SECTION 01 01 00

PROJECT PROVISIONS

1.1 SCOPE

A. The work covered under this Contract consists of furnishing all labor, equipment, devices, and materials and performing all work required to perform upgrades of existing site access roads at the Stockbridge Site in accordance with these technical specifications and applicable drawings.

1.2 SUBMITTALS

A. The Contractor shall provide to the Government’s Representative at the end of the project a chemical inventory including products, quantities used, and material safety data sheets (MSDS).

1.3 REFERENCED CODES AND STANDARDS

A. Codes and Standards referred to in this specification shall be the latest adopted issue at the Date of Bid, unless otherwise specifically indicated.

B. References herein to the “Rome Research Site” (RRS) refers to both Rome and Stockbridge Site locations as applicable.

1.4 PRINCIPAL FEATURES

A. The work to be performed includes the following principal features:

1. Upgrade of approximately 15,372 linear feet of base bid roads.

2. Upgrade of approximately 7,741 linear feet of alternate bid roads.

B. The above description of work is for the purpose of general information only and is not intended to include and describe every feature of work or to define the scope of the work.

1.5 UTILITIES

A. No utilities will be made available to the Contractor. Temporary water, electric and other services shall be provided by Contractor.

1.6 SANITARY FACILITIES

A. There are no existing sanitary facilities available.

1.7 FIRE PROTECTION

A. The Contractor shall perform all work in a fire-safe manner in accordance with fire prevention standards of the Rome Research Site.

1.8 POLLUTION CONTROL

A. The Contractor will perform all work consistent with the requirements of all Federal, State and Local laws, rules and regulations pertaining to pollution control.

1.9 WORK CONDITIONS

A. The Contractor is required to protect persons and property throughout the progress of the work. The work site will be kept clear and usable in portions not under current construction.

1.10 HAZARDOUS MATERIALS (HAZMAT) MANAGEMENT

A. In accordance with IAW Far Clause 52.223-3, each offer or must provide the Contracting Officer with a list of proposed HAZMAT that it plans to use on Rome Research Site during the performance of the Contract. In accordance with IAW AFFARS Clause 5352.223-9003, contractors must obtain Air Force authorization prior to using HAZMAT on an Air Force installation, and must report usage data to RIOCV.

B. Contractors must submit to the Contracting Officer a chemical inventory and MSDS’s necessary to obtain HAZMAT usage authorization. The Contracting Officer will transmit the Contractor submittal to RIOCV for processing.

C. For each Contractor-identified HAZMAT that RIOCV determines does not meet the Air Force definition of a HAZMAT, the requirements below do not apply. The HMMP team will notify the Contracting Officer that the Contractor has the authorization to bring and use that material on the installation without reporting usage.

D. For each Contractor-identified HAZMAT that meets the Air Force definition of a HAZMAT, RIOCV will require the Contractor to submit for authorization an AF Form 3952.

E. RIOCV ensures entry of the contractor supplied information into the standardized Air Force HAZMAT tracking system.

F. Contractor will report usage data on the HAZMAT used every 60 days. If the duration of the contract is less than 60 days, Contractor can report usage at the end of the contract.

G. If the Contractor needs to bring a material on the installation that was not included in the original HAZMAT listing, the Contractor must first notify the Contracting Officer and then obtain prior authorization if RIOCV team determines the material to be a HAZMAT.

1.11 WORKMANSHIP

A. All work to be performed under this Contract shall be under the supervision of workmen skilled in the trades involved.

1.12 SUBMITTAL PROCEDURES

A. All items indicated in the Schedule of Material Submittals shall be submitted for approval:

1. Any other items required, per specifications, that cannot be visually verified shall be submitted for approval when requested by the Contracting Officer or the designated representative.

2. Submittals that may be required by this Contract, if submitted in printed matter, shall be made in four copies. One copy of the printed submittals will be returned to the Contractor.

3. The Contractor must submit for approval those items that deviate from the specifications.

Submission will be on an AF Form 3000.

B. At the pre-construction conference, the Contractor, Contracting Officer’s Technical

Representative, and the Contract Administrator will review the submittal requirements. The Contractor must be prepared to discuss the delivery dates for those submittals that are required, or for the items the Contractor plans to submit for approval. Once approved, the submission deadlines shall be incorporated into the Schedule of Materials submittals.

C. The Contractor is reminded that any item(s) installed prior to the Contracting Officer's approval is completed is at risk of not being accepted. If any item does not meet the Contract requirements as determined by the Contracting Officer, the Contractor will be required to remove these items at his/her own expense.

