C-1 PROJECT DESCRIPTION:
The work covered under this contract consists of furnishing all labor, equipment, devices, and materials and performing all work required to provide a combination mass notification/emergency communication and addressable fire alarm and detection systems and wide area mass notification/emergency communication system in accordance with Project Specifications and Drawings dated 14 April 2011 and
Addendum No. 1 dated 26 July 2011.
This acquisition includes, but is not limited to, these 7 principal features:
1. Installation of combination mass notification/emergency communication and addressable fire alarm and detection panels.
2. Fire alarm system initiating devices.
3. Fire alarm system signaling devices.
4. Mass notification system signaling devices.
5. Fire alarm and mass notification system wiring.
6. Removal of existing fire alarm and detection systems (panels, components, wiring, etc.).
7. Installation of wide area mass notification system.

C-3 VOLUNTARY PROTECTION PROGRAM:
AFRL RRS is in the process of pursuing OSHA Voluntary Protection Program (VPP) recognition. All contractors are required to familiarize themselves with the requirements of VPP and ensure employees and managers have a comprehensive understanding of VPP. Detailed information on VPP is available at the OSHA website at http://www.osha.gov/dcsp/vpp/index.html. On-site contractors are required to attend a Local Conditions Course as part of in-processing at AFRL RRS.
1. If contractor or subcontractor employees work more than 1,000 hours per quarter on-site at the AFRL, Rome
Research Site (RRS), the following applies:
2. Submit Total Case Incidence Rate (TCIR) and Days Away, Restricted and/or Transfer Case Incident (DART)
Rate and an OSHA Form 300A, Annual Summary of Work-Related Injuries and Illnesses, to the contracting officer and the AFRL RRS Safety Office by 15 January each year. AFRL RRS will consolidate and submit this information as part of the installation’s annual VPP Safety and Health Management Report.
The TCIR is the total number of recordable injuries and illness cases per 100 full-time employees that a site has experienced in a given time frame. The DART rate is the number of recordable injuries and illness cases per 100 full-time employees resulting in days away from work, restricted work activity, and/or job transfer that a site has experienced in a given time frame.
3. Submit a Safety and Health Plan and corresponding site safety checklist to the contracting officer within 10 days after contract award. The plan shall include appropriate measures to ensure the contractor reacts promptly to investigate, correct and track alleged safety & health violations and/or uncontrolled hazards in contractor work areas.
4. Include the name and phone number of the person who will be the primary point of contact for safety and health issues for the on-site operation. Keep the contract safety manager information current by notifying the contracting officer of any change in personnel or contact information.
5. Demonstrate a management commitment to employee safety and health;
6. Identify the application of the safety and health plan to subcontractors;
7. Identify the roles and responsibilities of:
a. Management
b. Supervisors
c. Employees
d. Safety Coordinator
8. Identify applicable safety rules and regulations;
9. Include a worksite hazard analysis to include base-line hazard identification and required control measures;
10. Include a job site analysis to include hazards of tasks required to control measures;
11. Identify employee safety and health training requirements and the documentation process;
12. Include a workplace inspection frequency, to include identifying the individual conducting the inspections;
a. Include employee hazard reporting procedures;

b. Identify individual(s) responsible for corrective action of hazards;
c. Identify first aid/injury procedures;
d. Identify procedures for accident investigation and reporting;
e. Identify emergency response procedures; and

g. Identify disciplinary methods that will be used to discourage willful or repeated non-compliance by employees.
h. The contractor is responsible for establishing these requirements for all subcontractors whose employees work more than 1,000 hours per quarter on-site at the AFRL RRS.
SECTION I - CONTRACT CLAUSES
52.236-27 SITE VISIT (CONSTRUCTION) (FEB 1995)
(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.
(b) A second organized site visit has been scheduled for 9 AM (ET) WED 3 AUGUST 2011. Participants must contact the Contract Specialist no later than 3 PM (ET) MON 1 AUGUST 2011 in order to coordinate base access.

