FA8650‐18‐S‐1669 Amend 03 (MEAMS) Government Responses to Industry Questions
1. It appears that offerors are required to prepare detailed cost breakdowns by both CFY and GFY. Is it acceptable for offerors to provide all cost breakdowns (direct costs as well as labor and overhead rates) and a project funding profile by GFY only?
Government response: Yes, cost breakouts and project funding profiles shall be provided with respect to Government Fiscal Year (GFY). Further, the BAA has been amended to remove/replace references to CFY with GFY (see Amendment 02 revised BAA, pages 13‐14).
2. Page 12, Contract Data Requirements List (CDRL), A011, Software Product Specification (SPS), Block 10., Frequency: Data is missing. Please clarify.
Government response: Reference Amendment 02, updated Model Contract with revised CDRLs, dated 25 January 2018.
3. Page 1, Block 3., Solicitation No. states FA8650‐18‐R‐1669 and page 16, DFARS 252.235‐ 7010 states Para (a), contract number(s): ‘FA8650‐18‐R‐1669’. However, page 1, BAA, Broad Agency Announcement Number: states FA8650‐18‐S‐1669. Should this number be consistent in both documents? Please clarify.
Government response: “R” is the letter designation which must be used in the U.S. Air Force contract writing system to allow for the creation of a model contract. However, “S” is the appropriate letter designation for this BAA. This is the basis for why the documents are not and will not be consistently marked under the MEAMS BAA FBO posting. For industry purposes with respect to the MEAMS effort, “S” is the correct marking that should be used on proposals. Ultimately, the anticipated contract award(s) will be marked with a "C" instead of an "S".
4. Who is the incumbent support contractors within the COMPASE Center?
Government response: Due to the nature of R&D, there are no specific contractors that could be considered incumbent. Previous efforts similar to the MEAMS technology focused on a single domain. MEAMS is a multi‐domain approach leveraging off of several previous research efforts. If this question is intended to ascertain teaming opportunities, the government does not facilitate industry teaming. The interested vendors listing may be of use (attached to this BAA as at a tab in FBO), for which industry voluntarily utilizes.
5. Reference page 13, d). Subcontractor Costs. When cost and pricing information from subcontractors will not be submitted to the offeror, are these sealed packages due by 2:00 p.m. on April 16, 2018 to the Primary Contracting Point of Contact (POC), Mr. R.
Michael Hoelzel as well?
Government response: Yes.