D. Equipment submittals, unless otherwise specified, shall conform with the following:

1. Submittals shall be complete with the manufacturer's product description literature.

SUBMITTALS WITH INSUFFICIENT LITERATURE WILL BE DISAPPROVED.

2. Submittals shall include a complete listing of all associated parameters contained in the

Technical Specifications and Drawings (materials, finishes, capacities, temperatures, pressures, electrical characteristics, etc.). THE CONTRACTING OFFICER OR HIS/HER

TECHNICAL REPRESENTATIVE WILL NOT TRANSFER INFORMATION FROM THE TECHNICAL

SPECIFICATIONS AND DRAWINGS TO THE SUBMITTALS. INCOMPLETE SUBMITTALS WILL

BE DISAPPROVED.

3. Submittals shall be clearly marked to differentiate between the applicable and extraneous portions. THE CONTRACTING OFFICER OR HIS/HER TECHNICAL REPRESENTATIVE WILL

NOT MARK THE SUBMITTALS. UNMARKED SUBMITTALS WILL BE DISAPPROVED.

1.13 INTERRUPTION OF UTILITIES

A. No utility services shall be interrupted to make connections, to relocate, or for any purpose, without approval of the Contracting Officer.

B. Services shall not be interrupted until receipt of approval of the proposed hours and date from the Contracting Officer.

1.14 FIELD MEASUREMENTS

A. The Contractor shall verify all measurements and be responsible for dimensions, fitting and proper trimming of items directly connected with all work described in this Contract. The Contractor shall immediately notify the Contracting Officer of any discrepancy prior to starting the work.

1.15 SECURITY REQUIREMENTS

A. The work to be done on this project is located in and around area’s that are under the scrutiny of the Department of Defense Police assigned to the RRS Information Directorate. To gain access to the area(s) to examine the work to be done for job estimation purposes; arrangements must be made through the Contracting Office. Contractor personnel will be escorted into the area(s) for the purpose of project estimation.

B. When it has been determined which Contractor will accomplish the project a visit request from the company, preferably on company letterhead, will be necessary prior to initial work commencement. The visit request letter needs to be signed by the company president or director of human resources. The visit request will also be used as the entry authority list. The Contractor will supply the visit request to Security (AFRL/RIOF) through the Contracting Office.

The visit request can be done via RRS visit request form, AFMC Form 97 (received by Security) or a simple company letterhead letter identifying all personnel who will be employed during the work. The request will contain a full name to include a middle initial (Frank A. Dude), date of birth (14 Dec 1953), state of driver’s license issuance and place of birth (Austin, Texas). This information will be used to do a local files check. This check will provide driver’s license info, wants & warrants and protection orders and will also provide information on illegal immigration and suspected terrorist affiliations. The local files check will also be accomplished prior to work commencing. If the individual is not a US Citizen they will not be allowed within the complex or facilities. If, the individual is not a US Citizen but has a green card, Form I-551 or has the I-551 stamp on their passport, Security will need to see either one. There will be no foreign national workers allowed on the Rome Research Site.

C. Provide the company’s phone number and a project leaders or supervisor/foremen cell-phone number is necessary for the Law Enforcement Desk Sergeant.

D. All facilities are entered using a magnetic media entry badge. Any personnel such as supervisor/foremen or project leaders who may need building access for meetings etc, during contract period, can acquire a local contractor entry badge through the Division/Branch with oversight of the work. This will be accomplished with the RRS Form 110 (Unescorted Visitor Badge). The Security Visitation Office is located in the lobby of Bldg 3, West Wing. This badge will be worn at all times within the facility. These badges will be returned to the Contracting Officer’s Technical Representative upon completion of the final inspection and acceptance of work. Any badges lost during the period of work will be reported to Security as soon as possible.

E. Access to the RRS Complex is controlled by a main gate on Brooks Rd., located just west of the

Otis & Brooks intersection. Identification for the Contractor to enter with a vehicle will be an access list supported by the electronic badge issued. All commercial vehicles entering the gate will be searched. One-time deliveries can be escorted from the gate to delivery point by project personnel.

F. All commercial vehicles are searched prior to entry into the RRS Complex. Vehicle operators will be aware of the vehicle search pull-off area prior to approaching the main gate. A search of the vehicle will be conducted prior to its entry. All vehicles not needed for delivery of equipment or tools will be parked in the visitor parking area unless cleared through Security. There are no vehicles allowed within 25 meters (80 ft) of the RRS facilities.

G. All personnel should be aware that the Rome Research Site is the property of the United States

Air Force. All personnel will follow all posted signage.

H. Contractor personnel will be notified by RRS Police of any emergencies which would require an evacuation or work stoppage, such as an increase in the force protection condition.

