About this file

This is a Questions and Answers document for the EPIC Solicitation (FA8750269R001), Version 1 dated 3 August 2026, addressing clarifications on a new Other Transaction Agreement (OTA) Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle.

The solicitation seeks a Consortium manager/lead to coordinate prototype projects across seven AFRL Directorates with a white paper response deadline of 12 August 2026. The OTA Lead role is exclusively a management position and does not permit technical performance work on projects. Historical funding data indicates the predecessor effort awarded approximately 19 Project Level Orders (PLOs) valued at $210 million over four years, averaging $52.5 million annually, though that represented only a portion of one directorate. The Government cannot project orders or face values for this expanded enterprise-wide contract due to lack of historical data. The contract has an unlimited ceiling with no current funds available. Cybersecurity compliance requires CMMC Level 2 Self certification. The document clarifies that white paper responses are required only from those interested in the Consortium manager/lead position, not from those seeking to provide technical capabilities under the contract.

EPIC Solicitation Questions and Answers Version 1 dated 3 August 2026

Question No Question Government Response

Is the upcoming white paper response due on 12 Aug for those interested in being the OT lead/manager or for those interested in providing capability on the OT?

The white paper response deadline of 12 August 2026 is for those interested in being the Consortium manager/lead, not for those providing a capability on the OT.

Understanding that the ceiling is unlimited and funds are not currently available, in order to best estimate costs, what should Offerors assume in terms of annual AF prototype project funding and annual number of awarded prototype projects?

The Government is unable to provide an estimate of projected orders or their face values because this is a new OTA IDV with no historical estimates to rely on. This vehicle is now an enterprise-wide contract encompassing seven AFRL Directorates and their associated technology areas. The only available historical data comes from a single Directorate that scoped technology soley for C4ISR, which awarded approximately 19 Project Level Orders (PLOs) valued at $210 Million over a 4-year period (averaging $52.5 Million annually). This previously effort represented only a portion of one single Directorate.

Regarding Attachment 6 (Reps and Certs), Page 6, the required CMMC Level is blank with a note for the Contracting Officer to insert. Is the requirement Level 2 Self or Level 2 C3PAO? The CMMC requirement is Level 2 Self

Is the intention to identify an OTP Manager, which will coordinate work performed under the OTP? Yes, the solicitation is intended for those interested in being the Consortium manager/lead.

Are we correct in thinking being the OT Lead will preclude us from performing work under the contract? Yes, the OT Lead will not be a technical performer under this effort.
