AFIT PWS (FOPR 80)

FA8622-25-F-2501

Introduction The Air Force Institute of Technology, with its main campus located at Wright-Patterson AFB, Ohio, is the Department of the Air Force’s leader for advanced, multi-disciplinary academic education, as well as its institution for initial technical and professional continuing education. A component of Air University and Air Education and Training Command, AFIT is committed to providing defense-focused graduate education and related research, and operationally relevant initial skills training and professional continuing education to sustain the technological supremacy of America's air, space, and cyber forces. AFIT accomplishes this mission through four schools: the Civil Engineer School, the Graduate School of Engineering and Management, the School of Strategic Force Studies, and the School of Systems and Logistics. Through its Civilian Institution Programs Office, AFIT also manages the educational programs of Airmen enrolled at more than 350 civilian universities, research centers, teaching hospitals, and industrial organizations.

To meet current and projected workload requirements in support of AFIT, the Government must augment its organic (military and civil service) with Advisory and Assistance Services (A&AS) support. AFIT is headquartered at Wright-Patterson Air Force Base, Dayton, OH.

This Performance Work Statement (PWS) describes the requirements to obtain a broad range of project support services and expertise to support and sustain the school’s air, space, and cyberspace acquisition, logistics-focused and technical education, consulting, and research global mission.

Directorate Overview AFIT is currently organized into the following schools, as well as support staff:

Graduate School of Engineering and Management (AFIT/EN) AFIT's Graduate School of Engineering and Management focuses on high-quality graduate education and research. EN works on the leading edges of the technological disciplines that keep the Air Force dominance in defending the nation. The Graduate School provides graduate degrees and certificates in engineering, applied science, mathematics, and management. The appeal for the school’s distinct educational opportunities is widespread and attracts high quality students from the other United States (US) armed services, Government agencies both inside and outside the Department of Defense (DoD), coalition countries, and US citizens (civilians) from across the country.

In support of this mission, the graduate school offers a variety of programs leading to the award of master’s and doctoral degrees, as well as graduate certificate programs. AFIT/EN maintains a strong applied research component through our research centers, some of which have been nationally recognized by the Air Force. The graduate school is unique among graduate schools in the country: it is a graduate-only, research-based institution – in the company of only a very small number of other institutions in this category. Being a graduate-only institution provides our students with desirable advantages: a more personalized educational experience with a student to faculty ratio of approximately 6:1 in MS/MA programs; academic programs with focus; and research with real-world relevance.

School of Systems and Logistics (AFIT/LS) AFIT/LS is the Air Force's sole provider of professional continuing education courses in the areas of acquisition, logistics, data, and software engineering. With more than 100 courses, workshops, and seminars, the school plans, develops, and conducts courses and programs to satisfy the educational needs of logistics, systems, and acquisition customers from the Air and Space Force, DoD, and other federal agencies. More than 20,000 students receive education from AFIT/LS each year.

The school currently offers Air Force courses ranging in length from two days to five weeks in the disciplines of acquisition management, engineering management, data, and sustainment. AFIT/LS leverages technology to provide its courses, workshops, and seminars not only live in-person but virtually as well as web-based, combining technology with experts in the field, . AFIT/LS provides the acquisition and logistics workforce, the knowledge, skills, and abilities to manage the entire spectrum of a systems life cycle.

Civil Engineer School (AFIT/CE) AFIT/CE is the Air Force's sole provider of professional continuing education courses in the area of civil engineering. With more than 80 courses and seminars, the school plans, develops, and conducts resident and distance learning courses and programs to satisfy the professional continuing educational needs of civil engineer customers from the Department of the Air Force, DoD, and other federal agencies. More than 12,000 students receive education from AFIT/CE each year.

The school currently offers Air Force courses ranging in length from two days to 10 weeks in the disciplines of technical civil engineer courses, environmental, engineering management, and housing. It is also the leader in distance and blended learning education for the civil engineering workforce, providing the tools, skills, and abilities to manage the entire spectrum of a civil engineering expertise through various media and forums.

School of Strategic Force Studies (AFIT/EX) The School of Strategic Force Studies' mission is to develop Airmen, joint service members, and our international partners to deter and if necessary, prevail in current and future conflicts by providing relevant and responsive nuclear and cyberspace professional continuing education.

The mission of the Department of NC3 Studies is to ensure Professional Continuing Education for Airmen engaged in the Nuclear Command, Control, and Communications (NC3) enterprise by providing NC3 courses via command-sponsored education activity that directly supports the Air Force’s top priority of nuclear deterrence and assurance.

The mission of the Department of Nuclear Studies is to develop Nuclear Mission Professionals with a comprehensive understanding of nuclear deterrence, assurance, and surety as well as imbue the critical knowledge and advocacy of nuclear policy, doctrine, strategy, sustainment, and modernization in the Joint All-Domain age of great power competition.

The mission of the Department of Cyberspace Studies is to instill Department of the Air Force and joint members with the cyberspace knowledge and skills necessary to prevail in current and future conflicts.

The mission of the Academic Partnerships in Nuclear Education (APNE) program is to provide the Air Force Nuclear Enterprise professional workforce with an innovative approach for advanced learning opportunities to garner the skills and knowledge necessary for supporting strategic deterrence and assurance in an era of renewed strategic competition.

Civilian Institution Programs Directorate (AFIT/CI) AFIT/CI is the Air Force’s professional arm managing and providing administrative control and funding support to Air Force and Space Force officers, enlisted, and civilians selected to complete advanced academic and professional degrees, fellowships with industry partners, and medical professional residencies in sister services, federal agencies, and non-federal educational programs located in the United States and abroad. Additionally, AFIT/CI funds the Air Force Medical Command (AFMED) Health Professions Loan Repayment Program. Each year, the Civilian Institution Programs Directorate supports over 2,500 active duty and reserve officers enrolled in educational programs nationwide and overseas and evaluates and processes loan repayments for over 45 participants in the Health Professions Loan Repayment Program. The Directorate's advanced academic degrees, fellowships, and medical professional residencies range in length anywhere from ten months to seven years and are conducted in primarily traditional face-to-face, brick and mortar campus classroom and business industry settings.

AFIT-wide Support (AFIT/CL) In addition to the aforementioned schools, AFIT depends upon a support structure to execute its mission. AFIT’s research programs complement the graduate education programs, allowing students to develop enhanced understanding of their discipline's fundamental principles as well as appreciation of the most pressing unanswered questions. The Office of Research and Outreach (CZ) provides support to faculty-led, student-driven research projects primarily focused on problems related to current or anticipated Department of the Air Force and Department of Defense needs. Several research centers exist, some homed within the graduate school and some, which span the whole of the institute, are homed at the institute level. The Cyberspace Technical Center of Excellence (CyTCoE) coordinates cyber research and education across the institute. The Security office (SR) provides support to each of the schools.
