STATEMENT OF WORK
FOR
OPEN-END CONTRACT INDEFINITE DELIVERY/INDEFINITE QUANTITY (IDIQ)
MECHANICAL/ELECTRICAL (M/E)
ARCHITECT/ENGINEER SERVICES

BASIC PROJECT
PART I
GENERAL PROVISIONS
A. GENERAL SCOPE: The Architect/Engineer (A/E) firm shall perform all Title I Design Services and Title II Services and deliver to Air Force Research Laboratory, Rome Research Site, Rome, New York complete construction documents necessary for the accomplishment of individual delivery orders placed under the project entitled: INDEFINITE DELIVERY, INDEFINITE QUANTITY CONTRACTS; Project Nr ULDF 16-0352, MECHANICAL/ELECTRICAL (M/E) OPEN-END A/E SERVICES for Air Force Research Laboratory, Rome Research Site, Rome, NY in accordance with the requirements specified herein and those set forth under the scope of work for each type of service. Construction documents shall include computer aided drafting/design (CADD) generated contract drawings (AutoCAD preferred) , word processor generated specifications (MS Word preferred), design analysis, miscellaneous schedules and supplementary documentation, and electronically generated/tabulated cost estimates (MS Excel preferred), both in hard copy and in Compact Disk, as requested by the Contracting Officer.
B. DESCRIPTION OF THE PROJECT: Work on this project shall include, but not necessarily be limited to, the following:
1. Architect-Engineer (A/E) services are required for design of miscellaneous operations and maintenance (O & M), associate organizations and supporting services projects for the Air Force Research Laboratory, Rome Research Site at Rome New York, DFAS and various remote sites; Irish Hill Newport Test Site, Tanner Hill Newport Test Site and Stockbridge Test Site.
2. Delivery orders will be issued as the need arises during the contract period. Design services required will be in conjunction with minor additions, remodeling and maintenance type projects, including preparation of drawings and specifications. Various types of A/E Services such as investigation, analysis, data gathering/interpretation, inspection, studies, reports, and cost estimates may also be required as relates to project design. Projects will primarily focus on the various disciplines for which the A/E was chosen (i.e. M/E); however, projects could include various combinations of all disciplines. A minimum fee to be paid under this contract shall be the value of the first order. Firm-fixed price A/E contract (Indefinite Delivery, Indefinite Quantity) contract will be used.
3. Site Considerations: The A/E firm shall make a field study and investigation of the project site as required and present solutions to the intended design problem.
4. Description of Past/Present/Future Contracts: Architect-Engineer (A/E) services requested will generally consist of design services of mechanical and electrical systems that are consistent for that of government office buildings and supporting building infrastructure.
· Mechanical design services have included/will include design of chilled water HVAC systems with variable air volume capabilities including DDC temperature control systems, steam and hot water heating systems, fire suppression systems, domestic water and sanitary sewer systems. Also included in this contract will be design services for energy audits and mechanical (HVAC, plumbing, fire) system surveys.
· Electrical design services have included/will include the design of low voltage electrical systems, emergency backup power systems, site fire alarm systems, exterior and interior lighting systems, and site networking and communication infrastructure.
· Design services will also include areas of construction that are specialized to the site itself, as the site conducts research and development in the fields of information and electronics. Examples of specialized areas include shielded chambers, SCIFs (Sensitive Compartmented Information Facilities), data centers, server rooms, and other types of computer and electronic research laboratories. Design services for energy audits and mechanical (HVAC, plumbing, fire) and electrical system surveys will also be included in this contract.
C. DESIGN CRITERIA: The design shall conform to functional and descriptive data as found in the most current issues of the following publications:
1. Air Force Handbook 32-1084, Standard Facility Requirements Handbook.
2. National Electric Code
3. National Fire Protection Association (NFPA) Life Safety Code NFPA 101
4. National Plumbing Code
5. International Building Code (I.B.C.)
6. Uniform Federal Accessibility Standards
7. American National Standards Institute (ANSI): American National Standard for Buildings and Facilities - Providing Accessibility and Usability for Physically Handicapped People
8. AFI 32-1032, Programming Civil Engineering Resources.
9. Other project-specific Federal Standards (FED STD),

D. RESPONSIBILITY OF THE ARCHITECT/ENGINEER FIRM:
1. The A/E firm shall be responsible for the professional and technical accuracy and the coordination of all designs, drawings, specifications, cost estimates, and other work or materials furnished by the A/E firm under this contract. The A/E firm shall, without additional cost or fee to the Government, correct or revise errors, omissions, and/or deficiencies in their performance.
