The following research is an anticipated requirement for AFRL/RY. A BAA requesting proposals for this research effort is anticipated to be published in February 2018. The resultant BAA will contain the government’s requirement to be proposed to; the below is the government’s requirement as of this issuance. This is not a request for proposals. Any proposals received at this time will be disregarded. Any BAA resulting from this NOCA will be made available at www.fbo.gov.
The anticipated funding listed below reflects estimated funding only. The estimate is not a promise of funding. Funding is uncertain and subject to change. Changes in availability may occur at the discretion of the Government.
H. PROGRAM DESCRIPTION:
1. PROGRAM BACKGROUND: In the past, analysts have relied on exploitation technologies centered on single sensor capabilities. The Comprehensive Assessment of Sensor Exploitation (COMPASE) Center residing within AFRL/RYAA has provided Government oversight of assessment activities and technology benchmarks used to definitively document the state-of-the-art exploitation capabilities and measure performance of newly developed capabilities. COMPASE Center has a long http://www.fbo.gov/ history in the assessment of sensor exploitation technologies critical to the Air Force mission, focusing in particular on assisted and automated sensor exploitation.
COMPASE aids Air Force decision makers by providing crucial information about the overall potential of sensor exploitation technologies. Performance assessment is essential to ensure that only effective sensor exploitation technologies are designed, developed, and transitioned to Air Force and Department of Defense (DoD) end users to provide military superiority and dominance of the current and future battle space.
Future conflicts will require much faster decision speeds in hostile/denied environments against more capable adversaries and competitors. Multiple sensors across multiple domains must be coordinated together for a complete common operating picture in order to increase decision speed to produce desired mission effects. Mission Effects Analysis of Multi-domain Sensing (MEAMS) will help develop understanding of the multi-domain mission sensing environment and analyze the potential mission effects through cross domain integration of capabilities.
2. SCOPE: The scope of this effort is to provide the United States Air Force (USAF) with comprehensive tools to model, analyze, assess, and predict mission level effects based on sensor performance obtained empirically or through performance model results across multiple domains to include air, space and cyber. The purpose is to generate knowledge and battlespace understanding from a multi-domain, multi-INT, multi-sensor and multi-platform mission set for tighter integration and shorter execution timelines to close the loop around mission effects chains and to enable sensing autonomy to span Intelligence, Surveillance and Reconnaissance (ISR), Strike, and Electronic Warfare (EW). MEAMS will develop and refine sensing exploitation models to support mission level effects analysis; perform in-depth assessment and analysis of new and innovative exploitation technologies; develop appropriate processes and tools that promote continuous characterization, valuation, and improvement of core data sets; deploy refinements of the foundation of collaboration and computational tools; and assemble a comprehensive library of high-utility benchmark sensing exploitation algorithms and software.
3. OBJECTIVE: The objective of this contract is to leverage work from past COMPASE efforts to accomplish the following tasks: (1) Produce and refine sensing exploitation models in support of engagement and mission level analysis; (2) perform in-depth assessment and analysis of new and innovative exploitation technologies (3) assemble a comprehensive library of high-utility benchmark sensing exploitation algorithms and software; (4) develop and deploy appropriate processes and tools that promote continuous characterization, valuation, and improvement in the quality, accessibility, and suitability of core data assets; (5) deploy refinements of the foundation of appropriate in-house and third-party infrastructure, platform, and software solutions to continuously evolve the ecosystem of collaboration and computational tools; (6) provide data and collaboration support to external customers;
and (7) provide quantitative performance analysis of external customer sensor exploitation capabilities.
4. GOVERNMENT FURNISHED PROPERTY/BASE SUPPORT: Government Furnished Property is not anticipated but will be considered when in the Government’s best interest. Base support in the form of office space, network access and classified laboratories is available for use for a maximum of 45 individuals.

I. PERIOD OF PERFORMANCE: The period of performance for this base contract shall be a total of 63 months, 60 month technical and 3 additional months for the final report.
J. FUNDING: Estimated funding profile for the contract is FY19: $9.7M, FY20: $9.4M, FY21: $9.8M, FY22: $9.7M, FY23: $9.4M, FY24: $0.4M Total: $48.4M.
Anticipated Contract Type: A Cost Plus Fixed Fee (CPFF) completion type contract is contemplated under this effort. A single (1) CPFF contract is anticipated to be awarded for the effort; however the government reserves the right to award multiple CPFF contracts.
L. Set-Aside: None.
J. OPSEC: OPSEC Statement for AFRL/RY Contracts: General Operations Security (OPSEC) procedures, policies and awareness are required in an effort to reduce program vulnerability from successful adversary collection and exploitation of critical information.
OPSEC will be applied throughout the life cycle of the contract. The Critical Information List (CIL) will be provided upon request by AFRL/ RYOY Information Protection Office.
While working on the government installation, OPSEC guidance will be provided by AFRL/RYOY Information Protection Office.
