| Example: Statement of Work, Para 2.1 | To be filled in by the Government |
19-Jun-18 Section L & Section M Section L, Paragraph 4.2.1 General, 6th sentence states, "By your proposal submission, you are representing that your firm will perform to at least one of the required form factors specified in the solicitation and it is not necessary or desirable for you to tell us so in your proposal." However, Section L, Paragraph 4.2.5.1 states, "...that meet one of the Government's required form factors," and Section L, Paragraph 4.2.6.1 states, "...to perform to at least one of the Government's required form factors." Also Section M, Paragraph 1.2.1.1, Optical Item Manufacturing Gate, 7th sentence states, "Offerors are not required to detail how they have the ability to provide at least one of the Government's required form factors to meet this Gate criteria, which is required in Technical Subfactor 1: Performance Capability found in paragraph 2.2.3." Furthermore, Section M, Paragraph 2.2.3 states, "This subfactor evaluates the offeror's ability to provide at least one of the Government's required form factors..." In addition Section M, Paragraph 2.2.4 states the same requirement regarding the ability to provide at least one form factor. Should the Section L, Paragraph 4.2.1, 6th sentence be deleted? Please provide clarification on offerors addressing their ability to design, develop, and manufacture the Government's required form factors for the ALEP Block 3 Program. Should the offeror provide specific design details and information regarding one (or all) of the government form factors? Each of the items and sections in the comment accomplish different objectives for the government:
- The intent of Para 4.2.1 of Sec M is to convey that the gov't understands that by your proposal, you are implicitly telling the gov't to your company has the ability to meet the requirements of one form factor; statement to that fact is redundant.
- The Optical Item Manufacturing Gate (1.2.1.1) is a separate item where the intent is for the vendor to summarize previous products, if any, not the efforts to meet one of the gov'ts form factors. It is required that an offeror explain their previous products or state that they do not have any previous products. Not providing this information will result in the proposal not advancing to evaluation.
- The offerors proposal will be evaluated on the ability to soundly design, develop, and manufacture one of the Government's required form factors for the ALEP Block 3 Program. Specific design details (processes) and information is warranted for at least one form factor.
| - Further descriptions of the offers ability to more than one (or all) is not required nor be evaluated, but will be taken for informational use. Be sure to mark all items considered proprietary. | 26-Jun-18 | LS | ||||
| 21-Jun-18 | Section L, paragraph 4.2.5.1.2 identifies the Small Business Participation Plan as one of the requirements to satisfy Subfactor 1: Performance Capability. Section L, paragraph 5.1.4 Section I - Contract Clauses states, "Offeror shall submit the Small Business Subcontracting Plan. The submission of a Subcontracting Plan shall comply with FAR 52.219-9 clause, as referenced in FAR 19.704 "Subcontracting Plan Requirement." The awardee's Small Business Subcontracting Plan shall be incorporated as an attachment in Section J of the resulting contract. Failure to provide a Small Business Subcontracting Plan can make the offeror's proposal unawardable. Are the Small Business Participation Plan identified in Section L, paragraph 4.2.5.1.2 and the Small Business Subcontracting Plan identified in Section L, paragraph 5.1.4 the same documents? If so, should the Small Business Participation Plan be included as an attachment to the Technical Volume and not included in the 40 page limit? Should the Small Business Participation Plan also be included as an attachment to Volume III - Contract Documentation to satisfy the Section L, paragraph 5.1.4 requirement for the Small Business Subcontracting Plan? Please clarify | The Small Business Participation Plan found at 4.2.5.1.2 and the Small Business Subcontracting Plan found at 5.1.4 are two different documents. The Small Business Participation Plan should be incorporated into Subfactor 1; Performance Capability and should address the 3 questions and is not a separate document. The Small Business Subcontracting Plan is a separate document that will be attached to the contract upon award and shall comply with FAR 52.219-9. | 26-Jun-18 | LS |