2. Neither the Government's review, approval or acceptance of, nor payment for, any of the services required under this contract shall be construed to operate as a waiver of any rights under this contract or of any course of action arising out of the performance of this contract. The A/E firm shall be and remain liable to the Government as a result of the A/E firm's negligent performance of any of the services furnished under this contract.
3. The rights and remedies of the Government provided for under this contract are in addition to any other rights and remedies provided by law; the Government may assert its right of recovery by any appropriate means including, but not limited to, setoff suit, withholding, recoupment, and counter claims, either during or after performance of this contract.
4. If at any time during the work the A/E firm determines that actual conditions, design development, or funding requirements differ from those outlined in the project scope of work, they shall immediately notify the Contracting Officer in writing.
E. A/E FEE PROPOSAL: The A/E firm shall outline their fee proposal for each contract delivery order on the form provided by the Government. Line item cost estimate shall be done electronically utilizing software (Microsoft EXCEL preferred) provided that corresponding information is given as it appears in the column headings on the front of the government provided form.
F. ADMINISTRATIVE (Conferences): During the course of project preparation, the A/E firm will be required to meet with the Chief of the Engineering and Real Property Management, or his appointed representative to report on the progress of design and resolve any obstacles to timely design completion. Such meetings are to be conducted on an as-need basis or as otherwise outlined by the Chief. Meetings shall be held in his office, Building 2, 150 Electronic Parkway, Air Force Research Laboratory, Rome Research Site, Engineering and Resources Branch, Rome, NY, unless otherwise indicated. The A/E firm shall prepare written memoranda of all conferences, pertinent instructions and information received verbally or otherwise. A copy of the memoranda shall be transmitted to AFRL/RIOCC, and AFRL/RIKO. Data submittals shall be accompanied by a dated transmittal letter and hand carried, if necessary.
G. SPECIAL REQUIREMENTS AND CONDITIONS:
1. The A/E firm shall include a detailed estimate of the anticipated construction time for the project. This estimate shall include allowances for mobilization, material purchases, base entry approvals, actual construction time and bad weather.
2. Metric (SI) Units: The Government is requiring the use of metric (SI) units for projects designed after September 30, 1992. To facilitate this transition to SI (System International), it shall be necessary to include the SI actual translation or the metric nomenclature (nearest whole number unit) in parentheses either next to or underneath the Standard English measurement. This shall occur on the dimensions of all major elements. The metric unit shall not stand alone and shall have a basis of comparison to the English equivalent.
3. Construction Costs - The A/E firm shall provide a design for a functionally complete and usable facility within the established cost limitation for the project. The use of bid items shall be coordinated with the Contracting Officer.
H. CONTRACT DOCUMENTS: The original of all documents shall be delivered to and remain the property of the U.S. Government. All drawings, engineering reports, cost estimates and design analysis shall be stamped and/or signed by a legally registered professional architect and/or engineer representative of the A/E firm. Documents shall include those listed in the following sections. All drawings are to be placed on reproducible ARCH D (24”x36”) paper with the standardized Air Force Research Laboratory, Rome Research Site title block. An electronic reference file version (electronic and AutoCad) of the standard drawing sheet, along with hard copy versions, shall be made available to the A/E by the Government at no cost to the A/E.
I. DELIVERY OF MATERIALS: All materials and submittals to be furnished by the A/E firm under this project shall be in the number and in accordance with the procedures prescribed under each type of service specified hereinafter. Typed matter shall be on 8 1/2 " by 11" white bond paper and with at least a 1" margin at the top and left side of the paper. Construction drawings shall be submitted on ARCH D (24”x36”) paper.
