Document Type: Pre-Solicitation Synopsis Solicitation Number: FA8625-19-R-2016 Posted Date: 06 August 2019 Classification Code: 16 – Aircraft components & accessories
Contracting Office Address:
Department of the Air Force Air Force Life Cycle Management Center, C-130J 2275 D Street, Bldg. 16 Room 153 Wright-Patterson AFB, Ohio 45433-7222.
DESCRIPTION:
The Air Force Life Cycle Management Center (AFLCMC), Mobility and Training Directorate, C- 130 Hercules Division, C-130J Branch, Wright-Patterson Air Force Base, Ohio intends to issue a Request for Proposal (RFP) for the C-130J CKI effort.
The C-130J Block Upgrade (BU) 7.0/8.1 capabilities consist of Communication, Navigation and Surveillance Air Traffic Management (CNS/ATM) navigation safety and other aircraft hardware and software improvements on USAF C-130J aircraft. This BU is being implemented to maintain access to global airspace, enhance aircraft navigational accuracy and aircrew situational awareness. It increases overall C-130J operational utility/effectiveness and reduces C-130J systems/parts obsolescence. This BU provides 38 capabilities for the C-130J to include: a new Flight Management System, Link-16, digital maps, Mission Computer Operational Flight Program (MC-OFP), a modified control yoke, TEMPEST compliance, and Enhanced Inter-Communication System. The C- 130J CKI program has been initiated to facilitate the installation of original equipment manufacturer (OEM) provided BU 7.0/8.1 kits on to the C-130J aircraft in accordance with (IAW) the Time Compliant Technical Orders (TCTOs) and Technical Data Package (TDP). C-130J CKI will fulfill the requirements as specified in the CKI PWS and TCTOs/TDP from the Bidders Library.
This program will consist of one, competitively-awarded, Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a base period of performance and follow on Task Orders for the kit installs. The contract will also consist of pre-priced variable quantity pricing tables (unit pricing) for Kit Installations, to include surge requirements and Over and Above work. This source selection is being conducted as a tradeoff in accordance with Federal Acquisition Regulation (FAR) Part 15.3, Contracting by Negotiation, and its respective supplements, and DoD Source Selection Procedures.
The Government will select the best overall offer, based upon an integrated assessment of Technical Rating, Technical Risk Assessment, and Price. The assessment will include a tradeoff between Technical Risk and Price among Technically Acceptable proposals.
TYPE OF CONTRACT: This RFP will result in the award of a single award IDIQ contract.
DISCUSSIONS: The Government intends to award this effort without discussions. The Government, however, reserves the right to conduct discussions if deemed in its best interest.
ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 28 August 2019. Proposals will be due 30 days from official RFP posting.
Additional details can be found in the solicitation when it is posted to http://www.fbo.gov.
This effort contains technical data whose export is restricted by the ARMS Export Control Act or the Export Administration Act of 1979, as amended. Due to the aforementioned security restrictions, certain documents are available for release to U.S. DoD contractors only.
All potential offerors should be cautioned that if any information in this synopsis conflicts with any requirements addressed in the RFP, the RFP takes precedence. Additionally, this RFP takes precedence over all previous draft postings or releases.
