Industry Day Instructions
FA8723-24-R-0003
1.0 Introduction
The Space Systems Command (SSC) North American Aerospace Defense Command (NORAD) Cheyenne Mountain Complex Integrated Tactical Warning/Attack Assessment (NCMC- ITW/AA) Branch (SZQN) will be fielding an Industry Day to exchange information about upcoming requirements for the NCMC-ITW/AA program and how industry can deliver solutions to those requirements.
2.0 Background
2.1 The NCMC-ITW/AA system provides timely, unambiguous, continuous warning and attack assessment of air, missile, and space threats to North America and geographical theaters. This system integrates and correlates missile launch and surveillance information from certified sources to assesses the nature of an enemy launch or attack, and issues warnings to the US National Command Authority, Canadian National Leadership, National Military Command Center (NMCC) and Combatant Commanders (C2). NCMC-ITW/AA and Legacy Space C2 systems provide NORAD/NORTHCOM, USSTRATCOM, USSPACECOM, and US Space Force command structures with the information management capabilities, decision aids, and connectivity required to monitor, assess, plan, and execute assigned strategic defense, space, and missile defense missions.
2.2 Legacy Space C2 consists of systems and applications that maintain the space-related accuracy requirements to perform Space Situational Awareness (SSA) processing and analysis.
The mission of Legacy Space C2 is to provide centralized C2, Earth Satellite Vehicle (ESV) surveillance, Space Object Identification (SOI), SSA, and operations support for the space mission in support of the Combined Force Space Component Command (CFSCC) and all Combatant Commands (COCOMs).
3.0. Problem Set
The Government is conducting planning activities to prepare for a future operations, maintenance, and sustainment (OM&S) follow-on contract to succeed the current NISSC II Follow-On Contract. At present, the effort will focus on two primary areas of interest: the operations, maintenance, and sustainment of NCMC-ITW/AA, including Legacy Space C2; and the infrastructure operations, maintenance, and support of Cheyenne Mountain Space Force Station (CMSFS) resources.
3.1. Operations, Maintenance, and Sustainment of ITW/AA C2 systems and Legacy Space C2 Systems and Applications
Operations, Maintenance, and Sustainment Activities for ITW/AA systems, to include covered systems and supporting infrastructure is a complex system of systems that is distributed over multiple sites. Maintenance and support require skill sets from multiple disciplines working in concert in a dynamic environment. Obsolescence-driven technology refresh efforts, software and hardware maintenance and modification actions, coordination with test facilities, and the deployment to one or more sites requires technical expertise and effective resource management to maintain operator capability and to ensure availability of mission equipment.
The NISSC II Follow-On OM&S Contract includes all activities for CCIC2S and Legacy Space C2 to assure mission performance meets requirements defined in the approved CCIC2S SRD and Legacy Space C2 SRD.
3.2. CMSFS Infrastructure Operations, Maintenance, and Support
The 21st Communications Squadron (CS) under Space Base Delta 1 at Peterson SFB is responsible for the administration and specialized security, communications, computing, and network systems that make up the CMSFS base information systems infrastructure. These systems are not active components of CCIC2S or Legacy Space C2 but do involve shared resources for the C2 enterprise. The OM&S Contractor will provide operations and maintenance support to the 21st for co-located base information systems infrastructure.
