Air Space Precision Engagement Research & Engineering (ASPERE) RFP Questions and Responses dated 27 February 2012 & Amended on 1 March 2012, 5 March 2012, and 12 March 2012

1) Question: Regarding the above referenced solicitation, on page L-22, paragraph (5) describes the experience evaluation criteria for the Management Volume. The last two sentences of this paragraph state: 'List the offeror's applicable labor category on each resume. No specific names of personnel shall be provided.' The evaluation criteria for the Technical Volume have similar statements. We request a clarification on whether no specific name restriction is limited to the resumes. Is it permissible to identify key personnel by name in program organization charts and staffing plans?

Response: Per page L-21, RIK-L005 (a), the org chart should address the business (corporate) structure not individual names of personnel.

Question: Understood for the corporate structure (a), however, how about paragraph (a) (2), the PMO org chart? Also, can we insert an org chart with names in the technical volume for the Order 0001 and 0002 Stand up Plan as described on page 20 of 30, Section L, paragraph (2)?

Response: Refrain from using names in the PMO chart and any ORG chart.

2) Question: Clause RIK-L012, page 29, section L, (a) reads "This effort involves performance in the Federal Republic of Germany (FRG) . . ." And (b) and (c) explains what the offeror needs to provide to be in compliance with this requirement. However, there is no other reference of FRG support, either in the SOW's for the basic effort and for TO's 0001 and 0002 or in clause RIK-L006 (Program Effort), page 22, section L. This appears to not apply based on the Task Orders requested. Please clarify if the offeror is to include this information in Volume I.

Response: Germany performance does not apply under Order 0001 or Order 0002 however may be applicable under future orders. Since the offeror is proposing against Order 0001 and Order 0002 this information is not necessary. Amended RFP (Amendment No.1) to remove “Notice of Review Requirement to Obtain Individual Logistics Support in the Federal Republic of Germany”.

3) Question: Page 22 of 30, Section L, Clause L/RIK-L006 PROGRAM EFFORT/(c) Scoping for ORDER 0001/(5) On-site engineering support: (i) states Schreiver AFB, Seven (7) People, working 5 days/week, 8 hours/day

Attachment 4, Order 0001, Page 9 of 10, Section H, Clause RIK-H009, - ALTERNATE 1/Alt I, Para (f) states:

The Government support to be furnished under this contract is as follows:

1) Workspace within AF TENCAP Schriever, AFB, CO / (insert POC here - TBD), for up to five (5) persons. Access is required minimum 5 days a week, 8 hours/day. Support includes: desk space, access to work stations, access to copying and FAX devices (if available), provisions for Government Identification Cards and Badges, and telephones.

Response: Five (5) persons was a typo under Attachment 4, Order 0001, Page 9 of 10, Section H, Clause RIK-H009, - ALTERNATE 1/Alt I, Para (f). The correct number of persons is seven (7). Amended RFP (Amendment No.1) to correct typo.

4) Question: The ASPERE RFP is posted to FedBizOpps and we are interested in teaming as a subcontractor. Is that anyone we can reach out to about teaming?

Response: A list of Industry Day Attendees was posted to FBO to provide contact information for teaming opportunities.

5) Question: Page L-6, para (c)(5) states: "All pages shall be numbered sequentially for the first to the last page using only arabic numerals.." Do these instructions apply to the title page and table of contents? Or from the first page of the document included in the page count restriction?

Response: RIK-L001 (a) states that the table of contents and tabs are exempt from page limits, therefore it is not necessary to apply the numbering instructions to the title page and/or table of contents.

6) Question: On page 22 of 30, Section L, RIK-L006 (4) and (5): both refer to “on-site engineering”, is the 7 people referenced in #5 included in the 284 number referenced in #4 or are they two different requirements?

Response: The 7 people referenced in #5 are included in the 284 number referenced in #4.