I. Building/Room Keys: If the Contractor needs access to area(s) that are locked (i.e. mechanical rooms, janitor’s closet, etc.), a request for entry of at least 2 working days prior to the need for access will be submitted to AFRL/RIOC construction representative. The area(s) will be provided on a daily basis. The area(s) will be locked down at the end of the days work.

J. The 24 hour Desk Sgt. can be reached at (315) 330-2961.

1.16 DELIVERY AND STORAGE

A. Materials shall be delivered to the work area in undamaged condition, stored in fully covered, well-ventilated areas, and protected from extreme changes in humidity and temperature.

B. The Contractor is responsible for securing materials in the storage area to protect from pilferage and vandalism.

1.17 SAFETY

A. The Contractor shall:

1. Comply with all safety and health requirements necessary for the protection of personnel, facilities and equipment including, but not limited to all applicable Occupational Safety and Health Administration (OSHA) standards, while performing this contract at the Air Force Research Laboratory (AFRL), Rome Research Site (RRS).

2. Maintain a written safety program, as required by OSHA and make said plan available for review by the Government upon request by the Contracting Officer.

3. In the event of a mishap during the performance of this contract on AFRL RRS premise, notify the Contracting Officer in an expeditious manner. Notification shall include the following information:

a. Contract, contract number, name and title of person(s) reporting

b. Date, time and exact location of accident/incident

c. Brief narrative of accident/incident (events leading to accident/incident)

d. Cause of accident/incident (if known)

e. Estimated cost of accident/incident (material and labor to replace/repair)

f. Nomenclature of equipment and personnel involved in accident/incident

g. Corrective actions (taken or proposed)

h. Other pertinent information

1.18 PROPRIETARY EQUIPMENT

A. Reference to any equipment, material, article or patented process by trade name, mark or catalog number shall be regarded as establishing a standard of quality and shall not be construed as limiting competition. The Contractor may use any equipment, material article or process that is equal to that named as approved by the Contracting Officer.

1.19 PROTECTION

A. Protection of existing work:

1. The Contractor shall take all necessary precautions to insure against damage to the existing work to remain in place, to be reused, or to remain the property of the Government; i.e.

trees to remain, roads and sidewalks, and underground utilities.

2. Contractor shall obtain from ARFL the location of all known underground utilities in each work area before starting work, and stake out to avoid damage.

B. Dust control:

1. The amount of dust resulting from demolition shall be controlled to avoid creation of a nuisance in the surrounding areas.

1.20 REMOVED MATERIALS AND EQUIPMENT

A. General:

1. All materials and equipment indicated to be removed as part of the work become the property of the Contractor for removal from the job site, unless otherwise shown on the drawings or specified.

2. Excess topsoil and excavated material shall be stockpiled and/or graded as directed by the Contracting Officer.

3. Excess topsoil and excavated material shall be placed in separate piles.

1.21 DISPOSAL OF REMOVED MATERIALS

A. General:

1. Materials removed from the project which are designated as unusable by the Contracting Officer shall be disposed of by the Contractor off the Stockbridge Site in accordance with applicable regulations.

2. All debris to be removed from the work site shall be transported in canvas covered trucks with the canvas tied down to prevent loss of materials while in route to the disposal areas.

3. The Contractor shall police the truck routes continuously and all debris, which has dropped, shall be picked up immediately.

4. All paved roads on site and public highways shall be kept clean, paver sweep daily when required.

1.22 SPECIAL CONDITIONS

A. Should any materials be encountered during construction which are suspected to contain hazardous materials or archeological sensitive material and are not indicated as such on the drawings, immediately stop work in that area and report the encountered condition to the Contracting Officer’s Technical Representative.

1.23 SEQUENCING AND SCHEDULING

A. Traffic control:

1. Routes of ingress and egress on the grounds shall be over routes as directed by the Contracting Officer.

2. Areas for parking vehicles belonging to the Contractor and his employees will be designated by the Contracting Officer’s Technical Representative. Maintain the parking areas free of debris and obstructions.

1.24 CONSTRUCTION SCHEDULING

A. The Contractor may be paid for materials on site; however, they must appear on the Contract Progress Schedule and be inventoried by the Contracting Officer’s Technical Representative prior to payment.

1.25 WORK SCHEDULE

A. Working hours for the Contractor will normally be between the hours of 0700 and 1600 hours (7:00 a.m. and 4:00 p.m.), excluding Saturdays, Sundays and Federal holidays.

B. If the Contractor desires to work during periods other than above, additional government inspection forces may be required:

1. The Contractor must make his/her request to the Contracting Officer three (3) days in advance of his/her intention to work during other periods to allow assignment of additional inspection forces.

