About this file

This is a Questions and Answers document related to Key Performance Parameters (KPPs) for a Small Unmanned Aircraft System (sUAS) procurement by the Air Force Life Cycle Management Center. The Q&A clarifies several technical requirements, including that KPP 6.2.1 (payload capacity) applies to both tethered and untethered operations, while 6.2.2 (GPS-denied navigation) will be moved to untethered operation requirements. Important clarifications include: the government is not mandating a specific solution for GPS-denied navigation, M-Code is only an objective requirement, endurance requirements after tether disconnection are covered in KSA 6.5.10, and the system must support mobile tethered operations from moving platforms.

The document also addresses communications requirements, specifying that tactical radios will be externally mounted and swappable rather than integrated into the UAS. For tethered mode operation, only power integration is required through the tether, and the system must comply with EMCON requirements by integrating communications information down the tether.

Vendor Questions and Answers SUAS KPPs

1. Do KPPs 6.2.1 to 6.2.3 pertain only to Tether Performance? I ask because after these KPPS there is a title “ Untethered performance requirements”?

Answer: 6.2.1 applies to Tethered and untethered operation; 6.2.2 will be moved to untethered operation, since Navigation will not be used in tethered mode. 6.2.3 simply states the requirement to operate tethered or untethered.

1. KPP 6.2.2 assuming that this is untether and operating in a maritime GPS denied environment is the proposed envisioned solution a CRPA antenna? I ask because other alternatives available in the market are based on visual based navigation which do not work in the maritime environment.

Answer: The government is not mandating a solution for Navigation without GPS.

1. KPP 6.2.2 will the M-code be GFE? If so, can the Authority share the specs for the M-code?

Answer:

1. M-Code only an objective value at this time

1. KPP 6.2.3 does the Authority have an endurance requirement after the tether cable is severed and/or disconnected? Also, when the Authority states “disconnected” can Industry assume that the UAS was brought down and disconnected?

Answer: KSA 6.5.10 has the endurance requirement if a tether breaks.

1. KPP 6.2.3 in the tether application does the authority envision a mobile tether (operating from a moving platform) or static tether?

Answer: Mobile, IAW paragraph 2.0 Concept of Employment and KSA 6.5.6

Comm Payload KPPs

1. KPP 6.4.1 is the requirement to support all stated tactical radios, or just some? Will these be externally mounted or fully integrated into the UAS?

Answer: Externally mounted – swappable

1. Reference KPP 6.4.2 (EMCON) for tethered mode which requires integration comm info down tether

1. For tethered mode, only integration is power
