THIS IS A ONE-STEP SOLICITATION FOR CALL 03 ISSUED UNDER TEMPEST ARA.
Unless otherwise stated in this call, all requirements listed within the basic ARA announcement are considered applicable. Offerors should monitor the Federal Business Opportunities website at https://beta.sam.gov/ in the event this announcement is amended or calls are issued.
Proposal Due Date and Time:
ONE-STEP Call PROPOSAL DUE DATE AND TIME – Monday, 21 December 2020, 2:00 PM, Wright- Patterson AFB local time (EST). NOTE: Proposal receipt after the due date and time shall be governed by the provisions of FAR 52.215- 1(c)(3). Offerors may choose to only submit an electronic copy of the proposal. In this case, the Offeror should email the Contracting Officer at sarah.zwiesler@us.af.mil indicating the desire to submit electronically only. The CO will respond with an emailed link to DoD SAFE, a secure Department of Defense website designed for the exchange of sensitive information; the Offeror should then use this link to “drop off” their proposal. Offerors are still required to have emailed the CO and request the DoD SAFE link in enough time to have the proposal uploaded by the proposal due date and time. For hard copy proposal submission, it should be noted that this installation observes strict security procedures to enter the facility. These security procedures are NOT considered an interruption of normal Government processes. Proposals received after the above stated date and time as a result of security delays or delays in requesting the DoD SAFE link will be considered “late.” Furthermore, note that if offerors utilize commercial carriers in the delivery of proposals, they may not honor time-of-day delivery guarantees on military installations. Be advised, if the U.S. Postal Service is used, this building only receives U.S. Postal Mail twice a week and delivery by that means may not meet the proposal due date and time. Early proposal submission is encouraged.

Type of Contract/Instrument: The Air Force reserves the right to award contract(s) and/or Other Transaction(s) pursuant to 10 U.S.C. 2373 or 10. U.S.C. 2371(b), based on the instrument deemed most appropriate. It is anticipated that contract(s) awarded under this call will be Indefinite Delivery Indefinite Quantity (IDIQ) type with Cost Plus Fixed Fee completion type task order(s). Cost reimbursement contracts require successful offerors to have an accounting system considered adequate for tracking costs applicable to the contract.
Estimated Call Value: The total estimated call value is $200,000,000 (the AF reserves the right to exceed this amount if determined to be in the best interest of the Government).
Anticipated Number of Awards: The Air Force anticipates awarding two (2) Basic IDIQ contracts with two (2) task orders (TO) for this call. However, the Air Force reserves the right to award some, all, or none of the proposals.

Full Text Announcement
I. Program Description: Air Force Research Laboratory, Sensors Directorate (AFRL/RY) is soliciting technical and cost proposals on the following research effort.
Unless otherwise stated in this call, all requirements listed within the basic ARA solicitation are considered applicable. See basic ARA for further detailed descriptions of items listed below.
1. Statement of Objective/Needs
a. Basic IDIQ: Agile and Resilient Platform Architectures (ARPA)
1. The objective of the ARPA program is to perform enhanced development, advanced technology demonstrations, component development and prototyping of tools, techniques, and capabilities to:
1) Identify and mitigate vulnerabilities in avionics systems; 2) Harden and protect avionics systems against cyber-attack; 3) Advance current techniques to detect, respond, and adapt to novel cyber-attacks on avionics in real-time; 4) Demonstrate integrated mission systems and advanced prototype components leveraging current and emerging open system architecture standards and approaches; and 5) Prototype agile, next-generation platform and system of systems architectures to enable rapid integration and fielding of enhanced mission system capability.

