COMPREHENSIVE QUESTIONS AND ANSWERS
POSTED TO FEDBIZOPPS ON 8 August 2011 Question 1 Clarification on style of Duct Detector~ SIGA “DH” or SIGA “SD”? Specifications show two different part numbers for duct smoke detectors.
Answer 1 SIGA-SD REFERS TO A “PHOTOELECTRIC DUCT SMOKE DETECTOR” AND SIGA-DH REFERS TO A “DUCTWORK SMOKE DETECTOR HOUSING”.

Speaker Circuits appear to be overloaded. Is their a way to break up circuits to meet the “Not to exceed 75%
Answer 2
REFER TO REFERENCE NOTE 2 ON EACH RISER DIAGRAM.
Question 3 Per spec. section 16010-3.06, is independent inspection required for 120V connections and Fire Alarm/Mass Notification Systems?
Answer 3 Independent inspection is not required for this project; the government will be doing their own inspection.
Question 4 Is TEE-tapping allowed? (It is per the manufacturer of the fire alarm equipment we are quoting.)
Answer 4 The wiring requirements can be found under Combination Mass Notification/Emergency Communication And Addressable Fire Alarm And Detection System Section 16721. Class A circuits are specified and TEE taping does not meet the requirement of a class A system. Manufactures allow alternate wiring techniques, but the system is required to be installed to the requirements of those specified.
Question 5 Per spec. section 16721-3.03, does manufacturer recommended wire size supersede minimum wire size in specs.?
Answer 5 Yes- wire sizes in the spec state not less than or as recommended by the manufacture. If the manufacture recommends a larger wire size than minimum wire size specified, it is the contractor’s responsibility to provide the larger conductors. Sizes smaller than the minimum called for in the specification are not allowed.
Question 6 Clarify “Minority vs Small Business. Are both required or only one or the other for consideration as prime contractor?
Answer 6 This solicitation is Set-Aside for Small Business contractors (FAR 52.219-6) under NAICS 238210, a company must certify to average annual receipts over the past three years of less than or equal to $14,000,000.
The prime contractor must also certify that they will perform 25% of the work (FAR 52.219-14) with their own certified payroll based on the Davis-Bacon Wage categories (attachment 5) of the solicitation.
The prime contractor must also provide relevant past performance, based on Section L of the solicitation.
