About this file

This is a Notice of Intent to Sole Source document from the Air Force Life Cycle Management Center at Wright-Patterson Air Force Base. The notice outlines the intention to award a sole source, firm-fixed price contract to McIntosh Safe Corporation for thirty-four (34) gun boxes/safes with part number GB436837. The government conducted market research and determined that McIntosh Safe Corporation is the only source capable of meeting their requirements, citing proprietary supply and a previous Intent to Sole Source posting that received no additional sources.

Interested vendors may submit capability statements, proposals, or quotations via email demonstrating their ability to provide the required supplies before the anticipated award date of 13 April 2025. The contract will be awarded under FAR Subpart 13.1, and the government retains sole discretion to determine whether to compete the action based on responses received. Contract specialists Tyran Knaff and Charles Rodriguez, along with Contracting Officer Jeremy Wal, are the primary contacts, with Richard Halloran serving as the Ombudsman to address potential contractor concerns.

DEPARTMENT OF THE AIR FORCE

AIR FORCE LIFE CYCLE MANAGEMENT CENTER

WRIGHT-PATTERSON AIR FORCE BASE OHIO

13 March 2025

NOTICE OF INTENT TO AWARD SOLE SOURCE

Air Force Materiel Command, Air Force Life Cycle Management Center, Wright-Patterson AFB OH, intends to negotiate a sole source Firm-Fixed Price contract for thirty-four (34) gun boxes/safes (P/N GB436837) in accordance with the format in FAR Subpart 13.1, as supplemented with additional information in this notice. The contract will be awarded to McIntosh Safe Corporation. Market research was conducted and it is determined that this set of circumstances deem only one source is reasonably available in accordance with (IAW) Federal Acquisition Regulation (FAR) 13.106-1(b).

This is not a request for competitive proposals and no written solicitation is available. All responsible sources that believe they can meet this requirement may submit a capability statement, proposal, or quotation which shall be considered by the agency. Interested sources must respond in via email with clear and convincing evidence to support their ability to provide the required supplies/services prior to anticipated award on 13 April 2025. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government.

Market research was conducted with only one respondent able to meet the government’s needs due to the supply being proprietary to McIntosh Safe Corporation. Additionally, a previous Intent to Sole Source was posted and closed with no additional sources. Richard Halloran, AFLCMC/PZC, 16 Eglin St. 1604, Hanscom AFB, MA 01731, has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. However, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process; therefore, for matters on individual solicitations, please contact the Contract Specialists.

Any questions regarding this acquisition should be directed to the Contract Specialists, Tyran Knaff at e-mail: tyran.knaff@us.af.mil and Charles Rodriguez at e-mail: charles.rodriguez.11@us.af.mil, or Contracting Officer Jeremy Wal at e-mail: jeremy.wal@us.af.mil. Should you desire to contact the Ombudsman, Richard Halloran can be reached by e-mail: richard.halloran@us.af.mil image1.png
