About this file
This document announces a Commercial Solutions Opening (CSO) with Calls for the Joint All-Domain Command and Control (JADC2) program. The Air Force Materiel Command Lifecycle Management Center seeks innovative technical solutions across digital architecture, sensors, data, connectivity, applications, and effects integration. The CSO functions as an umbrella solicitation, with subsequent Calls detailing specific Areas of Interest and due dates. Calls may result in contracts or Other Transaction Agreements for prototypes or production. The first Call focuses on software-defined wide area networking for a three-week test event at MITRE in January 2023, with white papers due February 6th and proposals due February 20th. Subsequent Calls will address additional technology focus areas.

General Questions and Answers
Q: Is the Rough Order of Magnitude (ROM) in the White Paper specific to the three-week test event, or is it for also looking for estimates for a larger deployment?
A: The ROM in the White Paper is intended to capture the general per item cost of the components that make up the vendor solution. The ROM will provide the Government an informed perspective on the cost of a broader SD-WAN enterprise solution.
Q: Will the test event only have a point-to-point configuration (Figure 2), or will it be a multi-site testbed?
A: The Test Plan documentation, to be included in the Step Two Request for Proposal, details a variety of industry standard test scenarios, both point-to-point and point-to-multipoint test scenarios are included in the Test Plan.
Q: Will the Test Plan allow for assessment of integrated vendor hardware solutions?
A: No, the SD-WAN Test Event will assess virtualized implementations only, which will be provisioned on the Government provided test-bed hardware. The test-bed specifications will be detailed within the Test Plan documentation, which will be included in Step Two Request for Proposal.
Q: Where will the test event be held?
A: MITRE Facility Bedford, Massachusetts.
Q: Is the SD-WAN solution being sought as a managed services solution or as a Customer Premises Equipment (CPE) solution?
A: The SD-WAN solution will be a CPE solution. The Government will assess virtualized implementations only, which will be provisioned on Government provided test-bed hardware.
The SD-WAN solution will be integrated with hardware in a follow-on effort.
Q: Is the offeror expected to bring the SD-WAN Solution to existing transport solution to be provided by the government? Or is the offeror responsible for providing transport (e.g.
5G, LTE, SATCOM, Ethernet) and an SD-WAN Router?
A: The offeror is only responsible for providing the virtualized SD-WAN network appliance, licensing, configuration, and technical support to the test team. The SD-WAN solution will be installed on the Government provided test-bed. The offeror will not need to provide hardware or transport.
Q: Are there any OCI concerns with involving members of the ABMS DI team?
A: There are no Organizational Conflict of Interest (OCI) concerns that limit members of the ABMS Digital Infrastructure Consortium from responding to this call.