b. Task Order 0001 (TO 1): Resilient Avionics Development (RAD)
1. The objective of this Task Order is to develop, prototype, and demonstrate various cyber security technologies to protect the avionics in Air Force weapon systems. The security technologies will include:
assessment and testing tools, vulnerability mitigation and cyber-hardening technologies, malware detection and adaptive response techniques, and different technologies to secure open system and agile architecture based platforms. The overarching goal of these activities is to make legacy and future Air Force Weapon Systems far more resilient to cyber-attacks. The scope of this Task Order consists of the development and demonstration of various technologies that can improve the security and resiliency of legacy and future avionics systems. The scope includes, but is not limited to, the following cyber security technologies: 1) tools and techniques for avionics vulnerability assessment and testing, 2) modeling and simulation environments and testbeds used to develop and test avionics and cyber protection technologies, 3) reverse engineering and system assurance tools to identify vulnerabilities or malicious logic in software, firmware or hardware, 4) malware detection tools and countermeasures, 5) technologies to mitigate vulnerabilities and cyber-harden avionics systems, 6) techniques to detect, adapt and react to novel cyber-attacks, 7) techniques to develop cyber-security and resiliency for next-generation avionics systems and architectures. The scope includes improving the resiliency of avionics at different stages of the acquisition lifecycle from hardening existing legacy systems to designing and integrating cutting-edge security technologies with future avionics systems and paradigms.

c. Task Order 0002 (TO 2): Open Digital Automated Architecture (ODA²)
1. The objective of this effort is to develop, demonstrate, and prototype a digital architecture that combines digital engineering, software factories, and current AFRL advanced avionics architecture technologies (to advance warfighting capability for current and future Air Force weapon systems. The scope of ODA² is to use an approach to first identify and prioritize government and commercial data management best practices. It is important to work across the enterprise and understand the current state of digital tools and data capabilities. There is a need to understand the current approaches (best practices), desired future state, identify gaps that exist between the current and future state, and determine what approaches are required to reduce/eliminate these gaps (or risks) across the enterprise. The focus areas of this effort are: 1) Sharing – data available when needed and to who needs it; 2) Data quality/curation to increase trust in data; 3) Discovery and understanding of relevant data using proper metadata; 4) Automation of key steps; 5) Integration with software factories; and 6) Enterprise digital engineering.

2. Deliverable Items:
a. Data Items: See attached CDRLs dated 06 Jul 2020 (Attachment 4)
b. Software: To be determined based on contractor proposal, Any Commercial- Off-the-Shelf (COTS) software licenses proposed to be delivered to the U.S.
Government under the contract shall be consistent with federal law and submitted to the Contracting Officer for review for acceptability. Although some license terms do not necessarily violate federal law, they may raise security concerns or limit use to such an extent that the license does not meet the Government's needs.

a. Overall effort:
1. Basic IDIQ: 84 month overall period of performance (PoP) with 60 month ordering period
2. TO 1 and TO 2: 39 months (36 months technical PoP with 3 months for final reporting)

c. Software: TBD on individual TO
1. TO 1: 36 months after award (end of Technical PoP), if applicable

a. Program Security Classification: Individuals must be US citizens and have a security classification level of TS/SCI and SAR.
b. Export Control: Information involved in this effort is subject to Export Control (International Traffic in Arms Regulation (ITAR)).
c. Contractor Performance Assessment Reporting System (CPARS):
CPARS is applicable.
d. Unique/Special Clauses: TBD per individual award.
e. Associate Contractor Agreement: Anticipated. See SOOs for ACA information.
f. Options: Options are not anticipated on this call.
5. Other Information:
a. Government Furnished Property (GFP) Availability: GFP is not anticipated at this time unless proposed otherwise.
b. Government Furnished Information (GFI) Software: GFI Software is not anticipated on this call.
c. Base Support/Network Access: Yes, Area B, Bldg. 620, Avionics Vulnerability Assessment Mitigation Protection (AVAMP) Laboratory.
d. Organizational Conflict of Interest (OCI): In order to mitigate any potential OCI (per FAR Subpart 9.5), AFFARS provisional clause 5352.209-9001 is incorporated in Section L of the Model Contract (Attachment 6) and AFFARS clause 5352.209-9000 will be added to any resultant contract(s). If an OCI is anticipated, contractor should provide appropriate mitigation plan for Government review as part of the IDIQ Business Proposal.
e. Multiple awards subject to Fair Opportunity are anticipated.
f. Data Rights: Unlimited data rights are desired for this call. See detailed information contained within the basic ARA. Data Rights desired by the contractor should be included with submission as part of the Section K (Certs and Reps), contained in the Model Contract (Attachment 6).

