AFRL/RRS SOLICITATION FA8751-11-R-0006 – REPLACE FIRE ALARM SYSTEM

COMPREHENSIVE QUESTIONS AND ANSWERS, INCORPORATING RFI’S 2 - 10

Question 1 Regarding the Technical Proposal portion of the bid, Section M-B.1; Providing technical/engineered drawings that are normally supplied after an award is a practical impossibility. For proper evaluation for you to determine compatibility, would it not make more sense to allow us to supply what we determine is best to assist you to evaluate our bid? As a follow up question, if we are awarded, we prefer to provide our submission using ACAD plans. Will blank floor plans be provided to us at no charge?

Answer 1 See revised sections L&M in the Amendment to the solicitation dated 26 July 2011. Towne Engineering will provide the contractor with all AutoCAD files required for the submittal and construction documents.

Question 2 On sheets 7 & 29, the NAC panels are shown to be connected to a 120 volt/20 amp supply. On sheets 20, 21, 22, 23, 37, & 38 the NAC panels are shown to be connected to a 120 volt/20 amp supply through a surge suppressor. Do only certain NAC panels require surge suppression or is this an error?

Answer 2 The NAC circuits shown on sheets 7 & 29 should also include surge suppression.

Question 3 On sheet 1 the legend depicts “” as being the symbol for an existing thermal detector. This symbol is shown on proposed drawing sheets 39, 40, 41, 42, 43, & 44. Does this mean that these detectors will be used in the new system? If so, how will we be able to parallel the old system with the new one?

Answer 3 The symbol referred to on proposed drawings 39-44 is in error; the symbol should be for a new thermal detector.

Question 4 On sheet #2 located off of the north-west corner of Building #2 is a High Power Speaker Array. It is located on a grassy island next to a maple tree. What should be done with the tree?

Answer 4 Locate High Power Speaker Arrays to accommodate all existing architectural and landscape features.

Question 5 In some sections in Building #3 there is a steel frame-work that hangs down from the deck above. This framework supports the ACT ceiling and mechanical and electrical systems. Would it be permissible to attach the cable supports to this framework?

Answer 5 It will be acceptable to use the existing framework to hang cable supports in accordance with specification section 16190. Attaching conduit/wire support from existing ceiling grid will not be allowed.

Question 6 When existing devices are removed in finished areas, will it be permissible to install blank plates over the empty boxes? (For walls) On ceilings will blank plates be installed over empty existing openings or will the tiles need to be replaced?

Answer 6 For removed wall surface mounted equipment, patch holes and paint to match. For removed flush mount equipment, blank cover plates shall be acceptable-painted to match. For equipment removed from ceilings that leave openings, the ceiling tile shall be replaced.

Question 7 Would it be permissible to use compact electric lifts in finished areas? For example: the corridors in building 3.

Answer 7 Compact electric lifts will be allowed in corridors only when approved by RIOCO representative (project inspector) after coordination with space occupants.

Question 8 Per RFP drawing 10-0005-02 (Proposed Site Plan) and specification sections 16572/16722, which describes the location and requirements of the high power speaker array. Drawing 10-0005-02 states that “The information contained on this drawing was obtained from the owner and field observations. The contractor shall be responsible for field verification of all information.”

How were the locations of the high power speaker arrays determined?

Since the contractor is responsible for field verification of all information, please provide the Acoustic Analysis (sound propagation maps, acoustic layout and speaker array configurations) derived from the field observations.

Answer 8 The locations of the High Power Speaker Arrays were determined with the assistance of a speaker array vendor. The “information” referred to above includes existing utilities, architectural features and landscape features, the contractor shall be responsible for contacting UFPO & AFRL with regard to staking out all underground utilities and for field verifying the architectural and landscaping features.

Question 9 Per Solicitation, Offer and Award, section B (page 3 of 30), Item # 0001, Phase I of the project will be based on repairing the fire alarm system in buildings 2, 3, 106 and providing the wide area mass notification system. However, per RFP drawing 10-0005-01 (General), the proposed network communication schematic requires a full working network to be provided.

What is the extent of the phase I in reference to the network communication (i.e. provide/install a full working network with Monaco system including all fire alarm control panels, provide/install a partially working Monaco system and connect them to those fire alarm control panels that are included in phase I only, etc).

Answer 9 Refer to Site Visit Clarification for Phase I Network Communication System scope.

Question 10 Reference: Section L, C3d: Does any team member generated by a Teaming Agreement(s) constitute as the “offeror” within the paragraph, for the purposes of past performance, or, by definition, is only the Prime Contractor considered the “offeror”?

Answer 10 The prime contractor is considered the “offeror” in a traditional prime contractor / subcontractor relationship.

If a teaming arrangement or joint venture is proposed, the Government will recognize the integrity and validity of contractor team arrangements, provided the arrangements are identified and company relationships are fully disclosed in the offer. In this case, the team or joint venture is considered the “offeror”.

If a prime proposes to “team” in order to provide relevant past performance or to meet any other term or condition of the solicitation, the specifics of the agreement must be disclosed in the proposal. Any teaming arrangement will be incorporated into any subsequent contract either via clause inclusion, attachment to award, or some other means.

If a teaming agreement is disclosed, past performance information submitted must reference relevant past contracts performed as a team. If no past performance as a team is available, a rating of “neutral confidence” will be assigned for the past performance confidence assessment of the teaming arrangement.
