THIS ONE-STEP SOLICITATION IS FOR CALL 01 ISSUED UNDER KAIJU BAA.

Unless otherwise stated in this call, all requirements listed within the basic

BAA announcement are considered applicable. Offerors should monitor the System for Award Management (SAM) website at http://www.SAM.gov in the event this announcement is amended or calls are issued.

Intent to Propose: Offerors that anticipate submitting a proposal are requested to submit an e-mail to Caleb Rose, AFRL/RYKSR, Contract Specialist, at Caleb.Rose.1@us.af.mil containing the name of the contractor, the POC, and the contractor’s intent to submit a proposal. This “Intent to Propose” is requested by 01 June 2022, 3:00 p.m. local time.

Proposal Due Date and Time:

PROPOSAL DUE DATE AND TIME – June 14th 2022, 3:00p.m. Wright- Patterson AFB, OH local time. NOTE: Proposal receipt after the due date and time shall be goverened by the provisions of FAR 52.215-1(c)(3)

Delivery Instructions: Due to COVID 19, the AF requests electronic proposals be submitted using BOTH DoD SAFE (primary method) and email (backup method) to the following addresses:

The maximum email file size the Government can receive is 20 MB.

If the contractor needs a DoD SAFE drop-off invite from the AF, please send that request to caleb.rose.1@us.af.mil and jennifer.skalski@us.af.mil no later than 7 days prior to the due date of proposals to ensure a drop off code is provided in a timely manner.

Solicitation Request: Air Force Research Laboratory, Sensors Directorate, AFRL/RYW, Wright Patterson Air Force Base is soliciting technical and cost proposals on the research effort described below.

Type of Contract/Instrument: The Air Force reserves the right to award the instrument best suited to the nature of research proposed. Accordingly, the Government may award any appropriate contract type under the FAR or Other Transaction (OT) for Prototype, grant, cooperative agreement, or OT for Research.

The Air Force may also consider award of an appropriate technology transfer mechanism if applicable. It is anticipated that awards under this Call will generally be Cost Plus Fixed Fee. Cost reimbursement contracts require successful offerors to have an accounting system considered adequate for tracking costs applicable to the contract.

Estimated Program Cost: Total Program Value is $16,000,000.00

Anticipated Number of Awards: The Air Force anticipates awarding one (1) award for this announcement. However, the Air Force reserves the right to award zero, one, or more contracts for all, some or none of the solicited effort based on the offeror’s ability to perform desired work and funding fluctuations. There is no limit to the number of contracts that may be awarded to an individual offeror.

Brief Program Summary: The overall objective for Call 01 is to perform research and development (R&D) on the application of advanced data processing, artificial intelligence (AI), and machine learning (ML) to aid platform cognitive capability and next sortie reprogramming.

Of primary interest are the application of multi-sourced AI/ML to 1. Process synthetic and tactically recorded data to include in-phase and quadrature (I/Q), pulse descriptor word (PDW), emitter descriptor word or waveform descriptor word (EDW and WDW, respectively), and emitter identification (EID); 2. Identify and develop algorithmic solution space to learn emitter ID, intent, and behavior to enable emitter and IADS tracking and prediction; 3. Interpret and compare IMD and platform mission data; 4. Determine and analyze data traceability to perform root-cause analysis; 5. Provide analysis and visualization into MD quality; and 6.

Perform multi-tiered M&S to analyze solution space effectiveness and extensibility across the battlefield.

Additionally, the next sortie reprogramming capabilities developed under this effort will produce analysis to aid in prioritizing operational flight programming (OFP) tuning and updates as well as identifying new AI/ML capabilities to be utilized and integrated into OFP upgrade cycles.

I. Program Description: Air Force Research Laboratory, Sensors Directorate, Spectrum Warfare Division (AFRL/RYW), is soliciting technical and cost proposals on the following research effort:

1. Statement of Objective/Description of Technical Area(s): See attached

Statement of Objectives (SOO).

2. Deliverable Items:

a. Data Items: See DD Form 1423-1 Contract Data Requirements List (CDRLs) on attached SOO.

b. Software: See attached SOO.

c. Hardware: See attached SOO.

d. Other: Not applicable.

e. Significant end Items: Not applicable.

3. Schedule:

a. Overall effort: 39 months (36 for technical effort and 3 months for final reporting)

b. Data Items: Specified on individual CDRL(s)

c. Software: 36 months after award (end of technical PoP)

d. Hardware: 36 months after award (end of technical PoP)

4. Other Requirements:

a. Program security classification: This effort requires a Secret facility clearance and Secret safeguarding capability. A solicitation-ready DD254 is included as Attachment 2.

b. Export Control: Information involved in this research effort may be subject to Export Control (International Traffic in Arms Regulation (ITAR)

c. Unique/Special Clauses:

i. Organizational Conflict of Interest (OCI): OCI is not anticipated on this call.

ii. Associate Contractor Agreement (ACA): ACA is not anticipated on this call.

iii. Ground and Flight Risk Clause is applicable. DFARS 252.228-7001 will be incorporated into the resulting contract.

iv. Payment Instructions: DFARS PGI 204.7108 Payment instructions are applicable. Reference Basic BAA, Attachment 8 of the Model Contract.

v. Options: Options are not anticipated on this call.

5. Other Information:

a. Government Furnished Property (GFP) availability: GFP is not anticipated on this call.

b. Government Furnished Information (GFI): GFI is not anticipated on this call.

c. Base Support / Network Access:

vi. Available Base Facilities: AFRL/RYW anticipates providing up to 20 workspaces under this Call.

d. Data Rights: Unlimited data rights are desired for this call. See detailed information contained within the basic BAA. Data Rights desired by the contractor should be included with submission as part of the Section K (Certs and Reps), as attached to the BAA.