This funding profile is an estimate only and not a contractual obligation for funding. All funding is subject to change due to Government discretion and availability. Potential offerors should be aware that due to unanticipated budget fluctuations funding in any or all areas may change with little or no notice.
III. Eligibility Information:
1. Eligible Offeror: This is an unrestricted solicitation. Small businesses are encouraged to propose on all or any part of this solicitation.
2. Other:
a. Foreign Participation: Foreign Participation is not authorized on this call due to the sensitive nature of the technology and its level of classification.
b. Export Control: This acquisition involves data that is subject to export control laws and regulations.
NOTE: You may be ineligible for award if all requirements of this solicitation are not met on the proposal due date, as identified in each call.
IV. Proposal and Submission Information:
1. Overview: Proposals submitted under this call shall be in accordance with the instructions provided both herein and within the basic ARA announcement. The Government intends to review resulting proposals and award all, some, or none of the proposal received without negotiations/discussions. However, the Government does reserve the right to negotiate with those offerors whose proposals have been selected for funding. Offerors should be alert for any call amendments that may change proposal requirements or permit extensions to proposal submission dates. No classified submittals will be accepted.
2. Proposal Instructions (One Step and/or Request for Proposal):
a. Technical/Management Proposal shall be limited to:
1. 25 pages for the Basic IDIQ
2. Twenty-Five (25) for each Task Order
b. Statement of Work (SOW) shall be limited to:
3. 10 pages for the Basic IDIQ
4. Five (5) page for each Task Order
c. Subcontracting Plans: For efforts to exceed $750,000, Subcontracting Plans shall be submitted in the cost/business proposal. Reference FAR 19.704, DFARS 219.704, and AFFARS 5319.704(a) (1) for subcontracting plan requirements. Small business concerns are exempt from this requirement.
d. See information provided in basic ARA announcement (Section IV.3.).
e. Offerors must propose/submit each of the following to be considered for an IDIQ award:

V. Proposal Review Information:
1. Proposal - Peer or Scientific Review Criteria: Both IDIQ and Task Order Proposals will be reviewed through Peer or Scientific Review using the criteria below. The technical aspect, which is ranked as the first order of priority, shall be reviewed based on the following criteria that are of equal order of importance.
a. Technical Merit:
1. The offeror’s understanding of the scope of the technical effort.
2. Soundness of the offeror’s technical approach including whether the proposal demonstrates related experience and qualifications of technical personnel.
3. Proposal’s potential to advance technology and the state of the art and to meet mission and agency needs.
4. The potential to transition the research and development deliverables to future Government needs. Any proposed restriction on technical data or computer software will be considered
b. Cost/Price: The cost/price criterion includes the realism of the proposed cost. Cost/Price is a substantial factor, but ranked as the second order of priority. (If an offeror proposes the use of GFP other than any GFP identified in this ARA, and that proposed GFP provides the offeror an unfair competitive advantage, then FAR 45.202 requires rental equivalent be applied to the Cost Factor for evaluation purposes only).
2. Proposal – Review and Selection Process:
a. Categories: Based on the Peer or Scientific Review, proposals will be categorized as Selectable or Not Selectable (see definitions below). The selection of one or more sources for award will be based on the Peer or Scientific Review, as well as importance to agency programs and funding availability.
1. Selectable: Proposals are recommended for acceptance if sufficient funding is available.
2. Not Selectable: Even if sufficient funding existed, the proposal should not be funded.
b. No other criteria will be used.
c. Prior to award of a potentially successful offer, the Contracting Officer will make a determination regarding price reasonableness.
NOTE: The Government reserves the right to award some, all, or none of proposals. When the Government elects to award only a part of a proposal, the selected part may be categorized as Selectable, though the proposal as a whole may not merit such a categorization.
VI. Award Administration Information:
Award Notices: Offerors will be notified whether their proposal is recommended for award on or about January 2021. The notification is not to be construed to mean that any contract award is assured, as availability of funds and successful negotiations are prerequisites to any award.
