About this file

This is a Contractor Capability Survey form issued as part of a Sources Sought Notice (SSN) for In-transit Inspection Point (IIP) Services supporting the Worldwide Warehouse Redistribution Services Program (WWRS). The survey is designed to conduct market research and identify potential contractors capable of performing IIP services.

Part I requests standard business identification information including company name, address, CAGE code, DUNS number, points of contact, and web page URL. Respondents must identify their primary NAICS code as 488991 (Packaging and Crating) with a $34 million size standard, or propose an alternative code with supporting rationale. The survey requires disclosure of business size and socioeconomic status across eight categories: small business concern, small disadvantaged business, women-owned small business (including economically disadvantaged), HUBZone certified small business, veteran-owned small business, service-disabled veteran-owned small business, 8(a) certified participant, and large business. Additionally, respondents must indicate SAM registration status and any GSA Schedule contracts.

Part II comprises 20 capability and market research questions addressing interest in competing as prime contractor, years in business, domestic versus foreign ownership, company capabilities and experience, ISO 9001:2015 or alternative quality certifications, anticipated subcontracting percentages and identification, compliance with FAR 52.219-14 limitations on subcontracting for small business set-asides, teaming or joint venture arrangements with partner details, use of foreign national employees, experience with USG and Department of Defense contracts, experience with foreign and Foreign Military Sales contracts, experience with freight forwarders, service offerings to both USG and commercial customers with terms comparison, established catalog or market pricing, requirement viability concerns, competition restrictions, commercial warehouse facility ownership and specifications, and experience with time and materials and cost contracts including cost monitoring and accounting procedures.