2. If such force is reasonably available, the Contracting Officer may authorize the Contractor to perform work during periods other than normal duty hours/days.

3. However, if inspectors are required to perform in excess of their normal duty hours/days solely for the benefit of the Contractor, the actual cost of inspection at overtime rates will be charged to the Contractor. These adjustments to the contract price may be made periodically as directed by the Contracting Officer.

1.26 REMOVAL OF TEMPORARY FACILITIES

A. Maintain all temporary facilities and controls as long as needed for the safe and proper completion of the work.

B. Remove all such temporary facilities and controls as rapidly as progress of the work will permit or as directed by the Contracting Officer.

1.27 CLEAN-UP

A. Debris and rubbish control:

1. Remove all debris and rubbish daily from the site.

2. Remove debris and rubbish into a dumpster; then transport in a manner that will prevent spillage on streets or adjacent areas.

3. The Contractor shall make his/her own arrangements for dumping off Stockbridge Site.

4. Burning of waste material on Stockbridge Site is prohibited.

B. Regulations:

1. All disposal and hauling equipment and methods used shall comply with Federal, State, OSHA, and local regulations.

C. If the Contractor utilizes a collector box, it must be provided with a cover.

PART 1 - GENERAL

1.1 PROJECT

A. Project Name: Stockbridge Site – Access Roads Upgrades.

B. Project Location: Air Force Research Laboratory, Stockbridge Site, Stockbridge, NY.

C. Owner's Name: Air Force Research Laboratory, Rome Research Site, Rome, NY.

1.2 CONTRACT DESCRIPTION

A. Contract Type: A single prime contract based on a Stipulated Price.

1.3 EXISTING ITEMS

A. There are no salvageable items to be returned to the Government.

1.4 CONTRACTOR USE OF SITE AND PREMISES

A. Construction Operations: Limited to Project work area.

B. Utility Outages and Shutdown:

1. No shutdowns of existing utilities is anticipated to be required.

1.5 WORK BY GOVERNMENT

A. General: Cooperate fully with Air Force Research Laboratory so work may be carried out smoothly, without interfering with or delaying work under this contract or work by Government. Coordinate the work of this Contract with work performed by Government.

1.6 SPECIFICATION AND DRAWING CONVENTIONS

A. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations.

These conventions are as follows:

1. Imperative mood and streamlined language are generally used in the Specifications.

The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.

2. Specification requirements are to be performed by Contractor unless specifically stated otherwise.

3. The term “Provide” means furnish and install complete, in place and ready for operation and use.

4. The term “Furnish” means supply and deliver to the Project Site, ready for unloading, unpacking, assembly, installation, and similar operations.

5. The term “Install” means operations at the Project Site including the actual unloading, temporary storage, unpacking, assembly, erecting, placing, anchoring, applying, working to dimension, finishing, curing, protecting, cleaning, and similar operations.

6. The term “Owner” means in Government, Rome Research Site.

7. The term “Architect” means in Government’s designated Technical Representative.

B. Division 01 General Requirements: Requirements of Sections in Division 01 apply to the work of all sections in the specifications.

C. Drawing Coordination: Requirements for materials and products identified on drawings are described in detail in the specifications. One or more of the following are used on drawings to identify materials and products:

1. Terminology: Materials and products are identified by the typical generic terms used in the individual specifications sections.

2. Abbreviations: Materials and products are identified by abbreviations scheduled on Drawings or reasonably inferred.

3. Keynoting: Materials and products are identified by reference keynotes referencing specification section numbers found in this Project Manual.

SECTION 01 22 00

UNIT PRICES

PART 1 - GENERAL

1.1 DEFINITIONS

A. Unit price is a price per unit of measurement for materials, equipment, or services, or a portion of the Work, added to or deducted from the Contract Sum by appropriate modification, if the scope of Work or estimated quantities of Work required by the Contract Documents are increased or decreased.

1.2 PROCEDURES

A. Unit prices include all necessary material, plus cost for delivery, installation, insurance, applicable taxes, overhead, and profit.

B. Government reserves the right to reject Contractor's measurement of work-in-place that involves use of established unit prices and to have this work measured, at Government's expense, by an independent agency or acceptable to Contractor.

C. List of Unit Prices: A schedule of unit prices is included in Part 3.

D. Quantity Allowance: The bid amount for each portion of the work covered by unit prices is tabulated on the Contract Drawings, Sheets L-2 Base Bid and L-3 Alternate Bid.

E. Contract Adjustment: The Contract Amount shall be adjusted to the actual quantity of material delivered to and installed in the project, either as an additive or deductive amount using the unit prices.

