Over the five year ordering period of the contract it is possible that new requirements would have more fidelity as tasks are completed. Lessons learned, potentially more mature systems, and use of historical information in order to provide more defined requirements. Research and Development does not lend itself to FFP type contracts, however, the government should keep FFP available to use if possible.

A8 The majority of work can and is encouraged to be completed on Eglin AFB in government facilities.

Q9 Which contracts will interface with the WESTAR contractor and require Associate Contractor Agreements (ACAs) to be in place during the performance period?

A9

BAA Ref: page 15, paragraph e; The contracting officer may require ACAs when contractors working on separate Government contracts must cooperate, share resources or otherwise jointly participate in working on contracts or projects. For each award, the contracting officer will identify associate contractors with whom agreements are required. The government is unable to determine specific contracts that will require ACAs at this time.

Q10

The Draft BAA evaluation criteria refers to Task Order 1 and the Basic contract. A Statement of Objectives was provided as Task Order with multiple CLINs. Which of these would need to be addressed in the technical proposal? Is there a separate IDIQ or Basic SOW that the contractors also must propose to? Is the file names of the Model Contract Attachment 1 intended to be the SOW for the IDIQ or Base contract?

A10

All of the CLINs for Task Order 1 should be addressed in the technical and cost proposals. The IDIQ Statement of Objectives will be provided as the Basic IDIQ Model Contract, Section J, Attachment 1, and should also be addressed in the technical proposal.
