I. Contracting Activity.
AFLCMC/WFK will be the contracting activity to procure the needed services. The services will be procured under Simplified Acquisition Procedures.
II. Nature and/or description of the action being processed.
This is an individual justification for other than full and open competition (Brand Name Specific) for the purchase of Redwood Report2Web software, licensing, installation, and maintenance. This will be purchased under a new Firm- Fixed-Price (FFP) contractual vehicle. All business rules will be migrated from ASG Report.Web to Redwood Report2Web. Solution includes Software, configurations assistance and business rule conversion which will make this a "turn-key" solution. Initial buy will include maintenance during the first year of operation.
III. Description of supplies/services required to meet agency needs.
Redwood's ECM product solution, Report2Web, is a specialized distribution repository with powerful enterprise archiving and records management. The system captures, stores, and links content, in any format, from any source, and delivers it throughout the enterprise environment. End-users obtain mission-critical content, regardless of the source, through their preferred delivery method, while meeting corporate requirements for authenticated access and data life-cycle management. This ECM is a proven technology and organization with the ability to ingest large amounts of report output from multiple applications. Once in the Report2Web system, Redwood allows for quick delivery or quick access to multiple users simultaneously.
This ECM product solution will be replacing AFSAC's current ECM solution is ASG Report.Web. AFSAC has been utilizing this solution since April 2003 to manage and deliver financial reports, logistic reports and technical order documents to AFSAC's foreign partners around the globe. ASG has announced the sunset of this product in March of 2019 which will end all support for the product.
IV. Statutory authority permitting other than full and open competition.
FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
In accordance with FAR part 6.302-1, the procurement of Redwood Report2Web is essential to support the government's current environment. ASG Report.Web is the current ECM for AFLCMC/WFR (AFSAC); utilization of the migration tool to complete a transfer to Redwood Report2Web is the most efficient and economical way for AFSAC to realign AFSAC to a new ECM. By utilizing Redwood Report2Web, AFSAC is offered a solution with the following benefits:
a. Archive Migration Benefit: Migration tool Archives directly to the Redwood Report2Web, meeting AFSAC business needs and IT strategy.
b. Migration Performance: Redwood's Professional Services utilizes proven technology, utilities and experience with Report.Web to Report2Web migrations.
c. Audit Trail: Proven audit trail capturing of all archives ensuring complete metadata and indexes, ensuring data integrity throughout the migration process.
d. Minimal Business Impact: Report.Web and Report2Web can run simultaneously until migration completion.
This will allow for process testing and integrity checks to be completed before switching to users to the new solution.
e. Virtual Printing Service (VPS): VPS is required to capture data from Mainframe print queues and burst them into reports for customer delivery to AFSAC foreign partner customers. Redwood Report2Web has an active and proven VPS working in a .mil environment. Known business rules and proven VPS ensure speed of installation with the leanest cost.
f. Air Force Approved Software List/Certificate of Networthiness (CON): With Report2Web already approved, Sole Source (Including Brand Name) Justification - Simplified Procedures for Certain Commercial Items
25 May 2018 Security Marking (select from the drop-down list) Page 3 of 4 this allows software, licenses, installation, and maintenance being purchased to integrate with the current infrastructure through proven migrations tactics, thus minimizing business processes, customer support, and unacceptable delays. For software that does not meet requirements, it can take up to one calendar year to be approved and received a CON.
To reduce risks and manpower costs, Redwood utilizes a migration tool to move customers from ASG Report.Web to Report2Web. This tool is invaluable as it streamlines the migration while maintaining data integrity. To utilize any other ECM solution other than Report2Web would result in the following: manually implement VPS, manually code business rules in the new ECM to align with AFSAC requirements, and ensure the ECM receive its Certificate of Networthiness and is approved on the Air Force Approved Software List. In executing all of this can lead to significant risk regarding future inoperability, functionality, delays in fulfillment of requirements, and significant costs per Internal Government Estimates.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
In 2018, program managers conducted a vendor survey via Internet to research companies that could provide the necessary capabilities to fulfill AFSAC requirements. In addition, an Request for Information (RFI)(FA8630-19-S-6010) was on posted FedBizOps (FBO) on 3 May 2019 seeking out companies that could provide an ECM product solution and discuss their capabilities based upon AFSAC requirements.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer will use various techniques in determining the price fair and reasonable before a contract is awarded. Some of the techniques that may be used are: competitive published lists for the same or similar licenses, published price lists and/or sales data, and/or comparison to government cost estimate.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research was based on a request for information (RFI), exchanges with industry, and web based research. The results found capable ECM solutions but many of them would have to be customized in order to meet AFSAC business needs and requirements. Furthermore, many of the ECM solutions found do not have a Certificate of Net-worthiness and/or not listed on the Air Force Approved Software List. Only two companies offered an ECM product solution that did have a Certificate of Net-worthiness and/or were listed on Air Force Approved Software List, but neither offering had key capabilities such as Virtual Printing Services (VPS) and did not have the ability to migrate business rules from the current product/system.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
N/A
X. List of any sources that expressed, in writing, an interest in the acquisition.
N/A
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
