The Contractor will notify the Government Contracting Activity and the Government Security Manager within 48 hours of any incident involving the actual or suspected compromise/loss of classified information to enable the Government to conduct immediate assessment of potential impact pending formal inquiry/investigation. Actual or suspected compromise of Covered Defense Information will be reported IAW DFARS Clause 252.204-7012.
ITEM 12 (cont’d):
a. Ref Item 12: Contractor is to submit requests through the Contracting Officer for OPSEC Program Manager review and public release authorization. The Contracting Officer will provide contractor with written approval/disapproval. Information requiring AF or DoD–level review will be reviewed by the unit’s OPSEC Program Manager or Coordinator who will in-turn forward to the entry-level public affairs office through the AFIMSC Public Affairs Office to the Secretary of the Air Force, Office of Public Affairs, Security and Review Division (SAF/PAX), 1690 Air Force Pentagon, Washington DC 20330-1690. Transmission of public release request via e-mail is not authorized.

c. SECURITY GUIDANCE:
a. Ref Item 10a: Contractor will comply with AFMAN 17-1302-O, Communications Security (COMSEC) Operations, 9 Apr 20. Contractor personnel will follow the security requirements of the host government activity.
b. Ref Item 10e(1)/10g/10k: Contractor requires access to SCI materials; SCI security requirements apply, see 21 IS/INS, SSO WPAFB, SCI Addendum, for details. Access to Joint Worldwide Intelligence Communications System (JWICS) is authorized. Users shall be briefed to NATO Secret IAW 32 CFR, Part 117, §117.19 (g) prior to access.
c. Ref Items 10e(2)/10g/10k: Contractor will require access to intelligence information and must comply with directions provided by the SCI Contracting Officer Representative (COR). The SCI COR has determined that disclosure does not create an unfair competitive advantage for the contractor or a conflict of interest with the contractor’s obligation to protect the information. The COR will identify what intelligence information is required for the contractor to satisfy the contract and will submit that information to the AFRL/RY servicing Senior Intelligence Officer (SIO) at AFRL/RYOY for approval prior to granting access. Access to Secret Internet Protocol Router Network (SIPRNet) is authorized. SIPRNet users shall receive the Air Force NATO Security Awareness Briefing and sign an acknowledgment prior to SIPRNet access. Formal NATO briefing is required when 1) the SIPRNet enclave, or other classified networks, is approved for NATO and no addition security measures are in place to preclude access, or 2) Access to NATO information is authorized. Formal NATO briefings shall be accomplished IAW 32 CFR, Part 117, §117.19 (g) prior to access.
d. Ref Item 10f: 32CFR Part 117, National Industrial Security Program Operating Manual (NISPOM), replaced DoDM 5220.22-M. 32CFR Part 117, is the authoritative manual concerning baseline standards for the protection of classified information in connection with classified contacts and activities under the National Industrial Security Program.
Specific SAP access requirements, personnel access controls, SAP-Mandated security education, training, reporting, records retention, etc. associated with contractor SAP performance under this contract will be managed at the government performance location.
The contractor shall be responsible for the maintenance of personnel security clearances necessary for SAP access eligibility IAW the SAPNP and DoD Manual 5205.07, Vol. 2, dated 24 November 2015 Incorporating Change 2, Effective 30 Oct 2020. Per DoD SAPCO Memorandum, “Enrollment in Continuous Evaluation/Continuous Vetting as Valid Prerequisite for Special Access Program Access”, dated 28 Sep 2022, individuals enrolled in CE/CV or have an appropriate level security clearance investigation not exceeding 6-yrs, as verified by DISS or Scattered Castles, meet clearance eligibility requirements for SAP access. The contractor will provide DCSA (DISS) reporting of security incidents committed by contractor personnel at the performance location(s) as determined by the government Program Office and the Program Security Officer.

- Defense Federal Acquisition Regulation Supplement (DFARS) Clause 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting, applies to both SAP, classified, and unclassified contracts. Cyber incident reporting for contract SAP networks shall be IAW the DoD Joint Special Access Program Implementation Guide (JSIG), as required by DODM 5205.07 Volume 2, Enclosure 6. However, contractors operating under a classified/SAP contract shall comply with DFARS clause 252.204-7012 for their unclassified networks.
All Special Access work must be conducted within an AFOSI Office of Special Projects (PJ) approved location. Modifications to an existing SAP facility must comply with DoD Manual 5205.07 Vol 3.

