About this file

This document is an Attachment 4 - Evaluation Criteria and Selection Process for a federal contract opportunity. The key details are:

The government will review each proposal and select the offerors that have the greatest potential to meet the needs of the Kessel Run Test Standards requirements. Proposals will be evaluated on three equally important factors: technical approach, importance to agency program, and funds availability. Proposals will be categorized as Recommended, Selectable, or Not Selectable based on the evaluation. The government reserves the right to award some, all, or none of the proposals. No other evaluation criteria will be used, and proposals will not be ranked but evaluated on their own merit. Prior to award, the contracting officer will determine price reasonableness. Offerors will be notified via email if their proposal is recommended for award, but this is not a contract award and does not ensure award, as availability of funds and successful negotiations are prerequisites.

B. The offerors understanding of the technical scope of the technical effort.

C. Soundness of the offerors approach.

D. Adequately addressing security and ITAR requirements. For this effort, personnel accessing government systems must have a clearance. Offerors may need to access ITAR data and an approved DD2345 must be provided if applicable.

Cost/Price Evaluation A. Realism of the proposed price B. If the offeror proposes the use of GFP other than any GFP identified in this call, and that proposed GFP provides the offeror an unfair competitive advantage, then FAR 45.202 requires rental equivalent be applied to the cost factor for evaluation purposes only.

i. No other evaluation criteria will be used.

ii. Proposals will not be ranked; each proposal will be evaluated on its own merit.