J. DESIGN REVIEW PROCEDURES: Review comments shall be incorporated by the A/E firm following each submission of Schematic Design (35%), Design Development (65% Government Optional), Pre-Final Design (95%), and Construction Document (100%) stages. The A/E firm shall clearly delineate on the cover and the title/index page of the Specifications and on each of the Drawings the percentage of submission at the 35%, 65%, 95%, and at the 100% review levels. Procedure may require review by numerous agencies to include the Air Force Research Laboratory, Rome Research Site, Chief of Engineering as well as several other designated Branch Chiefs and/or organizations. After each review is complete, the Contracting Officer will forward the consolidated comments to the A/E firm for incorporation. Those periods which have been recognized as the normally expected timeframes are found later in this Statement of Scope.
K. PROJECT PHASING: Contract specifications shall be written in such a manner as to phase construction scheduling to provide a minimum of disruptions to the building occupants.
L. GOVERNMENT FURNISHED INFORMATION AND MATERIALS:
1. The following information will be provided to the A/E firm upon request:
a. Project location.
b. Limited as-built drawings for the existing buildings and site.
c. If available, provide utility maps.
2. All such materials are not guaranteed to represent actual conditions and shall therefore be field verified by the A/E firm before use or incorporation into design.
M: SAFETY:
The Contractor is responsible for compliance with all Federal, Air Force, and State safety and health regulations and is subject to Air Force safety and OSHA inspections while working at the Rome Research Site.
1. Comply with all safety and health requirements necessary for the protection of personnel, facilities and equipment including, but not limited to, the Occupational Safety and Health Administration (OSHA) standards, while performing this contract at the Air Force Research Laboratory (AFRL), Rome Research Site (RRS), Rome NY. It is the contractor’s sole responsibility to make certain that all safety requirements are met.
2. Maintain a written safety program for compliance with the applicable OSHA standards, and make said program available for review by the Government upon request by the Contracting Officer.
3. In the event of a mishap, or a “near miss”, during the performance of this contract at AFRL RRS, notify the Contracting Officer or the DET 4 Safety Office in an expeditious manner. Written notification shall be provided to the Contracting Officer (who will forward a copy to the DET 4 Safety Office) within 72 hours and shall include the following information (Air Force Form 978 Supervisors Mishap Report may be used):
a. Contract, Contract number, Name and Title of Person(s) Reporting
b. Date, Time and exact location of accident/incident
c. Detailed narrative of accident/incident (events leading to accident/incident)
d. Cause of accident/incident (if known)
e. Type of injuries resulting from the accident/incident and estimated cost of accident/incident (material and labor to replace/repair)
f. Nomenclature of equipment involved in accident/incident
g. Personnel involved in accident/incident
h. Corrective Actions (taken or proposed)
i. Other pertinent information
4. AFRL RRS uses a Safety and Health Management System to implement and manage its safety programs. A SHMS is a systematic approach to managing safety and health activities by integrating occupational safety and health programs, policies, and objectives into organizational policies and procedures. Simply stated, a SHMS is a set of safety and health program components that interact in an organized way. An effective SHMS consists of five critical elements that apply safety and health management practices of employers who have been successful in protecting the safety and health of their employees. All contractors are required to familiarize themselves with the requirements of a SHMS. An example of a SHMS is OSHA’s Voluntary Protection Program (VPP). Detailed information on VPP is available at the OSHA website at http://www.osha.gov/dcsp/vpp/index.html. On-site contractors are required to attend a Local Conditions Course as part of in-processing at AFRL RRS.

PART II
OTHER SERVICES
A. SCOPE OF WORK: The A/E firm shall perform field reconnaissance surveys, site investigations, and travel to perform the work required to obtain engineering information for the accomplishment of the project in accordance with the requirements of this Statement of Work.
B. FIELD RECONNAISSANCE AND ENGINEERING REPORTS: The A/E firm shall make a complete survey of the project site, verifying data from the existing drawings regarding locations of all utilities, equipment, structure, and improvements including sizes and elevations.
