About this file

This document provides questions and answers regarding a solicitation for the development and testing of a multi-phenomenology sensor package. The United States Air Force Research Laboratory intends to award an indefinite delivery, indefinite quantity contract to United Technologies Aerospace Systems to mature and demonstrate state-of-the-art sensor technologies. These include a shortwave infrared sensor system, novel telescope, government-designed multi-mode ladar system, hyperspectral imager, and AgilePod family of pods. The estimated value of the contract is $92 million over a period of performance from fiscal year 2019 to fiscal year 2023. The contractor shall integrate the sensors and telescope into an MS-177 and flight test them mounted on a U-2 aircraft or RQ-4 drone. Sensor output must conform to existing MS-177 data processing and dissemination pipelines.

Advanced Research Announcement – “Contract for Hyperspectral Imaging (HSI), AgilePod®, Standoff High Resolution Imaging Next Era (SHRINE) and Multi-Mode Lidar (M2L) (CHASM)”

Questions and Answers to Announcement:

1. Question: The Task Order 0001 includes CDRL A010 “Flight and Taxi Test Plan”. Is there flight testing?

Answer: CDRL A010 has a frequency of “as required.” Since the Task Order 0001 SOW does not include any flight testing, it is not expected that this CDRL will be required on this Task Order.

There is subsequently no need to write a flight test plan. Please note, the CDRL package includes all possible CDRLs in the performance of this effort. The CDRLS will be attached to the Basic IDIQ contract and individual CDRLS will be incorporated on each Task Order as applicable.

2. Question: For Task Order 0001, SOW Section 4.4 (“Test Bench Compatibility”), if we have existing materials (reports, presentations, analyses, etc.) that we believe demonstrate compatibility, may we use those to meet those requirements?

Answer: You are free to leverage any materials you feel will demonstrate compatibility. You may use them as they are, extend previous work to tailor for CHASM, or begin a completely new analysis to demonstrate compatibility.

3. Question: For Task Order 0001, are the spare mirrors (SOW Section 5.2) part of the budget? If we need to consume one of the spares, do we need to backfill it?

Answer: The spare mirror sets should be included in your cost proposal. If a spare mirror component is needed for either or both of the assembled telescopes, it does not need to be backfilled.

4. Question: Can we “ship in place” the telescope so that it’s available for future CHASM work?

Answer: We anticipate allowing “ship in place” for the telescope to allow for work on future Task Orders under CHASM. The telescope would then be considered GFP under future Task Orders. However, “ship in place” arrangements need to be coordinated and approved by the contractor’s assigned DCMA property administrator.

5. Question: For Task Order 0002, would you clarify the definition of test data and the scope of the analysis as it pertains to Section 4.3 of the SOW?

Answer: Offerors should show their Tx optics, Rx optics, and scanning solution will meet the specifications that are in the requirements document. They should also show that there is a reasonable path forward for an eventual detector and laser for the final, high-altitude system.

6. Question: For Task Order 0001, Section 4.3 of the SOW calls out a Sensors Unlimited GA1280JSX (or a comparable sensor with superior performance) for testing. Is a Sensors Unlimited GA1280JSX available as GFE?

Answer: Yes, a Sensors Unlimited GA1280JSX is available for GFE. However, you must explicitly request it as GFE in your proposal(s). GFE will not be assumed.

7. Question: Do the components from Task Order 0002 (Tx optics, Rx optics, beam steering, etc.)

have to fit inside the AgilePod® (IDIQ SOW) and/or mid-body bay of the RQ-4?

Answer: For the lab and ground testing, the components do not need to fit inside the AgilePod® or mid-body bay of the RQ-4. However, it is expected that this requirement will occur in future task orders. It is recommended that offerors carefully consider the maturation path of the components such that there is a reasonable integration plan with the test bench and either the AgilePod® or the mid-body bay of an RQ-4.
