MEMORANDUM FOR OFFERORS
FROM: AFRL/RIKE
26 Electronic Parkway Rome NY 13441-4514
SUBJECT: Research, Enhancement, and Deployment of the Enterprise Cross Domain Solution (REDE-CDS)
1. Attached for your review and comments is Draft Request for Proposal (DRFP) FA8750- 13-R-0001 entitled Research, Enhancement, and Deployment of the Enterprise Cross Domain Solution (REDE-CDS). Our objective in providing you with this DRFP is to promote early exchange of information with industry and solicit comments. I encourage you to suggest revisions to performance, schedule or other contractual requirements which would make proposed effort more realistic and achievable. Your response is voluntary.
Your comments and suggestions will become the property of the Government unless restrictive legends are applied. In the latter event, the Government will apply appropriate safeguards. Your comments will remain anonymous unless your release is obtained in writing. The Government does not intend to negotiate or call for offers during this process unless you are advised by RFP amendment.
2. This effort is to research new Cross Domain Transfer Solution technologies, enhance current solutions utilizing technologies from varying Technology Readiness Levels (TRLs), and deploy and support these solutions to meet the current and rapidly evolving Intelligence needs of the Air Force (AF), Department of Defense (DoD), the 16 Intelligence Community components of the Office of the Director of National Intelligence (ODNI) and Coalition partners. This effort will result in the availability of scalable, certified, Cross Domain Transfer solutions to be utilized by AF, US Government agencies and coalition partners to enable bi-directional flow of data between two or more security domains accredited for operation at different classification levels.
Cross Domain Transfer Solutions provide authorized users the ability to securely transfer data between interconnected security domains, concurrently auditing all cross domain data transfer and protecting the domains from unauthorized access or malicious attack. Our current view of the total risk has led us to tentatively select an Indefinite-Delivery, Indefinite-Quantity, Cost Plus Fixed Fee as the contractual instrument type. I ask you also to assess the risk and the type of contract contemplated. If you feel a different type should be used, please tell us what type contract you suggest and provide a detailed rationale why, including a discussion of your assessment of the risk.*
3. Please provide your comments on or before 14 September 2012.
4. Please address your response to Amber Buckley, Contract Specialist at Amber.Buckley@rl.af.mil.
5. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS
OF THIS DRAFT REQUEST FOR PROPOSAL, OR OTHERWISE PAY FOR THE
INFORMATION SOLICITED.