C. DATA ANALYSIS AND RESEARCH: The A/E firm shall be responsible for all data analysis and organization, identifying information sources, and available resources. The A/E firm shall establish detailed user descriptions by direct observation of office/lab procedures, personnel and any other required research.
D. DESIGN ANALYSIS DOCUMENTATION: The A/E firm shall document the findings of field reconnaissance, data analysis, major engineering calculations and shall outline the design premise in a Design Analysis document including design options/choices, decisions, directives and subsequent reasoning behind each. This document shall be submitted at 35%, 65% (government optional), 95% and 100%, including any and all Government comments, changes and revisions.

PART III
TITLE I: DESIGN SERVICES
A. SCOPE OF WORK: The A/E firm shall perform all services necessary to prepare and furnish complete contract documents consisting of drawings, technical specifications, design analysis, cost estimate breakdown, miscellaneous schedules, and addenda as required, for accomplishment of the project in accordance with the requirements of this Statement of Work.
B. PRELIMINARY PLANNING PROGRAMMING: Schematic design (35%) submission shall include a narrative, visual documentation and graphic communication sufficient to demonstrate knowledge of the project requirements as stated herein.
C. CONTRACT DRAWINGS: All contract drawings shall be prepared in accordance with the best professional practice. Notes on the drawings should be held to a minimum. Extensive explanatory notes on the drawings are not desirable and should be placed in the specifications. The use of fractions less than 1/8 inches for building dimensions should be avoided. The use of standard building material indications and symbols for architectural items and for mechanical and electrical equipment is mandatory.
1. DRAWINGS: The A/E firm shall provide architectural and/or engineering drawings with adequate plan views, isometric and/or oblique views, and diagrams to convey clearly to the prospective bidders the scope of work. In addition, the A/E firm shall provide proper details, sections, enlargements, reductions and developments to allow the prospective bidders to prepare accurate bids. All project drawings shall be plotted with a 24 inch x 36 inch drawing surface. The Government will provide standard AutoCAD title block format on disk.
2. TITLE BLOCKS:
a. The A/E firm shall complete the title blocks on each page with the project number and title as shown on the Statement of Scope.
b. The A/E firm shall number the drawing pages in sequence, such as: 1 of 12, 2 of 12, etc.
c. The A/E firm shall letter the words "AIR FORCE RESEARCH LABORATORY, ROME RESEARCH SITE" and "ROME, NEW YORK" in the title block of each drawing, and the project title, as indicated on the title page of this Statement of Work, immediately below that.
d. The A/E firm shall indicate on all sheets a key plan noting the “AREA OF WORK”, located in close proximity to title block for future reference purposes.
3. SECTIONS AND DETAILS. The sections and details used in the plans and drawings shall be clearly numbered and cross referenced where sections/details were taken and where sections/details are drawn.
4. DRAWINGS NOTES. All drawing notes shall be lettered.
5. ARCHITECT/ENGINEER FIRM IDENTIFICATION:
a. The A/E firm shall not put its design contract number or delivery order number anywhere on the title page or anywhere on any sheets of the project drawings or 100% documents. These may be penciled in the margins for in-house control during design, but removed before delivery of the 100% design package.
b. The A/E firm shall place the firm name and address immediately adjacent to the left of the preprinted Air Force Research Laboratory, Rome Research Site title block.
c. The A/E firm shall seal all drawings with the seal of a Registered Architect or Professional Engineer duly registered in the State of New York. The Registered Architect/Professional Engineer must be an Officer in the firm or designated as Project Manager for the project under design.
D. SPECIFICATIONS: Shall meet U.S. Government requirements for competitive bidding. The Construction Specifications Institute (CSI) division and section format shall be followed using the standard outline. The project specifications shall be tailored to the specific work being done and shall be concise and sufficiently detailed to conform to good legal and engineering practice. Descriptive specifications shall be sufficiently broad to ensure adequate competition, while maintaining the required quality levels. Brand names shall be used only when it is impractical to provide an effective descriptive specification. When used, at least three such names shall be listed, followed by the corporate headquarters address and telephone number to allow prospective bidders the opportunity to contact the manufacturer directly for product information and pricing. The wording "or approved equal" shall follow as an additional line item after the abovementioned sources.
