Amendment 1 to BAA FA8650-17-S-1100 Broad Agency Announcement (BAA): Joint Multi-INT Precision Reference (JMPR)

Purpose of this Amendment:

The purpose of this amendment is as follows:

1) The Proposal Due Date and Time is hereby extended to 14 JUL 2017, 3:00 PM Wright-Patterson AFB, OH local time.

2) The following questions have been submitted by potential offerors. Answers are provided as follows:

a) Q: Is the expectation that a single proposal would address all of the technical objectives outlined in the Statement of Objectives (section 3) document? Or is addressing a subset still a compliant proposal?

A: Proposals for the Basic contract are expected to cover the entire set of technical objectives outlined in the SOO. For individual task orders, a subset of the Task Order SOO may be addressed.

b) Q: If a proposal doesn't include a sub-contractor plan for task order 0001, does that limit our ability to bring in subcontractors for later IDIQ task orders?

A: The BAA document states the following: “If an IDIQ contract arrangement is anticipated, the basis for the subcontracting plan should reflect the entire ceiling amount. This applies to the Basic IDIQ Business Proposal only.” Note that even if no subcontracting possibilities are anticipated for Task Order 0001, a subcontracting plan is required for offerors other than small businesses. Therefore, even though there may be no subcontracting possibilities anticipated on the first Task Order, it does not limit subcontracting opportunities on future task orders.

c) Q: Does AFRL anticipate awarding task order 0001 with the initial IDIQ award?

A: Both the initial IDIQ and task order 0001 will be awarded together. Companies must submit proposals for both to win an award.

d) Q: Is there a numbering mistake in section IV.2.d? The bottom of page 10 has a section (ii), but no corresponding (i).

A: There are a couple numbering errors in the document. Specifically, on page 9, IV.2.d.1 should be labeled IV.2.d.i for consistent numbering. Also, on page 12, Proposal Content Summary should be labeled IV.2.e.

e) Q: Is it approved to sub-contract to universities for some of the work or are they excluded from this project?

A: You may subcontract with universities.

NO OTHER CHANGES ARE BEING ACCOMPLISHED BY THIS AMENDMENT.
