Block9: Agile and Resilient Platform Architectures (ARPA) program is to perform applied development, advanced technology demonstrations, advanced component development and advanced prototyping of tools, techniques, and capabilities to: 1) Identify and mitigate vulnerabilities in avionics systems; 2) Harden and protect avionics systems against cyber-attack; 3) Advance current techniques to detect, respond, and adapt to novel cyber-attacks on avionics in real-time; 4) Demonstrate integrated mission systems and advanced prototype components leveraging current and emerging open system architecture standards and approaches; and 5) Prototype agile, next-generation platform and system of systems architectures to enable rapid integration and fielding of advanced mission system capability. The ARPA program includes developing, demonstrating and prototyping integrated, next-generation cyber security, agile architecture, and open systems technology solutions. This effort will explore new and emerging concepts related to development, integration, assessment, evaluation, and advanced demonstration of cyber security technologies, Open Systems Architecture (OSA), novel sensor technologies, and multi-domain technologies. Solutions developed under this program will be applied to a wide-range of associated platforms operating in diverse, contested environments. The goal of this effort is to advance the state-of-the-art in USAF systems cyber security, architectural paradigms, OSA approaches, agile multi-domain concepts, and modeling and simulation technologies offering novel and innovative techniques to understand and defeat advanced sensors/cyber threats and protect our systems so they operate as intended and provide mission assurance to the warfighter.

a. Information requiring AF or DoD-Level review will be forwarded by the entry-level public affairs office through MAJCOM/DRU Public Affairs Office to the Secretary of the Air Force, Office of Public Affairs, Security and Review Division (SAF/PAX), 1690 Air Force Pentagon, Washington DC 20330-1690.

b. AFRL/RYW, 2241 Avionics Circle, WPAFB, OH 45433 for non-SAP related material. Transmission of public release request via e-mail is not authorized.

c. Public release of SCI materials and information is NOT authorized.

d. Public release of Special Access Program (SAP) related data is NOT authorized without prior coordination through the Office of Special Investigations (OSI), Office of special Projects (PJ) Security Director and subsequent approval of the Original Classification Authority (OCA) and Air Force Special Access Program Central Office (AF SAPCO). Submit all proposed public disclosures related to SAP data to the Government Program Manager (GPM) and the OSI, PJ Program Security Officer (PSO).

SECURITY GUIDANCE:

a. Ref Blk 10a/11h: COMSEC is required.

b. Ref Blks 10e(1)/10g: Contractor requires access to SCI materials; SCI security requirements apply, see 21 IS/INS, SSO WPAFB, SCI Addendum, for details. Access to Joint Worldwide Intelligence Communications System (JWICS) is authorized. JIWCS users shall receive the Air Force (AF) North Atlantic Treaty Organization (NATO) SECRET Security Briefing IAW the NISPOM, para 10-706, prior to being granted JWICS access.

c. Ref Blks 10e(2)/10g: Contractor will require access to intelligence information and must comply with directions provided by the Contracting Officer Representative (COR). The COR has determined that disclosure does not create an unfair competitive advantage for the contractor or a conflict of interest with the contractor’s obligation to protect the information. The COR will identify what intelligence information is required for the contractor to satisfy the contract and will submit that information to the AFRL/RY servicing Senior Intelligence Officer (SIO) at AFRL/RYOY for approval prior to granting access. Access to Secret Internet Protocol Router Network (SIPRNet) is authorized. SIPRNet users shall receive the Air Force NATO Security Awareness Briefing and sign an acknowledgment prior to SIPRNet access. Formal NATO briefing is required when 1) the SIPRNet enclave, or other classified networks, is approved for NATO and no addition security measures are in place to preclude access, or 2) Access to NATO information is authorized. Formal NATO briefings shall be accomplished IAW the NISPOM, para 10-706.

d. Ref Blk 10f: The National Industrial Security Program Operating Manual (NISPOM), February 2006, Incorporating Change 2, dated 18 May 2016, is the authoritative manual concerning baseline standards for the protection of classified information in connection with classified contract and activities under the National Industrial Security Program.

All Special Access work must be conducted within an AFOSI Office of Special Projects (PJ) approved location. Modifications to an existing SAP facility must comply with DoD Manual 5205.07 Vol 3_AFMAN 16-703 V3.

Specific Special Access Programs (SAP) and Security Classification Guides (SCG) required for performance on this contract will be provided at the government performance location.

Specific SAP access requirements, personnel access controls, SAP-Mandated security education, training, reporting, records retention, etc. associated with contractor SAP performance under this contract will be managed at the government performance location. The contractor shall be responsible for the maintenance of personnel security clearances necessary for SAP access eligibility IAW the SAPNP and DoD Manual 5205.07, Vol. 2, dated 24 November 2015 Incorporating Change 1, Effective 12 February 2018. Per DoD SAPCO Memorandum, ''Temporary Periodicity and Clearance Submission Implementation Guide for Special Access Programs," dated 10 February 2017, DoD Manual 5205.07 Vol. 2 is temporarily amended to reflect the suspension of Periodic Reinvestigations (PRs) for SAP-briefed personnel every five years. Until the recension of this memorandum, personnel will be eligible for initial or continued SAP access as long as their Personnel Security Investigation (PSI) date does not exceed six years or the contractor has been enrolled in the Continuous Evaluation Program. The contractor will provide DCSA (JPAS/DISS) reporting of security incidents committed by contractor personnel at the performance location(s) as determined by the government Program Office and the Program Security Officer.

e.