E. COST ESTIMATE AND ANALYSIS: Shall be included with all design submissions in a progressively detailed format. Every effort should be made to obtain accurate unit costs from local sources, including the federally mandated Davis-Bacon Wage rates. All cost estimates shall be stamped "For Official Use Only".
1. Unit costs for material and labor shall be shown.
2. Escalation shall be to mid-point of construction.
3. Construction documents estimate (95% and 100%) shall not contain lump sum quantities or costs.
4. The A/E firm shall provide cost estimates for the project under design. Cost estimates shall be accomplished by detailed line items to include but not limited to quantities, materials and labor. Detailed cost estimates shall be broken down utilizing the current Construction Specifications Institute (CSI) format. The preferred commercial pricing guide and software is RSMeans® Construction Cost Data which allows for adjustments for local site conditions, labor rates, and material prices. Cost estimating shall include pricing for construction specialties, square footage costs, Americans with Disabilities Act (ADA) compliance pricing, assemblies cost data, concrete/masonry, electrical, and facilities. It is required that an electronically-generated printout (Microsoft EXCEL preferred) be attached utilizing the same or similar format to the front of af-template-3052.xls (Former AF form 3052).
a. A hard-copy version of the reverse of af-template-3052.xls shall be attached as an official executive summary. The subtotaled costs from all sheets in the estimate shall be totaled and overhead and profit added at 15% and 10% respectively and cumulatively.
b. A/E firm shall provide cost estimates which include; project title, work location: “AIR FORCE RESEARCH LABORATORY, ROME RESEARCH SITE, ROME, NY”, and the project number in the header of each page of the estimate.
5. If at any time over the course of this contract the total construction cost (to include all direct costs, contractor overhead, profit, insurance and taxes, and escalation) exceeds the programmed budgeted amount, the A/E firm shall immediately notify the Contracting Officer in writing. If the final construction documents estimate or the low bid amount exceed the budgeted programmed amount, the A/E firm shall be involved in the cost negotiation process with the low bidder. The A/E firm shall be required to attend negotiation meetings scheduled by the Contracting Officer. If the negotiated cost still exceeds the budgeted programmed amount, the A/E firm shall be responsible for all required redesign efforts necessary to lower the indicated cost back to the programmed amount.
F. SUBMITTALS/DELIVERABLES: Provide the following documents for each respective design submission:
1. Schematic Design (35%): Drawings (paper, electronic, and AutoCad versions) may be partially completed contract drawings. Five (5) copies of each document are to be submitted.
a. Basis for Design: Include basic site analysis of existing conditions, applicable existing systems, and basic design computations for recommended solutions.
b. Site Plan(s)
c. Topographic Plan(s) with contour lines and grade elevations, if applicable.
d. Floor plans, elevations (interior/exterior as applicable), from all required disciplines to outline schematic project scope, in sufficient detail to portray the work required and to promote review commentary and discussion. All drawings shall be accounted for on the Schedule of Drawings.
e. Details as appropriate, in sufficient detail to portray the work required.
f. Specifications: Develop outline specifications based on Construction Specifications Institute (CSI) format with an index listing all probable sections intended for use in this project. Cover the total proposed construction, including the contractor installed and furnished equipment.
g. Cost estimates.
h. Schematic Design Analysis
2. Government Optional Submittal: Design Development (65%) - Submit the 65% intermediate design completely incorporating all previous review comments or sufficiently documenting reasons why said comments have not been documented. The 65% submittal shall include a detailed estimate of the anticipated construction time for the project. This estimate shall include allowances for mobilization, material purchases, base entry approvals, actual construction time and bad weather. (If a 65% submittal is not required, these requirements are submitted at the 95% submission.) Submittals: Five (5) complete sets.
