3 May 2019 Round 3 RFI – Emphasis on TPS-Qualified Pilots

The purpose of this posting is to highlight the importance of requiring the Contractor to have at least one Test Pilot School (TPS) qualified pilot available for test planning and mission execution for elevated risk tests.

Potential Offerors are alerted that this TPS requirement has been revised to include all potential pilots who have an appropriate experience level and have SETP member status, but did not necessarily graduate from a Society of Experimental Test Pilot recognized Test Pilot School. At least one TPS-qualified pilot is required.

This is a revision to the information presented during the prior Request for Information. At that time, the Performance Requirement Summary (PRS) stated that “Test Pilots shall hold certification from a Society of Experimental Test Pilots (SETP) recognized Test Pilot School (TPS)” and the Round 2 Instructions and Questions requested companies “meet the requirements for providing Sensor Operators and Pilots (two (2) of which are graduates from a Society of Experimental Test Pilots (SETP) recognized Test Pilot School (TPS))”

The TPS-qualified pilot is hereby considered one of the following:

A) a graduate from a Society of Experimental Test Pilots (SETP) recognized Test Pilot School B) an individual who has achieved SETP member status with at least 10 years of flight test experience.

The need date for staffing at least one TPS-qualified pilot is 1 April 2020, in conjunction with the end of the 30-day transition period.

In realizing so:

1. Can your company realistically meet this specific requirement in the time restraints communicated on this effort and to what certainty can they be met?

2. If so, please provide a summary response of what steps your company have and/or would take in the future in order to fulfill this specific aspect of the aforementioned requirement.

Responses are due by 1800 EST, 10 May 2019.

All potential offerors are invited to respond, including those who have not responded previously.

If you need additional time to capture a full response, you may request a one-week extension. This request is due by 1800 EST, 10 May 2019. Requests received after this time may not be honored.

Responses with extension included are due by 1800 EST, 17 May 2019.