F. Contractors shall provide to Contracting Officer’s Representative documentation on a weekly basis of the actual quantities provided per road length and a tabulation of job to date deviation from the bid amounts.

G. Any increase in provided quantities shall be improved in advance by the Contracting Officer, or Government’s Representative prior to proceeding.

SECTION 31 10 00

SITE CLEARING

PART 1 - GENERAL

1.1 DEFINITIONS

A. Subsoil: All soil beneath the topsoil layer of the soil profile, and typified by the lack of organic matter and soil organisms.

B. Surface Soil: Soil that is present at the top layer of the existing soil profile at the Project site.

In undisturbed areas, the surface soil is typically topsoil; but in disturbed areas such as urban environments, the surface soil can be subsoil.

C. Topsoil: Top layer of the soil profile consisting of existing native surface topsoil or existing in-place surface soil and is the zone where plant roots grow. Its appearance is generally friable, pervious, and black or a darker shade of brown, gray, or red than underlying subsoil;

reasonably free of subsoil, clay lumps, gravel, and other objects more than 2 inches in diameter; and free of subsoil and weeds, roots, toxic materials, or other non-soil materials.

D. Plant-Protection Zone: Area surrounding individual trees, groups of trees, shrubs, or other vegetation to be protected during construction.

E. Vegetation: Trees, shrubs, groundcovers, grass, and other plants.

1.2 SUBMITTALS

A. Existing Conditions: Documentation of existing trees and plantings, adjoining construction, and site improvements that establishes preconstruction conditions that might be misconstrued as damage caused by site clearing.

1. Use sufficiently detailed photographs or videotape.

2. Include plans and notations to indicate specific wounds and damage conditions of each tree or other plants designated to remain.

B. Record Drawings: Identifying and accurately showing locations of existing and capped utilities and other subsurface structural, electrical, and mechanical conditions.

1.3 PROJECT CONDITIONS

A. Traffic: Minimize interference with adjoining roads and used facilities during site-clearing operations.

1. Do not close or obstruct roads without permission from Government's Representative and authorities having jurisdiction.

B. Verify with Government's Representative and utility companies the location of all underground utilities on site.

C. Utility Locator Service: Notify Dig Safely New York, Inc. at (800) 962-7962 for area where Project is located before site clearing.

D. Site Inspection: Prior to all work of this Section, carefully inspect the entire site, notify the Government's Representative of any discrepancies between the design of the drawings and actual physical site conditions.

E. Do not commence site clearing operations until temporary erosion and sedimentation-control measures are in place.

F. The following practices are prohibited within plant-protection zones:

1. Storage of construction materials, debris, or excavated material.

2. Parking vehicles or equipment.

3. Foot traffic.

4. Erection of sheds or structures.

5. Impoundment of water.

6. Excavation or other digging unless otherwise indicated.

7. Attachment of signs to or wrapping materials around trees or plants unless otherwise indicated.

G. Do not direct vehicle or equipment exhaust towards plant-protection zones.

H. Prohibit heat sources, flames, ignition sources, and smoking within or near plant-protection zones.

I. Soil Stripping, Handling, and Stockpiling: Perform only when the topsoil is dry or slightly moist.

PART 2 - PRODUCTS- NOT USED

PART 3 - EXECUTION

3.1 PREPARATION

A. Protect and maintain benchmarks and survey control points from disturbance during construction.

B. Protect existing site improvements to remain from damage during construction.

1. Restore damaged improvements to their original condition, as acceptable to Government's Representative.

3.2 TEMPORARY EROSION AND SEDIMENTATION CONTROL

A. Provide temporary erosion- and sedimentation-control measures to prevent soil erosion and discharge of soil-bearing water runoff or airborne dust to adjacent properties and roadways.

B. Verify that flows of water redirected from construction areas or generated by construction activity do not enter or cross protection zones.

C. Inspect, maintain, and repair erosion- and sedimentation-control measures during construction until permanent vegetation has been established.

D. Upon completion of construction activities, remove erosion- and sedimentation-control measures. Restore and stabilize areas disturbed during removal operations.

3.3 TREE AND PLANT PROTECTION

A. General: Protect trees and plants remaining on-site.

B. Repair or replace trees indicated to remain that are damaged by construction operations, in a manner approved by Government's Representative.

3.4 EXISTING IMPROVEMENTS

A. Use all means necessary to protect existing improvements not designated for removal and, in the event of damage, immediately make all repairs and replacements necessary to the approval of the Government's Representative at no additional cost to the Government.

