Kessel Run PRIME Contract RFI

Introduction:

AFLCMC C3C, Kessel Run (KR) has the responsibility of developing, fielding, and operating mission critical warfighting applications in support of the U.S. Air Force. These applications need to be operationally available and mission capable 24/7/365 in highly contested environments.

Because of these high-level demands, KR must constantly evolve with the needs and requirements of the Warfighter. This agile approach extends to the services we contract from industry. Moreover, KR must adopt a mature acquisition strategy that provides for an agile procurement of services to maintain pace with a constantly changing threat environment.

Therefore, it is the intent of KR to solicit responses from responsible sources to this Request for Information (RFI) to collaboratively review and refine the attached requirements, ensuring they are clear, comprehensive, and fully actionable.

Context and Guidance:

• Do not assume these requirements will be consolidated into a single RFP. If the government decides to proceed with this initiative, it could lead to multiple contract efforts.

• Information about the current state of technologies and systems in use has been intentionally excluded from this RFI.

ο The primary objective is to validate the completeness and clarity of the requirements, ensuring they support a robust application platform and IT services organization.

ο Feedback should focus on the requirements themselves, not on implementation details or existing solutions.

Response Details:

Please provide the following information in response to this RFI. Responses should be provided in the attached Excel template.

• General Information ο Company Name ο Company Headquarter Address ο Company Point of Contact (POC) ο CAGE Code ο Company Facility Clearance Level ο Utilizing NAICS Code 541511 or 541512 with a small business size standard of $34M, please identify your business size to include socio-economic status.

• Answers to the following questions:

ο Are you a current contract holder to any Government Wide Acquisition Contracts (GWACs) or Multiple Award Contracts? If so, what is the maximum number of Task Orders (TO) you have led as a prime contractor in total and concurrently? What are the contract numbers and total dollar values of those?

ο Do you recommend a different/additional NAICS code(s) for these services/capabilities/ solutions based on the summary of requirements?

ο Has DCAA audited your accounting system and determined it to be adequate?

ο Does your firm have prior experience with Cost Accounting Standards (CAS) rules and regulations?

• Assessment of each requirement block across each of the following factors:

ο Scope of capability: List the requirement blocks that your firm is capable of delivering. For the blocks within your capability, list example contracts that you have delivered in the last 3 years.

ο Requirement clarity: Indicate specific requirements where enhanced clarity is required.

ο Areas of concern: Highlight any concerns regarding the requirements, including potential conflicts, overlaps, gaps, or risks.

Responses should not include:

• Solution Proposals or Detailed Designs: Architectures, configurations, BOMs, implementation plans, code, or specific product selections.

• Pricing Information: ROM ranges, quotes, rate cards, cost breakdowns, or BAFOs.

• Binding Commitments: Schedules, delivery dates, capacity/availability, SLAs, or exclusivity/teaming agreements.

• Demonstrations or Pilots: POCs, free trials, demos, site visits, or hardware/software samples.

• Staffing, Contract Terms, or Marketing: Detailed staffing, contract terms, proprietary technical disclosures, or marketing collateral unrelated to requirement feedback.

To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be handled accordingly and protected from disclosure. Proprietary information will be safeguarded in accordance with the applicable Government regulations. The Government shall not be liable for damages related to proprietary information that is not properly identified. Any submissions in response to this RFI constitutes consent for that submission to be reviewed by Government personnel, Federally Funded Research and Development Center (FFRDC) Contractor employees, and Advisory & Assistance Services (A&AS) Contractor employees supporting the All Domain Common Platform (ADCP) program and/or AFLCMC/C3C (Kessel Run). All Government and Department of Defense (DoD) contractor personnel reviewing RFI responses understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information.

We will not accept classified information.
