Guardian Angel Air-Deployable Rescue Vehicle (GAARV)
Post-Block 1 Upgrade Validation Testing
Statement of Work (SOW)
1.0 Objective
The objective of the Guardian Angel Air-Deployable Rescue Vehicles (GAARV) Block 1 testing is to validate/verify the functionality of system design changes from the Block 0 configuration and to establish baseline operational ride quality.
2.0 Scope
The Contractor shall conduct a 1,000 mile air filtration system evaluation on each of two GAARV Block
1 test vehicles, totaling 2,000 miles, based on the proposed profile identified in Table 2 (below). The
Contractor shall also complete a ride quality evaluation, under off-road operational representative conditions, on a third GAARV Block 1 vehicle. The Government will provide a fourth vehicle as a spare.
The Contractor shall develop and deliver a Final Test Report (A001) and Ride Quality Report (A004) to capture findings in addition to other reports as specified herein.
3.0 Background
The GAARV is an air transportable all-terrain light tactical vehicle. The vehicle provides an air-deployable, surface recovery platform capable of maneuvering over adverse terrain in order to search for and recover Isolated Personnel (IP) and/or sensitive equipment, while also providing the capability of transporting the Recovery Team (RT) and the IP to a defendable location for recovery by either aircraft, or self-recovery, to the final destination. The GAARV is deployable/recoverable by fixed wing and heavy lift rotary wing aircraft using airdrop, on/off load or sling load techniques.
The GAARV provides maximized capabilities including transportability, horsepower, torque, suspension, seating, field of view, litter and payload capacity, protection, and vehicle range. The vehicle features special solid axles, long suspension travel, and a low Center of Gravity (CG) allowing the GAARV to traverse rocks and debris. The engine sits low in the vehicle between the front and rear axles (mid-engine design) for a lower CG providing greater stability when ascending or descending steep grades. Curb weight dimensions are 177 inches long (without front bumper and spare), 78 inches wide and 69 inches high. The vehicle is equipped with dual internal gas tanks and external gas cans for long-range missions.
The modified transmission and transfer case provide Front Wheel Drive (FWD) high/low, All-Wheel
Drive (AWD) high/low and Rear-Wheel Drive (RWD) low-only modes (accessible while en route) to provide the driver the flexibility to expeditiously transition across diverse terrain and confront various operational scenarios. The GAARV data plates are located on the left side of the vehicle adjacent to the left wheel well. These plates identify the manufacturer, vehicle model designation, CG, weight information and miscellaneous limits and ratings.
4.0 Tasks/Technical Requirements
4.1 Task 1 Test Plan Development
The Contractor shall develop a Test Plan (A002) that defines the setup, procedures and support to be utilized for the test efforts described herein. This shall include a detailed description for each test requirement as well as a test schedule that captures the key milestones/activities and durations associated with the tasks defined in this SOW. The Contractor shall submit the test plan for AFLCMC/WISN
(hereby referred to as “The Government”) approval 10 business days after contract award. The
Government will review the plan and provide comments within three (3) business days, at which time an additional two (2) business days shall be utilized to incorporate changes pursuant to the Government’s comments.
4.2 Task 2 Receiving Inspection, Training, and Property
The Government will ship each test vehicle to the Contractor with a half tank of 87 octane gasoline; the
Contractor shall return the vehicles with the equivalent amount. The Contractor shall supply all 87 octane fuel required for testing.
Each GAARV vehicle is equipped with one spare Tire and Wheel Assembly (TWA), which is mounted on the rear of the vehicle. The Government will provide a total of four additional spare TWAs with the vehicles. The Contractor shall acquire all items identified in Table 1; these items shall be on site no later than 15 business days after contract award. The Contractor shall compile an Inventory Report (A005) for the consumable items as well as the spare TWAs, and submit the report to the Government Program

After initial test vehicle operations for course speed confirmation, each test vehicle shall be operated daily for five (5) consecutive days each week for the duration of the test. Prior to each shift, all test vehicles shall undergo a brief daily safety inspection as described in Section 4.7. The inspector shall upload the inspection into the OEM’s maintenance tracker (FIST). Training on FIST will be conducted during the driver’s training course.
The test personnel shall complete daily drivers’ logs which capture fuel consumption and route utilization, and which supplement the automated data that is collected by the instrumentation package that is downloaded at the end of each shift. The fuel consumption for each vehicle shall be measured and evaluated throughout the evaluation, and consumption reported in miles per gallon (mpg) based on total fuel used and miles traveled. The mission profile fuel economy is a composite of the fuel consumption over each of the individual terrain types that make up the mission profile. The Contractor shall compile this information and provide, via email, it to the Government PM each week through the date of completion. In the event of a deficiency, there shall be a Government-led Deficiency Review Board
(DRB) with the Contractor via teleconference.
4.3.2 Ride Quality Evaluation
The Contractor shall conduct a ride quality baseline to determine the amount of vibration transmitted from the road to the vehicle operator and crew over terrain of increasing roughness. Shock and vibration shall be measured at the various positions outlined below: Root Mean Square (RMS) ride quality courses, Wave Number Spectrum (WNS) ride quality courses and half-round obstacles. The RMS courses shall be conducted at both the Operational Weight (OW) of 2,000 lbs and the Gross Vehicle Weight (GVW) of
3,500 lbs. All other ride quality testing shall be performed on the test vehicle in the OW configuration.
Vehicle ride vibration performance shall be recorded and reported in a supplemental Ride Quality Report
