CHASM - Multi-Mode Lidar (M2L) Development
Task Order 0002 Statement of Work (SOW) 7 November 2018
1.0 OBJECTIVE
The objective of this task order is to develop a design for a multi-mode lidar system compatible with the telescope from Task Order 0001 and test bench (IDIQ SOO section 4.3 and referenced in Task Order 0001 SOW section 4.4), to fabricate such hardware, and to demonstrate performance of such a lidar system via lab, ground, and other tests in support of the Air Force Life Cycle Management Center’s (AFLCMC) Airborne Sensors for ISR (ASI) Analysis of Alternatives (AoA) to develop requirements for the Air Force’s next-generation ISR sensor. The intent of this task order is to leverage existing technologies/capabilities rather than develop new components from scratch.
2.0 BACKGROUND
This effort will further the state of the art (SOTA) in long standoff lidar and develop a path for integration into multiple Air Force platforms (RQ-4, U-2, and JSTARS). The effort will mature lidar technology as one of the selected modes for Airborne Sensors for ISR (ASI) with an initial focus on direct detect lidar with long standoff, high area coverage rates, and high resolution 3D data products. The architecture will then be upgraded to include Synthetic Aperture Ladar (SAL) and Vibrometry modes. SAL enables high resolutions beyond the diffraction limit, allowing interpretable imagery at ranges not possible using conventional optics. Vibrometry provides an orthogonal modality that gives information about the target’s operating state, even for unresolved or camouflaged targets. It is envisioned that the laser and detector will also be capable of supporting optical communications and wind sensing.
3.0 SCOPE
The scope of this task order consists of all tasks necessary to fabricate and deliver a long-range lidar system, and the design(s) thereof, that meet the Government’s requirements, including integration of a scanning solution for a lidar (with relay optics) with the telescope (Task Order 0001) on a test bench (IDIQ SOw, section 4.3). The scope also includes interfaces to the necessary sub-components along with necessary testing and demonstrations of the long-range ISR lidar prototype.
4.0 TECHNICAL REQUIREMENTS/TASKS
The Contractor shall design of a lidar system compatible with the telescope from Task Order 0001 and the test bench (IDIQ SOW, section 4.3). This includes analysis of the electrical and thermal loads, mechanical and packaging designs, high altitude environment operational considerations, and beam steering. Tasks include:
4.1 Lidar Design
4.1.1 Transmit Relay Optics
The Contractor shall deliver, with unlimited rights, a design for the transmit relay optics of a long-range, high-altitude multi-mode lidar system. The divergence, boresight, throughput, and scanning must be suitable for high power, high efficiency, long-range, bistatic lidar (separate transmit/receive optics on one platform). The design shall meet or exceed Government requirements. Specific performance and timeline requirements can be requested via AFRL.RY.CHASM@us.af.mil.
4.1.2 Receiver Relay Optics
The Contractor shall deliver, with unlimited rights, a design for the receiver relay optics of a long-range, high-altitude multi-mode lidar system. The f-number, spectral isolation, throughput, and scanning must be suitable for high power, high efficiency, long-range, bistatic lidar. The design shall meet or exceed Government requirements. Specific performance and timeline requirements can be requested via AFRL.RY.CHASM@us.af.mil.
4.1.3 Scanning System
The Contractor shall deliver, with unlimited rights, a CDR-level design for an integrated prototype scanning solution and relay optics compatible with the test bench (IDIQ SOW, section 4.3). Additionally, the CDR-level scanning solution design shall satisfy the requirements for the proposed telescope as detailed in Task Order 0001 and meet performance goals while constrained by the pointing/steering tolerances as detailed in Task Order 0001. Note that this effort does not currently include a task for the design and fabrication of the laser and detector subsystems; however, the CDR-level scanning/relay optics integrated design shall be compatible with the size, thermal, weight, and power (SQWaP) envelope specified for both the laser and detector subsystems. Specific SWaP requirements can be requested via AFRL.RY.CHASM@us.af.mil.
4.1.4 Risk Reduction System
The Contractor shall fabricate, test, and deliver, with unlimited rights, a risk reduction system that integrates the scanning solution (Section 4.1.3) with both the transmitter relay optics (Section 4.1.1) and the receiver relay optics (Section 4.1.2). The risk reduction system shall be capable of lab class flight testing with the laser and detector to be specified later. The risk reduction system shall maintain space for the complete lidar and, at a minimum, one other context imager operating concurrently with the risk reduction system. The context imager is assumed to be a passive, single-band sensor operating in the midwave infrared (MWIR) band.
4.1.5 Full-System Compatibility
The Contractor shall demonstrate via presentation, reports, or other documentation, that the total lidar system design meets or exceeds the Government’s requirements when paired with, at a minimum, one other context imager operating concurrently with the full lidar system. The context imager is assumed to be a passive, single-band sensor operating in the MWIR band. Specific requirements can be requested via AFRL.RY.CHASM@us.af.mil.
4.2 Hardware Procurement
The Contractor shall deliver, with unlimited rights, a prototype based on the design in section 4.1 as well as any residual hardware developed/procured for the system, including but not limited to spare optics, baffles, mounts, filters and scanning mirrors and drivers,
4.3 Testing
The Contractor shall conduct lab and ground testing of the prototype scanning solution and relay optics. This includes planning and approval activities, the execution of the tests themselves, and analysis of the test data.

4.4 Test Bench Compatibility
The Contractor shall present a conceptual (or more mature) design of a test bench (IDIQ SOW, section 4.3) within the proposal. Furthermore, the Contractor shall establish, via reports and presentation material, the compatibility of the aforementioned lidar design with the telescope (Task Order 0001) and the test bench (IDIQ SOW, section 4.3) within 3 months of contract award.
4.5 Image Processing Study
