EVALUATION PARAMETERS

ARCHITECT/ENGINEER (MECHANICAL/ELECTRICAL)

1. Past Performance: (35 points)

· Give 21 to 30 points for extensive relevant scope-related experience; firm cost, schedule, and quality control; and high customer satisfaction

· Give 11 to 20 points for moderate relevant scope-related experience; moderate cost, schedule, and quality control; and moderate customer satisfaction

· Give 6 to 10 points for some relevant scope-related experience; average cost, schedule, and quality control; and satisfactory customer satisfaction

· Give 0 to 5 points for little or no relevant scope-related experience; poor cost, schedule, and quality control; and low customer satisfaction

2. Professional qualifications: (30 points)

· Give 21 to 30 points for highly qualified staff and consultants with depth and experience with the firm and other firms submitted as part of the team as well as the professional qualifications of their staff and other firm staff submitted as part of the team.

· Give 11 to 20 points for qualified staff and consultants with depth and experience with the firm and other firms submitted as part of the team as well as the professional qualifications of their staff and other firm staff submitted as part of the team.

· Give 0 to 10 points for less than adequate staff and consultants with depth and experience with the firm and other firms submitted as part of the team as well as the professional qualifications of their staff and other firm staff submitted as part of the team.

3. Capacity for timely accomplishment of work: (25 points)

· Give 21 to 30 points for proven capacity of the firm to complete multiple, concurrent work in scheduled time with no strain on resources and with no breakdown in management and administration of project staff and consultants

· Give 11 to 20 points for adequate capacity of the firm to complete multiple, concurrent work in scheduled time with some strain on resources and with some breakdown in management and administration of project staff and consultants

· Give 0 to 10 points for limited capacity of the firm to complete multiple, concurrent work in scheduled time with limited bench strength that would create risk for strain on resources and with likely breakdown in management and administration of project staff and consultants

4. Location: (25 points)

· Give 21 to 25 points for firms very familiar with work at AFRL/RI, the locality of (Rome, NY) and its local laws and regulations, as well as its ability to respond to the site for urgent or time-sensitive matters.

· Give 11 to 20 points for firms somewhat familiar with work at AFRL/RI, the locality of (Rome, NY) and its local laws and regulations, as well as its ability to respond to the site for urgent or time-sensitive matters.

· Give 0 to 10 points for firms with little to no familiarity with work at AFRL/RI, the locality of (Rome, NY) and its local laws and regulations, as well as its ability to respond to the site for urgent or time-sensitive matters.

5. Specialized experience: (15 points)

· Give 11 to 15 points for firms with a high level of experience relevant to the Notice of Intent with emphasis on projects that required Department of Defense (DoD) and/or United States Air Force (USAF) design criteria; as well as in the areas of conserving energy and natural resources, and achieving waste reduction, and energy efficiency in facility design.

· Give 6 to 10 points for firms with a low level of experience relevant to the Notice of Intent with emphasis on projects that required Department of Defense (DoD) and/or United States Air Force (USAF) design criteria; as well as in the areas of conserving energy and natural resources, and achieving waste reduction, and energy efficiency in facility design relevant to the Notice of Intent as well as in the areas of conserving energy and natural resources, and achieving waste reduction, and energy efficiency in facility design.

6. Volume of work previously awarded to the firm by DoD: (10 points)

· Give 10 points for work less than $100,000 in fees

· Give 7 points for work over $100,001 but less than $500,000

· Give 3 points for work greater than $500,001 in fees but less than $1,000,000 in fees

· Give 1 point for work greater than $1,000,001 in fees