3. Construction Documents (95%) - Submit the 95% final design completely incorporating all previous review comments or sufficiently documenting reasons why said comments have not been documented. Submittals: Five (5) complete sets. All previously required submittals are due including:
a. Schedule of Drawings
b. Schedule of Material Submittals Format provided by the Government
c. Schedule of Government Salvageable/Recyclable Items
d. Bid Schedule(s)
e. Proposed Construction Timeline
f. Design Drawings
g. Specifications
h. Cost Estimate (2 copies)
i. Design Analysis
After receipt and government review of the 95% submittals, a Design Review Meeting will be held between the Architect/Engineer, Air Force Research Laboratory, Rome Research Site/RIKO/RIOCC, and other interested agencies. The purpose of this meeting will be to formally address each submitted comment and discuss, if necessary, various aspects and appropriateness thereof. All potential conflicts, ambiguities, errors, omissions, and uncertainty shall be discussed at this time. The following legend shall serve as a guide to addressing comments. Appropriate letter designations shall be put in the column on the extreme right of review comments sheet or on the right of the submitted comment form. LEGEND: A - Concur. D - Do not concur, give explanation. E - Exception, give explanation. X - Delete, give explanation.
4. Construction Documents (100%): The corrected final design documents shall include all of the 95% review comments with all final corrections completed. The A/E firm shall submit the following to the Contracting Officer in the number of copies indicated hereinafter:
a. Final Design Drawings: Four (4) each.
b. Specifications: Four (4) each.
c. Cost Estimate: Two (2) each.
d. Design Analysis: Two (2) each.
e. All Schedules: Four (4) each.
G. REVIEW COMMENTS: The Government will make written review comments to the A/E firm at each review stage specified in the Statement of Work. Comments must be either incorporated into the documents or an adequate and acceptable reason given in writing outlining specifically why the comments were not included. Any conflict with the A/E's design shall be resolved within seven (7) days of A/E receipt of the Government's comments. Telephonic resolution of review comments is acceptable with paperwork follow-up by mail.
H. TIME SCHEDULE: Design reviews are to be accomplished by the Contract Development Office (RIKO) of Civil Engineering at the 35%, 65%, and 95% design stages, including distribution to the appropriate Base agencies. The interchange of design submissions and review comments shall be accomplished through AFRL Operational Contracting, AFRL/RIKO, to AFRL/RIOCC, per the following schedule starting from Notice to Proceed:
1. A/E 35% submission to Contracting within 60 calendar days (unless otherwise noted).
2. A/E 65% submission to Contracting 30 calendar days after receipt of the 35% Government review comments, unless otherwise noted. (Government Option)
3. A/E 95% submission to Contracting 30 calendar days after receipt of the 65% Government review comments, or 60 calendar days after receipt of the 35% Government review comments (unless otherwise noted).
4. A/E 100% Submission to Contracting within 10 days after receipt of the 95% Government review comments (unless otherwise noted).
5. Final submission for signature: to Contracting within 10 days after receipt of the 100% Government review comments. One complete set of original Drawings (paper, electronic, and AutoCAD versions), stamped and signed as outlined below.
I. POST SIGNATURE PHASE: The A/E will forward a copy of the Specifications, all Schedules, Final Cost Estimate, Proposed Construction Timeline, Final Design Analysis, and a full set of AutoCAD generated drawings on CD-R compact disks to AFRL Operational Contracting/Civil Engineering at this time.
J. REPRODUCTION: The A/E firm may or may not be responsible for reproduction of the construction documents for bidding purposes, depending upon the precise nature and requirements of each individual project. In such cases where reproduction is required, the number of copies will range from a minimum of ten (10) to a maximum of thirty-five (35). The number of copies to be provided will be determined by the Contracting Officer for each individual delivery order.
1. The following copies shall be provided:
a. Design Drawings (with the appropriate professional seals/signatures, and government signatures): (as required).
b. Specifications: (as required).
c. Schedules of Submittals, of Drawings, of Government Salvageable/Recyclable Items, Bid Schedule(s) and any other Miscellaneous Schedules: (as required).
2. Each of the above mentioned items for reproduction shall be collated and stapled or otherwise appropriately bound. Each item shall be bound separately and individually. Where appropriate, such as with the specifications, copies will be double-sided. Drawings will be folded, each sheet separately, and collated into sets, unbound. Format for folded Drawing sheets shall be approximately 9" x 12" to facilitate mailing.
