barriers.
3. Fire-suppression systems.
4. Mechanical systems piping and ducts.
5. Control systems.
6. Communication systems.
7. Conveying systems.
8. Electrical wiring systems.
9. Operating systems of special construction in Division 13 Sections.
C. Miscellaneous Elements: Do not cut and patch miscellaneous elements or related components in a manner that could change their load-carrying capacity that results in reducing their capacity to perform as intended, or that result in increased maintenance or decreased operational life or safety. Miscellaneous elements include the following:
1. Water, moisture, or vapor barriers.
2. Membranes and flashings.
3. Equipment supports.
4. Piping, ductwork, vessels, and equipment.
5. Noise- and vibration-control elements and systems.
D. Visual Requirements: Do not cut and patch construction in a manner that results in visual evidence of cutting and patching. Do not cut and patch construction exposed on the exterior or in occupied spaces in a manner that would, in Architect's opinion, reduce the building's aesthetic qualities. Remove and replace construction that has been cut and patched in a visually unsatisfactory manner.
E. Cutting and Patching Conference: Before proceeding, meet at Project site with parties involved in cutting and patching, including mechanical and electrical trades. Review areas of potential interference and conflict. Coordinate procedures and resolve potential conflicts before proceeding.
F. General: Employ skilled workers to perform cutting and patching. Proceed with cutting and patching at the earliest feasible time, and complete without delay.

1. Cut in-place construction to provide for installation of other components or performance of other construction, and subsequently patch as required to restore surfaces to their original condition.
G. Cutting: Cut in-place construction by sawing, drilling, breaking, chipping, grinding, and similar operations, including excavation, using methods least likely to damage elements retained or adjoining construction. If possible, review proposed procedures with original Installer; comply with original Installer's written recommendations.
1. In general, use hand or small power tools designed for sawing and grinding, not hammering and chopping. Cut holes and slots as small as possible, neatly to size required, and with minimum disturbance of adjacent surfaces. Temporarily cover openings when not in use.
2. Finished Surfaces: Cut or drill from the exposed or finished side into concealed surfaces.
3. Concrete: Cut using a cutting machine, such as an abrasive saw or a diamond-core drill.
4. Mechanical and Electrical Services: Cut off pipe or conduit in walls or partitions to be removed. Cap, valve, or plug and seal remaining portion of pipe or conduit to prevent entrance of moisture or other foreign matter after cutting.
5. Proceed with patching after construction operations requiring cutting are complete.
H. Patching: Patch construction by filling, repairing, refinishing, closing up, and similar operations following performance of other Work. Patch with durable seams that are as invisible as possible. Provide materials and comply with installation requirements specified in other Sections.
1. Inspection: Where feasible, test and inspect patched areas after completion to demonstrate integrity of installation.
2. Exposed Finishes: Restore exposed finishes of patched areas and extend finish restoration into retained adjoining construction in a manner that will eliminate evidence of patching and refinishing.
a. Clean piping, conduit, and similar features before applying paint or other finishing materials.
b. Restore damaged pipe covering to its original condition.
3. Floors and Walls: Where walls or partitions that are removed extend one finished area into another, patch and repair floor and wall surfaces in the new space. Provide an even surface of uniform finish, color, texture, and appearance. Remove in-place floor and wall coverings and replace with new materials, if necessary, to achieve uniform color and appearance.
a. Where patching occurs in a painted surface, apply primer and intermediate paint coats over the patch and apply final paint coat over entire unbroken surface containing the patch. Provide additional coats until patch blends with adjacent surfaces.
4. Ceilings: Patch, repair, or rehang in-place ceilings as necessary to provide an even-plane surface of uniform appearance.
I. Cleaning: Clean areas and spaces where cutting and patching are performed. Completely remove paint, mortar, oils, putty, and similar materials.

SECTION 013529 – SAFETY, FIRE PROTECTION AND HEALTH SPECIFICATION
PART 1 - GENERAL
1.1 SAFETY REQUIREMENTS
A. The contractor shall develop and implement a comprehensive written Safety and Occupational Health Program. The contractor will submit a safety plan within ten (10) calendar days after award of the contract that will implement a safety program that ensures protection of Government person-nel and property. The contractor shall comply with U.S. Occupational Safety and Health Administra-tion (OSHA) standards, program elements, explosive standards, and other safety and health re-quirements necessary for the protection of personnel, facilities, and equipment. Acceptance of the contractor’s Safety and Occupational Health Plan only signifies that the plan generally conforms to the requirements of the contract. It does not relieve the contractor of the responsibility for providing employees with a safe and healthful work environment. The program will consist of, as a minimum:
B. Mishap reporting, as defined in paragraph B below.
C. A Safety Plan that addresses, as a minimum, the subjects listed in Section II -Safety Plan Elements, and will be used during the performance of the work described in THE CONTRACT. The Safety Plan will be approved by the procuring safety office prior to commencement of any work described in this contract.
D. Routine and recurring surveillance of the procedures listed in the Safety Plan.
E. Competent personnel to provide surveillance of the Safety Plan.
F. Identification of segregated work site locations for operations that cannot be co-mingled with gen-eral industrial operations and the process for Contracting Officer approval of operations and chang-es at these specific sites.
G. Process for ensuring subcontractors comply with the safety provisions of this contract, as applica-ble.
1.2 MISHAP NOTIFICATION
A. The contractor shall notify the contracting Safety Office and the Contracting Officer within one (1) hour of all mishaps or incidents at or exceeding $2,000 (material + labor) in damage to DOD proper-ty entrusted by this contract. This notification requirement shall also include physiological mis-haps/incidents. A written or email copy of this mishap/incident notification shall be sent within three calendar days to the Contracting Officer, who will forward it to the Procuring Safety Office. For in-formation not available at the time of initial notification, the contractor shall provide the remaining in-formation no later than 20 calendar days after the mishap, unless extended by the Contracting Of-ficer.
Mishap notifications shall contain, as a minimum, the following information:
(a) Contract, Contract Number, Name and Title of Person(s) Reporting
(b) Date, Time and exact location of accident/incident
(c) Brief Narrative of accident/incident (events leading to accident/incident)
(d) Cause of accident/incident, if known
(e) Estimated cost of accident/incident (material and labor to repair/replace)

1.3 CHANGES OF THE SAFETY PLAN

PART I - GENERAL
1.1 SCOPE
A. The work covered by this section consists of furnishing all labor, materials and equipment and performing all work required for the prevention of environmental pollution during, and as the result of, construction operations under this contract except for those measures set forth in other Technical Provisions of these specifications. For the purpose of this specification, environmental pollution is defined as the presence of chemical, physical, or biological elements or agents which adversely affect human life; affect other species of importance to man or degrade the ability of the environment for aesthetic and recreational purposes.