Ref Item 10h: FGI is information provided to the U.S. by a foreign government or governments, an international organization of governments, or any element thereof with the expectation, expressed or implied, that the information, the source of the information or both, are to be held in confidence, or produced by the U.S. pursuant to, or as a result of, a joint arrangement with a foreign government or governments, an international organization of governments, or any element thereof, requiring that the information, the arrangement, or both are to be held in confidence.
f. Ref Items 10j/11l: The contractor shall comply with DoDI 5200.48, Controlled Unclassified Information (CUI), Air Force Guidance Memorandum 2020-16-01, Air Force Guidance Memorandum for CUI, 23 Jul 20, and DoDM 5400.7-Air Force Manual 33‑302, DoD Freedom of Information Act (FOIA) Program. The contractor shall monitor CUI aggregation and compilation based on the potential to generate classified information pursuant to security classification guidance addressing the accumulation of unclassified data or information.
g. Ref Item 11a: The contractor will generate classified information. The contractor shall apply derivative classification and markings governed by the Spectrum Warfare Security Classification Declassification Guide, Original date January 2019, OPR: AFRL/RYW, WPAFB, OH. Partial performance as an access only visitor in support of AFRL/RY will occur in Bldg 620, Area B, WPAFB, OH. All applicable SCGs will be provided by Government Program Manager.
h. Ref Item 11g: The sponsoring GCA must submit the DD Form 1540, “Registration for Scientific and Technical Information Services” to DTIC on behalf of the contractor. For subcontractors, the prime contractor submits the DD Form 1540, “Registration for Scientific and Technical Information Services” with the GCA verifying the need-to-know. The contractor may also submit DD Form 2345, "Militarily Critical Technical Data Agreement" (after registration with DTIC) to the Defense Logistics Services Center for access to unclassified, military critical technical data from other DoD sources. The GCA must certify the need-to-know to DTIC.

j. Ref Item 11m: Provide the information requested by the Notification of Government Security Activity and Visitor Group Agreements clause, Department of the Air Force Federal Acquisition Regulation Supplement (DAFFARS) 5352.204-9000, to AFRL/RYOY, 2241 Avionics Circle, WPAFB, OH 45433; AFRL.RYOY.IP@us.af.mil. The contractor shall comply with DoDM 5220.22 Vol 2_AFMAN 16-1406 Vol 2, National Industrial Security Program: Industrial Security Procedures for Government Activities, 8 May 20, by following security procedures of the installation IAW para 3.8.a.; report adverse information IAW para 4.14; and support commander self-inspections and self-assessments IAW para 14.1.f. c. Ref Item 10k: S & T Protection Plan will be provided by the Government activity. All DoD contractors (including subcontractors) shall supplement their current security practices by requiring any personnel involved in executing this contract where Critical Technology Elements (CTE) have been identified to protect the CTE to the standards articulated in the S&T Protection Plans and in accordance with DoDI 5000.83 and as it applies to Section 3.8 of AFRLI 61-113. Upon contract award, all identified DoD contractors (including subcontractors) shall acknowledge and meet the requirements stated by the Program Manager for the protection of CTE. The DoD contractor must immediately notify the U.S. Government upon the discovery of any non-conformance with CTE protection requirements.
d. Ref Item 11j: OPSEC requirements apply. See Statement of Work Statement for requirements.
Explain and identify specific areas and government activity responsible for inspections.: a. Ref Item 10f: DCSA is carved out of security oversight for SAP performance. OSI PJ executes security cognizance for all SAP performance and all collateral information executed under this contract within the SAP Facility. OSI PJ has inspection oversight responsibility for SAP performance at contractor locations. The cognizant government SAP oversight office has inspection responsibility for government SAP performance locations.
b. Ref Item 10e (1): WPAFB SSO has exclusive security responsibility for SCI classified material released or developed under this contract and held within the contractor’s SCIF. SCI security requirements apply, see SCI addendum (para 17) for details.
c. Ref Item 11m: Contractor performance will occur at AFRL/RY on WPAFB. DCSA is relieved of all inspection responsibilities for contractor performance on the installation. AFRL/RYOY, WPAFB OH 45433-7629, will maintain security and inspection oversight for collaterally classified information on the installation. The Servicing SSO has inspection oversight for SCI materials.