3. In certain instances, reproduction will be accomplished by Air Force Research Laboratory, Rome Research Site personnel. In this instance, the A/E shall forward two (2) original (reproduction quality) copies of all of the aforementioned items, unbound, (along with original stamped/signed drawings for Government signature) to Air Force Research Laboratory, Rome Research Site/RIKO.
K. POST-DESIGN RESPONSIBILITIES: The A/E firm shall be represented at the pre-bid conference to be held approximately fifteen (15) days subsequent to the solicitation for the purpose of answering queries of prospective bidders in regard to interpretations of the plans and specifications, and other matters of this nature which may arise. If the pre-bid conference reveals the need for interpretations, clarifications or changes to be made to the plans or specifications, the A/E firm shall develop the specific information needed to issue an amendment to the solicitation to assure that all bidders are equally informed.

PART IV
TITLE II SERVICES
CONSTRUCTION OBSERVATION AND SURVEILLANCE SERVICES
A. General Requirements:
1. The Architect/Engineer (A/E) firm shall provide the services indicated in connection with the construction of the given delivery order based on the total estimated construction cost as indicated in the programming document to assure compliance with the contract plans and specifications. The specific requirement of the A/E firm is to inform the Air Force Research Laboratory, Rome Research Site Civil Engineer (AFRL/RIOCC) of whether or not the work meets the contract requirements. The A/E firm has no authority to direct the construction contractor(s) in any way regarding methods or procedures and shall not interfere with the contractor’s methods of performance unless life or property is endangered. The Air Force Research Laboratory, Rome Research Site Contracting Office will be responsible for and execute signature upon all correspondence and specific directives to contractors.
2. The A/E shall provide qualified personnel and provide resumes detailing the proposed individual(s) qualifications and experience to AFRL/RIOCC. The professional engineer(s) shall have a professional license, applicable educational background and/or experience in the construction or engineering discipline requiring the consulting services. The construction administrator shall have a thorough knowledge of building and construction crafts and shall be capable of performing detailed periodic observations to insure quality workmanship. Additional specialty engineers/architects, knowledgeable in mechanical, electrical, roofing, etc. shall be provided as required to adequately provide complete periodic observation coverage on the project. All services provided shall be subject to the direction and supervision of a registered professional who shall be responsible for assuring that all services provided are performed in accordance with current professional standards and criteria. All personnel shall be U.S Citizens, capable of understanding contract drawings and specifications and shall have a minimum of three years experience on construction projects or other equivalent experience.
3. The A/E firm shall provide sufficient on-site expertise during the contract to assure itself and the RIOCC that adequate periodic observation of the construction work for contract compliance is being obtained. Resumes for para-professionals shall be submitted for verification of expertise in required field. These individuals may be the same person if credentials validate their knowledge in the multiple fields. The A/E shall provide the minimum level of effort as indicated:
B. Schedule of Engineering Services:
1. Review drawings and specifications for proposed construction contracts for constructability.
2. Attend pre-construction and other conferences with contractors, or as needed by the Government.
3. Periodically visit the construction site to check job.
4. Prepare miscellaneous reports required to administer the contract.
5. Provide an on-site construction specialist (of the appropriate engineering discipline) for observation, troubleshooting, and assistance during critical equipment start-ups.
6. Estimate costs of proposed addendums, prepare written recommendations, and assist in negotiations.
7. Prepare, reproduce and distribute supplemental drawings, sketches and specifications that modify the original drawings.
