About this file

This document contains questions and answers related to a federal contract opportunity for a Commercial Solutions Opening (CSO) solicitation from the U.S. Air Force Kessel Run division for testing standards. The solicitation seeks expertise to support the identification of test standards, auditing those test standards, and reporting metrics on those test standards. The period of performance will depend on the vendor's proposed solution, with no specific timeframe provided. The government does not have an estimate of the number of FTEs required, as this will vary based on the proposed solution. This is a new requirement, not an existing contract. The due date for offers is August 26, 2024.

1. Does the government have an estimated number of applications that need to be tested?

Answer: We are not looking for a vendor to test our applications; rather we are looking for a vendor to provide a solution in the form of testing standards that the government implements.

2. What is the expected period of performance? On page 2 of DCSO step 1 testing call is 30 Sept 2024 to 30 July 2025, but on Attachment 2 Technical Proposal Format it states the base period may be / but not exceed 12 months. We want to clarify the # of months for pricing purposes.

Answer: CSOs allow offerors to provide innovative solutions to an organization’s capability gap or Area of Interest. The period of performance (PoP) or delivery date will depend on your proposed solution. Please include a proposed PoP or delivery date in your proposal based on your proposed solution.

3. Does the government have an estimate of FTEs they expect will be needed to complete this scope and scale of work?

Answer: If FTEs are part of the proposed solution, it will vary depending on the proposed solution and should be part of your proposal. The Government does not have an estimate.

4. Is this a new requirement or is an incumbent performing these services?

Answer: This is a new requirement.
