1. Q: When an item sent from the warehouse for repairs is returned to the warehouse, will that be considered one or two transactions?

In the instance that an item is defective, the contractor will either be directed to dispose of the item or return it to the seller country. The return/dispose actions are considered separate services. The selling country may elect to fix the item and repost it for sale. In that instance, it is a separate transaction.