8. Serve as an expert witness in any public hearings arbitration proceedings or legal proceedings.
C. Schedule of Periodic Observation Services:
1. Attend pre-construction and other conferences with contractors.
2. Review and provide recommendations on submittal data and shop drawings.
3. Review and provide recommendations on requested materials, variances and substitutions.
4. Review and provide recommendations on progress schedules.
5. Review and provide recommendations to AFRL/RIOCC on quality control plans.
6. Review Contractor Quality Control (CQC) Reports and Daily Reports.
7. Review and provide recommendations to AFRL/RIOCC on contractor’s safety plans.
8. Advise AFRL/RIOCC when unsafe practices are being used by the contractor.
9. Coordinate requests for passes, outages, digging permits, hauling and delivery routes.
10. Notify AFRL/RIOCC and CO by telephone of any major project problems requiring immediate resolution.
11. Periodically observe construction work.
12. Prepare periodic construction representative’s report.
13. Monitor all contractor and government testing.
14. Spot check and take field measurements to verify the contractor’s work.
15. Prepare bimonthly progress reports on AF 3065, as well as a daily diary utilizing AF Form 1477.
16. Review and provide recommendations to correct design deficiencies.
17. Estimate and provide recommendations on requests for equitable adjustments to contract prices and scheduled completion times.
18. Record all delays that the contractor may encounter due to security or operational requirements.
19. Monitor contractor’s maintenance of up-to-date record drawings (as-builts)
20. Review and provide recommendations on all installations, operation and maintenance manuals.
21. Witness tests of waste, gas, water, electrical, heating, ventilation, air conditioning, energy monitoring control systems and other systems as required.
22. Participation in pre-final inspections assists with final inspections, prepare detailed punch lists and check that all deficiencies are corrected prior to final payment.
23. Complete the contractor’s performance evaluation at the conclusion of the contract.
24. Review drawings and specifications for proposed construction contracts for constructability.
25. Deliver copies of AF form 1477 and other progress reports.
D. Items to be furnished to or by A/E
1. Vehicle requirements provided by the A/E.
2. All equipment, instruments and other items necessary for inspection of the construction work must be furnished by the A/E.
E. Items to be furnished to or by AFRL/RIOCC
1. Contract documents and Air Force report forms provided by the AFRL/RIOCC.
2. Copies of Military and Federal specifications, manuals and regulations provided by AFRL/RIOCC when required.
F. Limitations on Service
1. Payment services under the contract shall not exceed the total contract amount without prior written approval from the CO. In the event there is a variance in the service to be performed under the schedule of services, the contract will be adjusted accordingly. The services under this contract are for a period to be determined per individual contract depending on the requirements. In the event the construction extends beyond the indicated time, the government may extend this contract by means of a supplemental agreement. The government will only pay the A/E for the quantities of services that are actually performed.
G. Commencement, Prosecution and Completion of Work
1. Periodic Observation/Surveillance Conference. The AFRL/RIOCC will conduct a pre-periodic observation/surveillance conference with the A/E to discuss the project and to review administrative procedures.
2. Notice to Commence and Stop Service. Services will commence on the start date of the construction contract. The A/E will be notified 14 days prior to the commencement of services. The CO will provide a minimum of 7 days notice to end all periodic observation and surveillance services, in writing.
H. Limitations on Authority of A/E. Unless specific exceptions are established by a written instruction issued by the C.O., the A/E:
1. Shall not authorize any deviation from the construction contract documents or approve any substitute materials or equipment.
2. Shall not exceed limitations on the government’s authority as set forth in construction contract documents.
3. Shall not undertake any of the responsibilities of construction contractors, subcontractors, construction contractor’s superintendent or contractor quality control representatives.
4. Shall not expedite or accelerate the work of construction contractors and subcontractors.
5. Shall not advise on or issue directions relative to any aspect of the means, methods, techniques, sequences, or procedures of construction unless such is specifically called for in construction contract documents.
6. Shall not authorize or advise users to occupy projects in whole or in part.
I. Restrictions on A/E. The A/E and its affiliates will not be permitted to compete for construction contracts covered by this Scope of Work or being performed at the same time and within the same area covered by these services.
J. Completion of Construction
1. Upon completion and acceptance of construction, the A/E shall revise the 100% submitted Design Drawings to conform to the actual construction and submit them to the contracting officer within 30 days after completion of construction services before final payment is made.
a. Marked-up prints of construction drawings will be furnished to the A/E by the construction contractor for his use in preparing the as-built drawings.
b. The A/E shall locate all underground utilities by dimensions and permanent reference points.
2. Upon completion of the revision of the tracings, the A/E shall submit them to the contracting officer.
