1. Will suppliers be required to get Letters of Intent from OEM’s in order to compete?

Internal working of DPE LRUs are Boeing proprietary.

2. Does sustainment require any contractor facilities or just USAF base support? What locations?

The locations are Tyndall AFB and AMARG in Tucson.

3. Does sustainment include OFP changes/modifications that will require verification efforts?

The current Aerial target maintenance contract (FA4890-21-R-0012) addresses avionics test, repair (PWS 3.1.3.3). How will this contract support or differ?

The answer is YES for the DPE OFP and PSE OFP but NO for the F-16 OFP.

4. Can a list of QF-16 program CDRL’s be provided. Will all existing QF-16 CDRL’s be available to supplier(s) before or after contract award?

Yes, preliminary CDRLs have been drafted. Final versions will be available.

5. The current Aerial target maintenance contract (FA4890-21-R-0012) addresses scheduled/unscheduled maintenance (PWS 3.1.2.3): “Maintain FSAT systems to include but not limited to, armament, egress, aircraft engine, avionics/communications navigation, drone peculiar equipment, pneudraulics/hydraulics, electrical-environmental, recovery, Aircrew Flight Equipment, and fuels.”

a. How does this affect the current requirement, or where will the determination of responsibility be made?

Contractor for the DPE sustainment will only need to address DPE operational issues. Contractor will not be responsible for Grey jet issues.

b. Is the new effort meant as ‘backshop’ or I/D-level repairs, whereas the current provider covers O-level repairs?

i. If so, how is readiness and serviceability responsibility determined?

The contractor would be responsible for I/D level DPE LRU repairs to include providing technical assistance for DPE O-level repairs on an as-needed basis.

6. The current Aerial target maintenance contract (FA4890-21-R-0012) addresses Test and SE Maintenance (PWS 3.1.4.2). “Manage and maintain all test and SE specified in Appendix D, including SSAT/FSAT non-traditional AGE, IAW applicable TOs and manufacturers’ manuals, with the exception of equipment maintained by the host base PMEL shops per the Host Tenant Support Agreement.”

a. How will the determination of responsibility be made, or is the current requirement responsible for ‘backshop’ or I-level maintenance and supply support, vice O-level support by current provider? Please clarify.

Same as above, the contractor will only need to address PSE issues that arise with PSE, I.e. software/hardware changes, I/D level PSE LRU repairs. Care and feeding of the PSE equipment falls under the maintenance contractor to include PMEL of the equipment as necessary.