252.236-7001 CONTRACT DRAWINGS AND SPECIFICATIONS (AUG 2000)
(a) The Government will provide to the Contractor, without charge, one set of contract drawings and specifications, except publications incorporated into the technical provisions by reference, in electronic or paper media as chosen by the Contracting Officer.
(b) The Contractor shall--
(1) Check all drawings furnished immediately upon receipt;
(2) Compare all drawings and verify the figures before laying out the work;
(3) Promptly notify the Contracting Officer of any discrepancies;
(4) Be responsible for any errors that might have been avoided by complying with this paragraph (b); and
(5) Reproduce and print contract drawings and specifications as needed.
(c) In general--
(1) Large-scale drawings shall govern small-scale drawings; and
(2) The Contractor shall follow figures marked on drawings in preference to scale measurements.
(d) Omissions from the drawings or specifications or the misdescription of details of work that are manifestly necessary to carry out the intent of the drawings and specifications, or that are customarily performed, shall not relieve the Contractor from performing such omitted or misdescribed details of the work. The Contractor shall perform such details as if fully and correctly set forth and described in the drawings and specifications.
(e) The work shall conform to the specifications and the contract drawings identified on the following index of drawings:

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
PROPOSAL PREPARATION INSTRUCTIONS
A. General:
1. To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offer being ineligible for award.
2. If taking exception to any solicitation terms and conditions, offerors must clearly identify such exception and provide complete accompanying rationale.
3. The response shall consist of three (3) separate parts: Part I- Price Proposal, Part II- Technical Proposal, and Part III- Past Performance Information.
B. Pricing:
1. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional cost information will be requested and certification under FAR 15.406-2 will not be required.
2. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists, offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.
C. Specific Instructions:
1. PART I – PRICE PROPOSAL - Submit original and one (1) electronic copy (.doc or .pdf format).
a. Complete blocks 14, 15, 16, 17, 19, 20A, 20B, and 20C of the Solicitation Section A, SF 1442. In doing so, the offeror accedes to the contract terms and conditions as written in the Solicitation
Sections A through K. These sections constitute the model contract.
b. Insert proposed unit and extended prices in Section B for each Contract Line Item Number
(CLIN), including the option CLIN. The extended amount must equal the whole dollar unit price multiplied by the number of units.
c. Complete the necessary fill-ins and certifications in Sections I through K. Section K shall be returned in its entirety. For Sections C through I, the offeror shall submit only those pages that require a fill-in. The offeror’s Online Representations and Certifications Application (ORCA) record must be current, accurate, and complete. For additional information, reference http://orca.bpn.gov.
d. For this procurement, it has been determined that competition will be Set-Aside 100% for Small
Businesses in accordance with FAR 19.5. For reference, the NAICS code is 238210 with an associated size standard of $14,000,000 average annual revenue for the previous 3 years.
2. PART II – TECHNICAL PROPOSAL - Submit original and one (1) electronic copy (.doc or .pdf format).

a. Compatibility of the 3 required systems (Combination MassNotification/Emergency

