About this file
This is a Questions and Answers document for solicitation FA8604-25-R-B031 regarding a Materials Handling System at Ramstein Air Base, Germany, dated 1 August 2025.
The document addresses two contractor questions about technical specifications. For Question 1, the contractor asked whether EU standard bolt-together pallet rack frames would be acceptable instead of the all-welded steel construction specified in Appendix A section 3.2.3. The government confirmed acceptance of bolt-together frames, noting this construction method has been previously accepted at Ramstein. For Question 2, the contractor indicated difficulty finding CE-labeled/rated Rider Reach trucks with on-board battery chargers and asked if external chargers would be acceptable. The government responded that they prefer on-board chargers with Li-Ion batteries, and in such cases the CE certification must cover the entire equipment unit rather than just components.

1. The pallet rack frames – Appendix A – 3.2.3. states frames shall be of steel, all welded construction – (Standard request) Q. Would the gov’t accept the EU standard bolt together frames (bracing is bolted in place vs welded.)
Note: this bolt together bracing has been accepted in the past by this office at Ramstein.
A. Yes, we will accept bolt together frames.
2. Not finding a supplier of a Rider Reach truck that is CE “labeled / rated” that utilizes an on-board charger for the battery.
Can easily supply an external charger – but no one will offer an on-board charger in the CE rated units – Q. Will an external charger be acceptable?
A. We prefer on-board charger and Li-Ion battery. In this case, the CE certification will be for the entire equipment.
