This announcement does not request any proposals at this time. The following topic is an anticipated requirement for AFRL/RYWN for FY17-FY22. A BAA solicitation requesting proposals for this topic is anticipated to be published April-May 2017.
The funding listed reflects the estimated requirement funding only. This estimate is not a guarantee of funding. Funding is uncertain and is subject to change. Changes in funding availability may occur at Government discretion.
Technical Description: The objective for JMPR is to research, design, test, and transition advanced technology in precise timing, frequency, position, velocity, and attitude on military platforms to demonstrate enhanced coherent sensing (ISR, bistatic-SAR, etc.) and electronic effects (collaborative Electronic Warfare). Additionally, it is an objective of this effort to design these systems to provide situational awareness to the user on the performance and threat environment in which they are operating. The inclusion or extension of open standards for these systems to ease integration and future upgrades is also of interest.
The contractor will be expected to deliver all software and/or hardware as required, and all associated data developed and/or used in the execution of this effort, unless clearly stated otherwise in the proposal. It is anticipated that a BAA providing more details into this program will be released April 2017; the solicitation will be made available at www.fedbizopps.gov.

Security: General OPSEC procedures, policies and awareness are required in an effort to reduce program vulnerability from successful adversary collection and exploitation of critical information. OPSEC will be applied throughout the lifecycle of the program. The Critical Information List will be provided upon request by the RYOY Security Office. While working on the government installation, OPSEC will be provided by the RYOY Security Office.
The proposed technology will drive the classification level of the effort. All activities associated with this effort will be provided with, and comply with, an applicable Security Classification Guide (SCG) for the system under test or under development. Research being performed may require clearances up to Top Secret/SCI depending on the technology proposed.
