BASIS FOR CONTRACT AWARD

The Government intends to award one contract to the responsible Offeror whose proposal is responsive to the solicitation and is determined to be the best value to the Government. The award will be made on the basis of the Lowest Priced Technically Acceptable (LPTA) proposal meeting or exceeding the acceptability standards for non-cost factors.

By submission of its offer in accordance with the instructions provided in clause FAR 52.212-1, Instructions to Offerors –Commercial Items, the offeror accedes to the terms of this model contract. Failure to meet a requirement may result in an offer being determined unacceptable.

The best value to the Government will be achieved through a process of evaluating each

Offeror’s proposal against the evaluation criteria described below.

a. Factor 1 – Technical

The technical area will be evaluated for soundness of approach and compliance with requirements. The contractor must demonstrate expert knowledge identification and verification of material, visual inspection, documentation, packaging, timely onward movement of buyer’s freight, and administrative program management support.

Subfactor 1 – Facility

Subfactor 2 – Inspection

b. Factor 2 – Cost/Price

Cost/Price information shall be contained within one volume or section. Page size shall be 8.5 x

11 inches. The text size shall be no less than 12 point. Use at least one-inch margins on the top and bottom and ¾ inch side margins.

c. Evaluation Methodology

Technical acceptability and Price will be evaluated. The offer must be determined Technically

Acceptable and have the lowest cost to be considered for the award.

Technical Factor:

Acceptable – The proposal meets PWS requirements necessary for acceptable contract performance.

Unacceptable – The proposal fails to minimum PWS requirements necessary for contract performance. Proposals with an unacceptable rating are not awardable.

Cost/Price:

Cost/Price Evaluation: The offeror’s cost/price proposal will be evaluated for award purposes by adding the total price for basic requirements (basic award) and all options.

Price analysis will be performed to determine the reasonableness of the offeror’s price proposal. Reasonableness will be based on the total evaluated price. The total evaluated price will be calculated as the sum of the Contract Line Item Numbers (CLINs) file://///Periwinkle/SAF_AQC_ORG/AQCP/5640%20-%20AFFARS/AFAC%20Working%20Folders%20--%20PM/far/FAR31.doc%23b522121 unit/extended prices plus other associated factors. The pricing templates for WWRS are

Excel based and found in Attachment 6 WWRS Pricing Matrix to the RFP.

Unrealistically Low Costs or Prices: Unrealistically low proposed costs or prices, initially or subsequently, may be grounds for considering proposal unacceptable either on the basis that the offeror does not understand the requirement or the offeror has made an unrealistic proposal. The government reserves the right to perform price realism analysis.

Offeror shall use generally acceptable estimating techniques (i.e., Labor Hours, Parametric modeling, Cost Estimating Relationships (CER), etc.).

d. Discussions:

It is the Government’s intent to award without discussions, therefore, it is imperative that offeror submit the best terms initially. However, if it is determined to be in the best interest of the

Government to hold discussions, the offerors will be notified.

e. Solicitation Requirement Terms and Conditions

Offeror is required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or sub-factors. Failure to meet a requirement may result in offer being ineligible for award. Offeror must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.