3.5 EXISTING UTILITIES

A. Preserve in operating condition all active utilities transversing the site. Determine locations of existing utilities in the field with Government’s Representative before commencing work.

B. Interrupting Existing Utilities: Do not interrupt utilities serving facilities occupied by Government or others unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated:

1. Notify Government's Representative not less than two days in advance of proposed utility interruptions.

2. Do not proceed with utility interruptions without Government's Representative written permission.

3.6 CLEARING AND GRUBBING

A. Remove obstructions, tree stumps and other vegetation to permit installation of new construction.

1. Do not remove trees, and other vegetation indicated to remain, unless authorized by the Government’s Representative.

2. Grind down stumps and remove roots, obstructions, and debris to a depth of 12 inches below finished subgrade elevation.

3. Chip removed tree branches and dispose of on-site in location (wooded area) selected by Government Representative.

B. Fill depressions caused by clearing and grubbing operations outside of the road’s gravel pavement limits with excavated material approved by the government representative, unless further excavation or earthwork is indicated.

1. Place fill material in horizontal layers not exceeding a loose depth of 6 inches, and compact each layer to a density equal to adjacent original ground.

C. Fill depressions caused by clearing and grubbing operations within the road’s base course limits with subbase course material unless further excavations or earthwork is required.

1. Place fill material in accordance with Division 31 Section “Earth Moving”.

3.7 TOPSOIL STRIPPING

A. Remove sod and grass before stripping topsoil.

B. Strip topsoil to whatever depths are encountered in a manner to prevent intermingling with underlying subsoil or other waste materials.

1. Remove subsoil and non-soil materials from topsoil, including clay lumps, gravel, and other objects more than 2 inches in diameter; trash, debris, weeds, roots, and other waste materials.

C. Stockpile topsoil away from edge of excavations without intermixing with subsoil. Grade and shape stockpiles to drain surface water. Cover to prevent windblown dust and erosion by water or provide temporary seed and mulch.

1. Do not stockpile topsoil within plant-protection zones.

2. Do not remove surplus topsoil from the site without Government's Representative prior approval.

3. If surplus topsoil remains at the completion of the project, stockpile and/or grade surplus topsoil at a location on-site as directed by Government's Representative.

3.8 SITE IMPROVEMENTS

A. Remove existing above- and below-grade improvements as indicated and necessary to facilitate new construction.

3.9 DUST CONTROL

A. Use all means necessary to prevent the spread of dust during performance of the work of this Section; thoroughly moisten all surfaces as required to prevent dust being a nuisance to the public, neighbors, and concurrent performance of other work on the site.

3.10 BURNING

A. On-site burning will not be permitted.

3.11 DISPOSAL OF SURPLUS AND WASTE MATERIALS

A. Remove obstructions, demolished materials, and waste materials including trash and debris, and legally dispose of them off-site.

B. Separate recyclable materials produced during site clearing from other non-recyclable materials. Store or stockpile without intermixing with other materials and transport them to recycling facilities. Do not interfere with other Project work.

SECTION 31 20 00

EARTH MOVING

PART 1 - GENERAL

1.1 DEFINITIONS

A. Backfill: Soil material or controlled low-strength material used to fill an excavation.

B. Excavation: Removal of material encountered above subgrade elevations and to lines and dimensions indicated.

1. Authorized Additional Excavation: Excavation below subgrade elevations or beyond indicated lines and dimensions as directed by Government’s Representative. Authorized additional excavation and replacement material will be paid for according to Contract provisions for unit prices.

2. Bulk Excavation: Excavation more than 10 feet in width and more than 30 feet in length.

3. Unauthorized Excavation: Excavation below subgrade elevations or beyond indicated lines and dimensions without direction by Government’s Representative. Unauthorized excavation, as well as remedial work directed by Government’s Representative shall be without additional compensation.

C. Fill: Soil materials used to raise existing grades.

D. Rock: Rock material in beds, ledges, unstratified masses, conglomerate deposits, and boulders of rock material that exceed 1 cu. yd. for bulk excavation that cannot be removed by rock excavating equipment equivalent to the following in size and performance ratings, without systematic drilling, ram hammering, ripping, or blasting, when permitted:

1. Bulk Excavation: Late-model, track-mounted loader; rated at not less than 230-hp flywheel power and developing a minimum of 47,992-lbf breakout force with a general-purpose bare bucket; measured according to SAE J-732.

E. Structures: Buildings, footings, foundations, retaining walls, slabs, tanks, curbs, mechanical and electrical appurtenances, or other man-made stationary features constructed above or below the ground surface.

