2.
Q: Clarification for maintenance around the trees and scrub beds on site.
A: Weeds should be eradicated around the trees. There is no mulching requirement, existing mulch rings should be left “as is”, with only the weeds removed. The only mulching requirement is the work associated with Performance Work Statement (PWS) paragraph 1.4.
3.
Q: Is there a requirement for weed removal between sidewalk expansion joints and in any pavement cracks and if so can herbicides be used?
A: Please refer to PWS paragraph 1.1. Maintain Improved Grounds, subparagraph 1.1.2, Edge, for the “removal of vegetation from expansion joints and cracks in sidewalks, driveways, curbs and other hard surfaces.” Herbicides may be utilized in accordance with all local, state, and federal requirements the contractor must provide MSDS sheets for approval to AFRL/RIOCV (315) 330-3316. Two products known to be approved are “Round Up and Ortho “Total Kill”.
4. Q: Will there be price adjustments for spikes in fuel prices?
A: The contractor should hedge this using a yearly escalation factor on their option year pricing. In extreme cases the government may consider requests for equitable adjustments. However, during the past fifteen years under the same firm-fixed price structure have generated no such requests. Under a price adjustment setting the government would also request discounts if/when prices decreased.
5.
Q: Is weekend work allowed?
A: Please refer to PWS paragraph 4.5, the majority of work should be accomplished during the duty hours provided. However, on a limited basis weekend work may be approved by AFRL Security forces.