Notification/Emergency Communication System) withthe requirements: The offeror shall provide the submittals required in theProject Specifications dated 14 April 2011: Section 16721 , Paragraph 1.06A. 1 & 2 16722 Paragraph 1.06 A. 1 & 2 and Section 16729 Paragraph 1.05 A. 1&
2. The submittals will be evaluated for acceptability by comparison to thespecifications. The offeror shall also include a letter explaining and guaranteeing the compatibility of all three required systems (Combination Mass Notification/Emergency Communication, Addressable Fire
Alarm and Detection System, and Wide Area Mass Notification/Emergency Communication
System).
b. Training and Service plan for the Combination Mass Notification/Emergency
Communication and Addressable Fire Alarm and Detection System: Training: the plan shall demonstrate how the Project Specifications dated 14 April 2011 Section 16721 Paragraphs 3.07 and 3.08 will be met to ensure that when the system is commissioned and factory authorized training is provided the government will have all hardware, software, certifications, and capabilities to operate, test, and maintain the system. Service: the Project Manual dated 14 April
2011 Section 16721 Paragraphs 1.02 and 1.03 will be met so the government can if it so desires purchase adequate emergency or other support for the system after the one year warranty period.
3. PART III – PAST PERFORMANCE INFORMATION - Submit original and one (1) electronic copy
(.doc or .pdf format).
a. PAST PERFORMANCE QUESTIONNAIRES AND SURVEYS:
i. The Government will evaluate the quality and extent of offerors’ performance deemed relevant to the requirements of this solicitation. The Government will use information submitted by the offeror and other sources, such as other Federal Government offices, Construction Contractor Appraisal Support System (CCASS) within the Past
Performance Information Retrieval System (PPIRS), and commercial sources, to assess performance.
ii. Offerors shall submit Past Performance Questionnaires (PPQs) for no more than five (5) of the most relevant contracts performed for Federal agencies and commercial customers completed within the last five (5) years which demonstrate the ability of the offeror to perform the proposed effort.
iii. Offerors will fill out page 2 of the PPQ and then provide the entire PPQ pages (1 – 5) to each reference and then request that the references return the PPQs directly to the
Government by the response date in SF1442 Block 13a.
iv. On a separate sheet of paper, offerors shall clearly describe the relevance to this solicitation of each project in which PPQ’s were submitted to a reference. Relevance is defined in paragraph C.3.c. below.
b. QUALITY AND SATISFACTION RATINGS. Offerors may provide any currently available information such as letters, metrics, customer surveys, or other independent surveys which demonstrate customer satisfaction with overall job performance and quality of completed product, subject to the following limitations.
i. Submit no more than five (5) quality and satisfaction ratings.
ii. The work described must have been completed within the last five (5) years.
iii. Explain corrective actions taken in the past, if any, for substandard performance and any current performance problems such as cost overruns, extended performance periods, numerous warranty calls, or similar issues.
c. RELEVANCE
i. To be considered RELEVANT, efforts performed by the offeror must have been completed successfully within the last five (5) years:
The installation of conduit, cabling, and devices for a fire alarm renovation project with a magnitude of $250,000 or greater.
ii. Relevant past efforts also meeting the following criteria will be considered MORE
RELEVANT:
Prime contractor for a renovation project in an occupied facility with a combined electrical and/or fire alarm scope greater than or equal to $1,000,000.
d. TEAMING ARRANGEMENT OR JOINT VENTURE: if the offeror intends to fulfill the requirements of this solicitation in a teaming arrangement or joint venture, the offeror must provide complete information as to the teaming arrangement or joint venture, including a list of any recent and relevant contracts or other past performance information on previous teaming arrangements or joint efforts with the same partner.
e. FORMAT
i. Documents submitted in response to this solicitation must be fully responsive to and consistent with the following:
Requirements of the solicitation (CLINs, Project Manual, and Drawings) and
Government standards and regulations pertaining to the Project Manual and
Drawings.
Evaluation Factors for Award in Section M of this solicitation.
ii. There is no limitation on the number of proposal pages or past performance information pages.
iii. Format for proposal Part II shall be as follows:
Proposals must be submitted on 8 1/2” x 11” paper except for fold-outs used for charts, tables, or diagrams, which may not exceed 11” x 17”.
A page is defined as one face of a sheet of paper containing information.
Typing shall not be less than 11 pitch.
Do not submit elaborate formats, bindings, or color presentations.
PRE-PROPOSAL CONFERENCE/SITE VISIT RESERVATION
A second pre-proposal conference and site visit has been scheduled for 9AM (ET) Wednesday 3 August 2011.
Offerors wishing to attend must complete attached Pre-proposal Conference/Site Visit Reservation Form, Attachment 5.

Formal communications/inquiries, such as requests for clarification and/or information concerning this solicitation
MUST be in writing. When addressing questions concerning any aspect of the solicitation, state the page number, section, and paragraph number needing clarification. Submit inquiries to bryant.soule@rl.af.mil or john.haberer@rl.af.mil.
METHODS OF RESPONSE
Proposals must be mailed, couriered, or hand carried to Air Force Research Lab/RIKO, 26 Electronic Parkway, Bldg
106, Rome NY 13441-4514, no later than the date and time set for receiving offers as shown on the Standard Form
1442 Block 13a. A courtesy E-mail response should be sent. However, only the hard copy form of response will considered official. E-mail responses alone will not be considered. Facsimile and alternate proposals will not be considered.
MAGNITUDE OF CONSTRUCTION
The magnitude of this project is between $1,000,000 and $5,000,000.