F. Base Course: Aggregate layer placed above the subgrade and/or subbase course.

G. Subbase Course: Aggregate layer placed (if necessary) between the existing subgrade and the base course.

H. Subgrade: Uppermost surface of an excavation or the top surface of a fill or backfill immediately below subbase or topsoil materials.

I. Utilities: On-site underground pipes, conduits, ducts, and cables, as well as underground services within buildings.

1.2 SUBMITTALS

A. Product Data: For each type of the following manufactured products required:

1. Geotextiles.

B. Material Test Reports: For imported materials (base and subbase) as follows:

1. Classification according to ASTM D 2487.

2. Laboratory compaction curve according to ASTM D 1557.

3. Submit test data with suppliers name, location of source and sieve analysis of material showing conformance with the specifications. For each source: provide new submittal if source changed during construction.

C. Delivery weight slips

1. For all imported materials submit tabulation of each delivery, including:

a. Date

b. Source

c. Material

d. Net weight

e. Calculated volume in yards

2. Weekly tabulation of all deliveries made of each material.

1.3 QUALITY ASSURANCE

A. Codes and Standards

1. Comply with the provisions of the following codes and standards except where more stringent requirements are shown or specified.

a. Local Regulations

b. New York State Department of Transportation (NYSDOT) Standard Specification dated January 8, 2015 and any subsequent addendums.

2. Excavations, sheeting, shoring, bracing, and cutback slopes to be determined by the

Contractor and shall comply with standards set by OSHA, NYS Department of Labor, NYS Industrial Code and all other applicable safety standards.

PART 2 - PRODUCTS

2.1 SOIL MATERIALS

A. Base Course: Suitable material conforming to NYSDOT Item 304.12M, Type 2. Comply with the gradation and material requirements specified below:

PART 3 - EXECUTION

3.1 PREPARATION

A. Protect structures, utilities, sidewalks, pavements, and other facilities from damage caused by settlement, lateral movement, undermining, washout, and other hazards created by earth moving operations.

B. Protect and maintain erosion and sedimentation controls during earth moving operations.

C. Protect subgrades from freezing temperatures and frost. Remove temporary protection before placing subsequent materials.

3.2 DEWATERING

A. Prevent surface water and ground water from entering excavations, from ponding on prepared subgrades, and from flooding Project site and surrounding area.

B. Protect subgrades from softening, undermining, washout, and damage by rain or water accumulation.

1. Reroute surface water runoff away from excavated areas. Do not allow water to accumulate in excavations. Do not use excavated trenches as temporary drainage ditches.

3.3 EXPLOSIVES

A. Explosives: Do not use explosives.

3.4 EXCAVATION, GENERAL

A. If excavated materials intended for fill and backfill include unsatisfactory soil materials, replace with satisfactory materials, as determined by the Government Representative.

B. Rock excavation is not anticipated for the project work. Government’s Representative to provide direction if rock is found above proposed subgrade elevations.

3.5 EXCAVATION FOR ROAD PAVEMENTS

A. Excavate surfaces under road pavements to indicated lines, cross sections, elevations, and subgrades.

3.6 SUBGRADE INSPECTION

A. Notify Government’s Representative when excavations have reached required subgrade.

B. If Government’s Representative determines that unsatisfactory soil is present, continue excavation and replace with subbase course, compacted backfill or fill material as directed.

C. Proof-roll subgrade below the road pavements with a pneumatic-tired and loaded 10-wheel, tandem-axle dump truck weighing not less than 15 tons to identify soft pockets and areas of excess yielding. Do not proof-roll wet or saturated subgrades.

1. Completely proof-roll subgrade in one direction, repeating proof-rolling in direction perpendicular to first direction. Limit vehicle speed to 3 mph.

2. Excavate soft spots, unsatisfactory soils, and areas of pumping or rutting, as determined by Government’s Representative and/or testing agency, and replace with compacted subbase course as directed.

D. Reconstruct subgrades damaged by freezing temperatures, frost, rain, accumulated water, or construction activities, as directed by Government’s Representative, without additional compensation.

3.7 STORAGE OF SOIL MATERIALS

A. Stockpile imported soil materials and excavated materials without intermixing. Place, grade, and shape stockpiles to drain surface water. Cover to prevent windblown dust.

1. Stockpile soil materials away from edge of excavations. Do not store within plant-protection zone of remaining trees.

3.8 BACKFILL

A. Place backfill on subgrades free of mud, frost, snow, or ice.

3.9 SOIL FILL

A. Plow, scarify, bench, or break up sloped surfaces steeper than 1 vertical to 4 horizontal so fill material will bond with existing material.

