BROAD AGENCY ANNOUNCEMENT TITLE: Broad Agency Announcement FA8650-18-S-2001

“Structures Engineering Research Program (SERP)”

The purpose of this amendment is to provide answers to questions asked by potential offerors. The questions with their respective answers are separated into two parts and are addressed below:

Part 1

Question: In the BAA (Page 3 in the BAA, Section I.1.a.ii) – the original ten technical competencies are listed as: Structural Response Prediction, Structural Life Forecasting, Structural Integrity, Geometry

Modeling and Design, Multidisciplinary Modeling and Analysis, Adaptive Structures, Multifunctional

Structures, Hybrid Structures, Thermal Structures, and Experimental Validation.

However, In the BASIC SOO (the description of Section 1.,2 are the same as the BAA, whereas under the

Requirements Section 3, Two of the Ten Technical Competencies are different (Sections 3.4.8 and 3.4.10 are added) whereas Hybrid Structures and Thermal Structures are absent:

Structural Response Prediction, Structural Life Forecasting, Structural Integrity, Geometry Modeling and

Design, Multidisciplinary Modeling and Analysis, Adaptive Structures, Multifunctional Structures, 3.4.8

Advanced Composite and Metallic Structures, Experimental Validation, 3.4.10 Risk-and Reliability-

Based Management of Airframe Structural Integrity

Answer: The ten technical competencies listed on Pages 3-4 of the Basic SOO are the correct ones.

Part 2

Question 1: Will the original developer(s) of the P2IAT code continue to be involved in the task order with updates to functionality, corrections, or improvements?

Answer: No.

Question 2: Does the AFRL have all the P2IAT source code (not including open source libraries)?

Answer: Yes, with an update due in June 2018.

Question 3: Is any of the P2IAT code proprietary or require third party software to execute?

Answer: There is no proprietary code in the P2IAT software, but will require Python to execute, which is freely available.

Question 4: Are there any data rights concerns that may impact our ability to view or modify the required

P2IAT code?

Answer: There are no data rights concerns. The contractor for the P2IAT has known that AFRL would take possession of the code and then modify and share it.

Part 3

Reference: BAA Section I. 1. d., Task Order 0003: Engineering Analysis and Design Support for Fatigue

Life Enhancing Laser Peening Technology, (page 4)

Question 1: For the analysis, testing and demonstration against a structural relevant environment, what are the material (specification) systems under consideration? If more than one material system being considered, what are the materials?

Answer: The primary material system of interest is Ti-64.