SECTION M - EVALUATION FACTORS FOR AWARD
This is a competitive best value source selection in which competing offeror’s past performance history will be evaluated on a basis approximately equal to price considerations. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. All technically acceptable offerors shall be treated equally except for their prices and performance records. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The evaluation process shall proceed as follows:
A. Initially all offers shall be ranked and evaluated according to price. The extended amount for each
Contract Line Item Number (CLIN) in Section B must equal the whole dollar unit price multiplied by the number of units. The price evaluation will document (for the offers evaluated under paragraph B below) the reasonableness and affordability of the proposed total evaluated price.
B. Next, the government technical evaluation team shall evaluate the technical proposals on a pass/fail basis, assigning ratings of Acceptable, Reasonably Susceptible of Being Made Acceptable, or Unacceptable. The proposals shall be evaluated against the following sub-factors:
(1) Compatibility of the 3 required systems (Combination
MassNotification/Emergency Communication, Addressable Fire Alarm and
DetectionSystem, and Wide Area Mass Notification/Emergency Communication
System) withthe requirements: The offeror shall provide the submittals required in theProject Specifications dated 14 April 2011: Section 16721 , Paragraph 1.06A. 1 & 2
16722 Paragraph 1.06 A. 1 & 2 and Section 16729 Paragraph 1.05 A. 1& 2. The submittals will be evaluated for acceptability by comparison to thespecifications. The offeror shall also include a letter explaining and guaranteeing the compatibility of all three required systems (Combination Mass Notification/Emergency Communication, Addressable Fire Alarm and Detection System, and Wide Area Mass
Notification/Emergency Communication System).
(2) Training and Service plan for the Combination Mass Notification/Emergency
Communication and Addressable Fire Alarm and Detection System: Training: the plan shall demonstrate how the Project Specifications dated 14 April 2011 Section
16721 Paragraphs 3.07 and 3.08 will be met to ensure that when the system is commissioned and factory authorized training is provided the government will have all hardware, software, certifications, and capabilities to operate, test, and maintain the system. Service: the Project Manual dated 14 April 2011 Section 16721 Paragraphs
1.02 and 1.03 will be met so the government can if it so desires purchase adequate emergency or other support for the system after the one year warranty period.
C. The contracting officer shall seek relevant performance information on all offerors based on (1) the past and present efforts provided by the offeror and (2) data independently obtained from other
Government and commercial sources. To assess performance, the Government will use information submitted by the offeror and other sources, such as other Federal and other governmental agencies, commercial sources, and Construction Contractor Appraisal Support System (CCASS) within the Past
Performance Information Retrieval System (PPIRS).
(1) To be considered RELEVANT, efforts performed by the offeror must have been completed successfully within the last five (5) years, to include:
a. The installation of conduit, cabling, and devices for a fire alarm renovation project with a magnitude of $250,000 or greater.
(2) Relevant past efforts also meeting the following criteria will be considered MORE
RELEVANT:
- Prime contractor for a renovation project in an occupied facility with a combined electrical or fire alarm scope greater than or equal to $1,000,000.
The purpose of the past performance evaluation is to allow the Government to assess the offeror’s ability to perform the effort described in this RFP based on the offeror’s demonstrated experience.
The assessment process will result in an overall performance confidence assessment of Substantial
Confidence, Satisfactory Confidence, Limited Confidence, No Confidence, or Unknown Confidence as defined in the table below.
Offerors with no relevant past or present performance history or the offeror’s performance record is so limited that no confidence assessment rating can be reasonably assigned shall receive the rating
"Unknown Confidence," meaning the rating is treated neither favorably nor unfavorably.
C. In evaluating past performance, the Government reserves the right to give greater consideration to information on those contracts that are more recent.

If the lowest priced technically acceptable offeror is judged to have a Substantial Confidence past performance assessment, that offer represents the best value for the Government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers.
E. If the lowest priced technically acceptable offeror is not judged to have a Substantial Confidence past performance assessment, the next lowest priced technically acceptable offeror will be evaluated and the process will continue (in order by price) until a technically acceptable offeror is judged to have a
Substantial Confidence past performance assessment or until all technically acceptable offerors are evaluated. The Source Selection Authority shall make an integrated assessment best value award decision if the lowest priced technically acceptable proposal is not rated as Substantial Confidence in the past performance assessment.
F. Offerors are cautioned to submit sufficient information and in the format specified in Section L.
Offerors may be asked to clarify certain aspects of their proposal (for example, the relevance of past performance information) or respond to adverse past performance information to which the offeror has not previously had an opportunity to respond. Adverse past performance is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comments received from sources without a formal rating system. Communication conducted to resolve minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for proposal revision.
G. The Government intends to award a contract without discussions with respective offerors. The
Government, however, reserves the right to conduct discussions if deemed in its best interest.
