About this file

This is a Questions and Answers (Q&A) document for a federal contract opportunity involving the development of a missile weapon system and launch container. The document contains eleven clarifications issued between July 9 and July 28, 2026, addressing proposal submission requirements, technical specifications, and oral presentation procedures.

Key deadline modifications include a new Pricing Section deadline of 11:59 PM CDT on August 16, 2026, while the Technical Section remains due August 3, 2026. Proposals must comply with specified design cycle timelines from the Statement of Objectives and cannot extend beyond 12 inches from the missile pod. Regarding presentations, offerors may submit updated slides by August 16, 2026 to clarify or correct previous submissions, though new content is prohibited. Physical company materials are not permitted at oral presentations. The Government clarified that fire control electronics responsibility lies with the launcher system, which must be weapon-agnostic and capable of communicating with missile pods to obtain weapon information and provide launch commands. Pricing documentation should align with the ALIN/subALIN structure specified in the Contract Specification Package (CSP), and all proposals must remain unclassified with presentations limited to CUI level or below. There is no restriction on the number of personnel attending or presenting, though actual seating may be limited.

Date added Question Answer 1 9-Jul-26 Can the proposal deadline be extended? The Pricing Section of the proposal is now due at 11:59PM CDT on 16

August 2026. The Technical Section of the proposal is still due 3 August 2026 in accordance with the original solicitation.

2 9-Jul-26 Can the missile extend more than 12 inches beyond the end of the missile pod? No. The proposed weapon system must be within the limits of the provided requirements package.

3 9-Jul-26 Can vendors propose longer design cycles than in the SOO? No. Proposals exceeding the design cycle timelines provided in the SOO will be considered non-compliant and may not be considered for award.

4 9-Jul-26 Are the dollar values on the draft contract correct? No. The values stated on the draft contract are place holders and not the actually value.

5 16-Jul-26 Would Government accept an update to the slide deck on the day of the oral presentation from what was originally submitted on August 3rd? If so, will this updated version be considered the technical volume of record for our submission? If so, further assume we will note changes on slide text section of PowerPoint?

Offerors may make updates/corrections to slides presented. These updates should not add new content but can clarify or correct the previous submission. Changes should be annotated and highlighted during the presentation. Offerors must deliver ONLY the INDIVIDUAL UPDATED SLIDES to the Government by 11:59 PM on 16 August 2026.

The updated slides will be considered part of the official submission.

6 16-Jul-26 Is it permitted to bring any physical company materials to supplement our presentation on the day (that are not in briefing charts)?

No. Please stick to presenting content only in the slide presentations.

7 16-Jul-26 Could you please confirm how many individuals are allowed to attend and present during the oral presentation?

There is no limit to personnel to attend and present, but please understand actual seating may be limited.

8 28-Jul-26 What level of pricing documentation should be provided for the proposal? Offerors should refer to the "Price Section" in the CSP to determine what documentation to provide. Please ensure that proposed pricing aligns with the ALIN/subALIN structure provided in the "Price Section" for each respective proposed system.

9 28-Jul-26 Is there a limit on the number of presenters for the Oral presentation? Please see the answer to question 7 above.

10 28-Jul-26 Should companies provide presenter security clearance information to the

Government?

No. Presentations, including Q&A, will be at CUI level or below. The presentations will be held in a room not capable of facilitating classified discussions. All proposals are expected to be unclassified.

11 28-Jul-26 Should vendors consider the fire control electronics (typically tightly coupled to the missile design and performance) to be the responsibility of the missile vendor/pod, or the launch container?

The launcher must house and execute the fire control system commands. It is expected to receive fire control information from external battle management sources, to communicate with the weapons in the missile pods to obtain and relay weapon information and status, provide all data necessary for the missile to develop initial intercept missions, and provide launch commands. The launcher fire control system is expected to be weapon agnostic.