This funding profile is an estimate only and not a contractual obligation for funding.

All funding is subject to change due to Government discretion and availability.

Potential offerors should be aware that due to unanticipated budget fluctuations funding in any or all areas may change with little or no notice.

III. Eligibility Information

1. Eligible Offeror: This is an unrestricted solicitation. Small businesses are encouraged to propose.

2. Other:

a. Foreign participation: Foreign participation is not authorized at the prime level.

b. Export Control: This acquisition involves data that are subject to export control laws and regulations.

NOTE: You may be ineligible for award if all requirements of this solicitation are not met on the proposal due date as identified above.

IV. Proposal and Submission Information

1. Overview: Proposals submitted under this call shall be in accordance with the instructions provided both herein and within the basic BAA announcement. The Government intends to review proposals and award some, all, or none of the proposals received without negotiation/discussion;

however, the Government reserves the right to negotiate with those offeror(s) whose proposal is selected for funding. Offerors should be alert for any BAA amendments that may change proposal requirements or permit extensions to the proposal submission date.

Classified technical proposals or cost volumes will be accepted. However, offerors are encouraged to keep all elements of the proposal package unclassified. In the rare case where an offeror has a need to submit a classified appendix, please contact the technical POC for delivery instructions.

2. Proposal Instructions (One Step):

a. General Instructions:

1) Offerors will submit a technical and cost proposal within 30 working days of the solicitation. After receipt, proposals will be reviewed in accordance with the award criteria as defined in the call. Proposals will be categorized and subsequently selected for negotiations.

2) See information provided in basic BAA announcement (Section IV.3.)

3. Technical/Management Proposal (One Step):

a. Technical/Management Proposal shall be limited to thirty (30) pages.

b. Statement of Work (SOW) shall be limited to ten (10) pages.

c. See information provided in basic BAA announcement (Section IV.3.b)

4. Cost/Business Proposal (One-Step):

a. Separate the proposal into a business section and cost section. Adequate

Price Competition is anticipated for each call.

b. Subcontracting Plans: For efforts to exceed $750,000, Subcontracting

Plans shall be submitted in the cost/business proposal. Reference FAR 19.704, DFARS 219.704, and AFFARS 5319.704(a)(1) for Subcontracting Plan requirements. Small business concerns are exempt from this requirement.

c. See information provided in basic BAA announcement (Section IV.3.c)

V. Proposal Review Information

1. Peer or Scientific Review Criteria: Proposals will be reviewed using the criteria listed below. The technical aspect, which is ranked as the first order of priority, shall be reviewed based on the following criteria that are of equal order of importance.

a. Technical:

i. Unique and innovative approach proposed to accomplish the technical objectives. New and creative solutions and/or advances in knowledge, understanding, technology, and the state of the art.

ii. The offeror’s understanding of the scope of the technical effort.

iii. Soundness of the offeror’s technical approach including whether the proposal identifies major technical risks, clearly defines feasible mitigation efforts, and demonstrates related experience and qualifications of technical personnel.

iv. The potential to transition the research and development deliverables to future Government needs. Any proposed restriction on technical data or computer software will be considered.

b. Cost/Price: The cost/price criterion includes the realism of the proposed cost. Cost/Price is a substantial factor, but ranked as the second order of priority. (If an offeror proposes the use of GFP other than any GFP identified in this Call, and that proposed GFP provides the offeror an unfair competitive advantage, then FAR 45.202 requires rental equivalent be applied to the Cost Factor for evaluation purposes only).

2. Review and Selection Process

a. Categories: Based on the Peer or Scientific Review, proposals will be categorized as Selectable or Not Selectable (see definitions below). The selection of one or more sources for award will be based on the Peer or

Scientific Review, as well as importance to agency programs and funding availability.

i. Selectable: Proposals are recommended for acceptance if sufficient funding is available.

ii. Not Selectable: Even if sufficient funding existed, the proposal should not be funded.

b. No other criteria will be used.

c. Prior to award of a potentially successful offer, the Contracting Officer will make a determination regarding price reasonableness.

NOTE: The Government reserves the right to award some, all, or none of proposals. When the Government elects to award only a part of a proposal, the selected part may be categorized as Selectable, though the proposal as a whole may not merit such a categorization.

VI. Award Administration Information

Award Notices: Offerors will be notified whether their proposal is recommended for award on or about 30 working days after proposal submission. The notification is not to be construed to mean that any contract is assured, as availability of funds and successful negotiations are prerequisites to any award.

VII. Other Information

1. Proposal Reminders: You may be ineligible for award if all requirements of this call are not met on the proposal due date.

a. Proposals are due to the Contracting POC

b. Proposals are due no later than the due date and time specified in this announcement.

c. Proposal page limits are strictly enforced.

d. Proposals must be submitted in the format specified in this Call and the overall BAA.

e. The Cost/Business Proposal must contain all information described in the

Cost/Business Proposal Submission Section.

f. Offerors other than small businesses must include a subcontracting plan.

g. Offerors who have Forward Pricing Rate Agreements (FPRA’s) or Forward Pricing Rate Recommendations (FPRR’s) should submit them with their proposal.

h. If a DD254 is applicable, offerors must verify their Cognizant Security Office information is current with Defense Counterintelligence and Security

Agency (DCSA) at www.dcsa.mil.

i. If effort is subject to export control, offerors must submit a Certified DD Form 2345, Militarily Critical Technical Data Agreement, with proposal.
