QUESTIONS AND ANSWERS
27 Aug 24
1. Q) Do you anticipate Call 03 to be 100% on-base support? If not, what is your expectation for on-sight work?
A) The intention is for the large majority of work to be completed on-site, within the RYWD in-house laboratory facilities. It may be possible for some small part to be done off-site if necessary, but onsite is the goal.
2. Q) The Hedorah NOCA indicated the funding allocation to the two Technical Areas. Now that the Call 03 is out and the overall funding is reduced with same period of performance, can you provide how that funding and its profile should be split between the two Technical Areas?
A) The funding rough estimate between the efforts is 45% (9M) for task 1 MS&A and 55% (11M) for task 2 EW Chamber and Open-Air Experimentation. This is only an estimate and is subject to change based on budget availability and customer interest.
3. Q) Is Top Secret safeguarding at contractor facilities truly required? It states that in the Call 03 but it’s not as clear to us in the DD-254.
-In reviewing the DD254 we noticed that Box 11.a is marked, and Box 15.c states performance will be at AFRL/RY.
-If required, will you allow contractors to use the DD254, once it is awarded, to act as the requirement to upgrade to TS safeguarding?
A) There is not a requirement for contractor safeguarding to TS.
4. Q) Our team is preparing our response and would like clarification on whether a ROM was required for only one or both technical areas.
A) A ROM should be included for any and all parts of the SOO that the contractor plans to reply to.