B. Place and compact fill material in layers to required elevations as follows:

1. Under grass areas, use excavated material approved by the Government Representative.

2. Under road pavements, use subbase course.

C. Place soil fill on subgrades free of mud, frost, snow, or ice.

3.10 COMPACTION OF SOIL BACKFILLS AND FILLS

A. Place backfill and fill soil materials in layers not more than 6 inches in loose depth for material compacted by heavy compaction equipment, and not more than 4 inches in loose depth for material compacted by hand-operated tampers.

B. Compact soil materials so that pumping or rutting does not occur as determined by the Government’s Representative and testing agency.

3.11 GRADING

A. General: Uniformly grade areas to a smooth surface, free of irregular surface changes.

Comply with compaction requirements and grade to cross sections, lines, and elevations indicated.

1. Provide a smooth transition between adjacent existing grades and new grades.

2. Cut out soft spots, fill low spots, and trim high spots to comply with required surface tolerances.

B. Site Rough Grading: Slope grades to direct water away from road pavements and to prevent ponding. Finish subgrades to required elevations within the following tolerances:

1. Turf or Unpaved Areas: Plus or minus 1 inch.

2. Road Sections: Plus or minus 1/2 inch.

3.12 ROAD SECTIONS

A. Place subbase course and base course surfaces free of mud, frost, snow, or ice.

B. On prepared subgrade, place subbase course as follows:

1. Install reinforced separation geotextile on prepared subgrade according to manufacturer's written instructions, overlapping sides and ends.

2. Shape subbase course to required cross-slope grades.

3. Place subbase course 4 inches or less in compacted thickness in a single layer.

4. Place subbase course that exceeds 4 inches in compacted thickness in layers of equal thickness, with no compacted layer more than 4 inches thick.

C. On prepared subgrade or subbase, place base course as follows:

1. Place base course in layers of equal thickness, with no compacted layer more than 4 inches thick.

2. Compact base course to required grades, lines, cross sections, and thickness.

D. Proof-roll subbase course and base course each with a pneumatic-tire and loaded 10-wheel, tandem-axle dump truck weighing not less than 15 tons to identify areas of excess yielding.

1. Completely proof-roll in one direction, repeating proof-rolling in direction perpendicular to first direction. Limit vehicle speed to 3 mph.

2. Provide additional compaction in locations of excess yielding, as determined by Government’s Representative and/or testing agency.

3.13 FIELD QUALITY CONTROL

A. Government’s representative will perform the following inspections:

1. Determine prior to placement of subbase course that subgrade has been prepared in compliance with requirements.

2. Determine that fill material and maximum lift thickness comply with requirements.

3. Determine that fill material is sufficiently compacted to prevent excess yielding.

3.14 PROTECTION

A. Protect and Restore Graded Areas: Protect newly graded areas from traffic, freezing, and erosion. Keep free of trash and debris.

B. Repair and reestablish grades to specified tolerances where completed or partially completed surfaces become eroded, rutted, settled, or where they lose compaction due to subsequent construction operations or weather conditions.

1. Scarify or remove and replace soil material to depth as directed by Government’s Representative; reshape and recompact.

C. Where settling occurs before Project correction period elapses, remove finished surfacing, backfill with additional subbase course or soil material as directed, compact, and reconstruct surfacing.

3.15 DISPOSAL OF SURPLUS AND WASTE MATERIALS

A. Transport excess topsoil and excavated material to designated spoil areas on Government's property. Stockpile and grade topsoil and excavated material as directed by Government’s Representative.

TRAFFIC SIGNS

PART 1 - GENERAL

1.1 QUALITY ASSURANCE

A. All traffic control signage shall conform to the Manual of Uniform Traffic Control Devices (MUTCD) and New York State Department of Transportation (NYSDOT) standards.

1.2 SUBMITTALS

A. Shop Drawings: Show shop drawings, not necessarily to scale, but sufficient enough in detail to show color, wording, lettering size and style, overall sign size, construction details and installation details for each type of sign.

PART 2 - PRODUCTS

2.1 MATERIALS

A. Construction Materials: Comply with applicable requirements of DOT Section 645.

B. Signs: 6'' x 36'' (longer if required for number of letters), 5/8'' radius corners, blue background color, 3/8'' white reflective border around sign edges, 3 7/8'' high block letters in white reflective color.

C. Posts: Galvanized steel.

D. Fasteners: 3/8'' Zinc plated

PART 3 - EXECUTION

3.1 EXAMINATION

A. Erect signs in their designated locations, as indicated on the Contract Documents or directed by the Government’s Representative and in accordance with the approved shop drawings.

B. Protect surfaces and finishes from abrasion and other damage during handling and installation.

C. Replace damaged or faulty signs.
