Broad Agency Announcement (BAA) FA8651-21-S-0001, Weapon Engagement Simulation Technology for Advanced Research (WESTAR) BAA Questions and Answers

Item Question Item Answer

Q1

Ref: BAA, pg.9, Section IV.2.b.iii - The BAA states: "iii. Page Limitations: The following describes proposal page limitations: Technical/Management Proposal shall be limited to 100 pages (Basic IDIQ is limited to 40 pages; Task Order 1 is limited to 60 pages). The SOW is not included in the page count. Technical proposal and Statements of Work must be provided in Microsoft Word."

Would the Government consider allowing the front matter (cover page, table of contents, table of figures, glossary/acronym list) to be excluded from page count or would the Government prefer for this content to be in an Appendix to Volume 1?

A1

No, front matter will not be excluded from the page count. As stated in the BAA, proposal page limits are strictly enforced (Ref: pg. 16, Section 3)c). The page limitation covers all information (Ref: BAA, pg.9, Section IV.2.b.iii). Any pages in excess of the stated page limitation after the format check will not be considered for evaluation purposes.

Q2

Ref: BAA, pg. 7, Section III.4.b - Paragraph 4.b. states the Offer or shall submit a copy of their approved DD Form 2345, Military Critical Technical Data Agreement. Would the Government please confirm that this form should be included in the Cost/Business Proposal? A2

Yes. The approved DD Form 2345 can be included in the cost/business proposal. See BAA Amendment 1, pg. 7, for update.

Q3 Ref: BAA, pgs. 10 and 15, IV.2.c.i.a and Ice - Section IV indicates the Government anticipates adequate price competition. Section IX, Paragraph c. states a proposal adequacy checklist (Attachment 6) is provided for information purposes only. Will the Government confirm Offertory are not required to submit the proposal adequacy checklist with their proposal submission?

A3

Correct. Adequate price competition is anticipated, therefore, the DFARS 252.215-7009 Proposal Adequacy Checklist is provided for information only. See BAA Amendment 1, pg. 15 for update

Q4

Ref: BAA, pgs. 12 and 13, IV.2.c.ii and IV.2.c.ii.j - The instructions for the Cost Element Breakdown states "Detailed cost element breakdowns by Government Fiscal Year or calendar year are not required." However in Section IV, Paragraph 2.c.ii.j. it states "Offertory should include a project funding profile by Government Fiscal Year (GFY) (1 October through 30 Sept) for budgetary purposes." Will the Government please clarify if Offertory are required to provide a CEB by CLIN by GFY?

A4

The requirement to include a project funding profile by GFY for budgetary purposes does not require a cost element breakdown. For Task Order 1, project funding profiles would be required for each CLIN since they have different periods of performance. See BAA Amendment 1, pg. 13, for update.

Q5

Ref: Basic IDIQ Model Contract, pg. 1, SF26 - The IDIQ Model Contract indicates the ordering period is 60 months from effective date (block 3 of the SF26) which states 01 Jan 2021. For pricing purposes and to ensure consistency across all Offerors, will the Government provide the anticipated period of performance start date? Are there anticipated start dates for each of the CLINs in Task Order 1?

A5

The basic IDIQ contract ordering period is 60 months from award date. Anticipated award date is 1 September 2021. Task Order 1, CLIN 0001 is anticipated to be awarded with the basic contract.

Task Order 1, Options CLINs 0002 - 0006 must be awarded within 6 months of award date of the basic contract. The government currently anticipates awarding the options just after award of the basic. See Basic IDIQ Model Contract Revision 1, Block 3, for update.

Q6 Ref: Task Order 1 SOO, pg. 6, CLIN 0002 - Trips are listed as "1 week" - Will the Government please specify the number of days to be travelled?

A6 Mon-Fri (5 days, 4 nights). See Task Order SOO Revision 1, pg. 6, for update.

Q7 Ref: Task Order 1 SOO, pg. 16, CLIN 0004, Section F - Deliverable: The following CDRLS will apply to CLIN 0003. - Since this is listed under CLIN 0004, will the Government please verify the deliverables that apply to CLIN 0004?

A7 Yes, the deliverables apply to CLIN 0004. See Task Order SOO Revision 1, pg. 16, for update.

Q8 Ref: Task Order 1 SOO, pg. 19, CLIN 0005 - No travel length is listed - only two people/ two trips per year. Will the Government please specify the actual number of days to be travelled?

A8 Mon-Fri (5 days, 4 nights). See Task Order SOO Revision 1, pg. 19, for update.

Q9 Ref: Task Order 1 SOO, pg. 24, CLIN 0006 - Travel is listed as "2 weeks" Will the Government please specify the actual number of days to be travelled?

A9 Sun-Sun (14 days, 13 nights). See Task Order SOO Revision 1, pg. 24, for update.

Q10

Ref: Task Order 1 SOO, pgs. 3, 8, 12, 17, 20, and 25, CDRL Tables - The CDRL Table for each of the 6 CLINs lists CDRL A014 Contract Funds Status Report (CFSR) (>$1.3M required). Request the government consider the CSFR as NOT applying to any of the 6 CLINs. Rationale: (1) CDRL A015 Funds and Man-hour Expenditure Report (FEMR) is required monthly for all 6 CLINs and (2) the level of effort required to produce the CFSR will increase PMO costs and labor hours (work breakdown structure, multiple appropriations, etc.).

A10

The CDRLs are required as stated in Task Order 1.
