About this file
This document is a Request for Information (RFI) for the Kessel Run Platform, Resources, Infrastructure, Management, Engineering (PRIME) Contract issued by the Air Force Materiel Command Lifecycle Management Center (AFLCMC) C3C. The RFI seeks industry feedback on three primary focus areas: Application Platform, Infrastructure, and End User Services, with the goal of developing mission-critical warfighting applications for the U.S. Air Force that can operate 24/7/365 in highly contested environments.
Respondents are required to complete an Excel template addressing general company information, NAICS codes, contract experience, accounting system status, and an assessment of requirement blocks across scope of capability, requirement clarity, and potential concerns. The RFI emphasizes that this may result in multiple contract efforts, not a single RFP, and specifically prohibits solution proposals, pricing information, binding commitments, demonstrations, and marketing materials. Responses are due by November 14, 2025, and should be submitted to Capt Kevin Rivera, with a small business size standard of $34M under NAICS codes 541511 or 541512. The government intends to award outcome-based contracts for specific platform aspects rather than an overarching integrator contract.

Kessel Run Platform, Resources, Infrastructure, Management, Engineering (PRIME) Contract RFI, Amendment 1
Amendment:
Due to the direction of AOC software changing within Kessel Run, the exact scope of this acquisition effort is unknown at the present time, however, AFLCMC/C3C still expects to have a requirement for platform services The Government recognizes that this is a broad Request for Information and encourages respondents to focus on the focus areas and sections that they consider to be their core competencies when providing responses. The Government's goal is to award outcome-based contracts for concrete aspects of the platform, not an overarching integrator contract.
Introduction:
AFLCMC C3C, Kessel Run (KR) has the responsibility of developing, fielding, and operating mission critical warfighting applications in support of the U.S. Air Force. These applications need to be operationally available and mission capable 24/7/365 in highly contested environments.
Because of these high-level demands, KR must constantly evolve with the needs and requirements of the Warfighter. This agile approach extends to the services we contract from industry. Moreover, KR must adopt a mature acquisition strategy that provides for an agile procurement of services to maintain pace with a constantly changing threat environment.
Therefore, it is the intent of KR to solicit responses from responsible sources to this Request for Information (RFI) to collaboratively review and refine the attached requirements, ensuring they are clear, comprehensive, and fully actionable.
